BOARD OF LIBRARY TRUSTEES
MINUTES
Palm Springs Public Library July 27, 2017
Palm Springs Convention Center Primrose C
1. CALL TO ORDER
President Courtright called the meeting to order at 3:00 p.m.

STAFF PRESENT: Jeannie Kays, Director of Library Services.
CITY STAFF PRESENT: Lisa Brock, Library Operations and Collection Manager; Julie Warren,
Library Services and Public Relations Manager.
PUBLIC PRESENT: Neil McLean
3. POSTING OF AGENDA: Director Kays reported that the agenda was posted on the Library’s website
and at City Hall on or before July 20, 2017.
4. APPROVAL OF MINUTES OF: In section 9A, the fourth line should read air conditioner instead of
dumpster. The amended minutes of June 29, 2017 meeting were accepted.
5. ADDED STARTERS: Appoint Nominating Committee will be added as section 9. G.
6. PUBLIC COMMENTS: None
7. TREASURER’S REPORT: Treasurer Futterer gave the report.
8. REPORT FROM FOPSL LIAISON: Julie Warren gave the report. The Friends are partnering with
PSUSD and Cahuilla Elementary for a bookmark design contest. The winner will receive a gift card to
Michaels and a basket of craft supplies. They are partnering with ONE-PS to hold a candidates forum on
Sunday, October 1, 2017 from 2-4. They are planning a Modernism Week event in February and their
annual meeting will be at the Gloria Swanson estate on Sunday, March 25, 2018 at 2 pm.
9. LEGISLATIVE ACTION
9. A. Welwood Patio Update
No update from Public Works at this time. Trustee Willison suggested a community meeting to
get public input on the design. He would also like the City to pay for the ADA access portion of
the project. Trustee McBride and Dunphy requested a history of the project. It was suggested that
the Board provides the architect with an outline of suggested changes of the design. Treasurer
Futterer stated that currently the landscaping is not being watered and maintained and that the
front landscaping needs to match surrounding buildings. Director Kays said that the front
landscaping and irrigation was upgraded during the Welwood remodel.

9. B. Welwood Window Shades
Director Kays reported that the Welwood has been measured for window shades and they are
awaiting a quote. If possible the cost will be taken out of the operating budget.
9. C. Library Remodel Architect RFPs
The RFPs were sent to all Board members; the Board has requested to meet with the architects.
MOTION: (Futterer/Willison, 5-0) To set a meeting with Architects and Public Works
Department in October.
9. D. Strategic Plan
Trustee McBride reported. The current Library strategic plan was prepared in 2008. The City of
Palm Springs has a two page strategic plan and the American Library Association has a n eight
page strategic plan. There are consultants that help with strategic plans and it can cost anywhere
from $25,000 and $40,000. Harry Courtright appointed Trustee McBride and President Pro Tem
Willison to the ad hoc committee which would include library staff, Friends of the Library, and
Foundation members.
9. E. Library Foundation Annual Report
President Courtright presented the Palm Springs Public Library Foundation annual report. The
report does not include $50,000 in a money market account.
MOTION: (Futterer/Willison, 5-0) To accept the Library Foundation Annual Report.
9. F. Appoint Special Trust Fund Budget Committee
President Courtright appointed Treasurer Futterer and Trustee McBride to the Special Trust Fund
Budget ad hoc committee. The committee will look at future planning for Trust Funds.
9. G. Appoint Nominating Committee
President Courtright appointed Trustee Dunphy and Trustee McBride to the Nominating
Committee.
10. REPORT FROM STAFF REPRESENTATIVE
Summer Reading Program: Total registration: 889. Up 34% over last year’s 662. Youth: 454,
Teen: 116, Adult: 319. Thank you to all our sponsors and donors, especially Friends of the Palm
Springs Library, Anderson Children’s Foundation, and US Bank. Over 415 adults redeemed f ree
book vouchers for the book sale.
Holiday Closure: Main Library closed September 4, 2017 for Labor Day. Welwood Murray
Memorial Library will be open 9:00 a.m. to 9:00 p.m.
Youth Events:
o Story time: Thursdays at 10:00 a.m.
o Family Fun DIY days now W ednesdays at 1:30 p.m.
Teen Events:
o Tuesdays at 3:30 p.m. Each week has a different activity.
Solar Eclipse Viewing Party: Monday, August 21, 2017 at 9:30 a.m. Free viewing glasses.
Received a grant of 1,000 glasses.

Comic Con Palm Springs: Taking place August 25-27, 2017 at the Palm Springs Convention

11. REPORT FROM LIBRARY FOUNDATION LIAISION
President Courtright gave the report. The Foundation is working on a fundraising event.
12. TRUSTEE COMMENTS & REQUESTS
Trustee Futterer reported that the baseboards at the Welwood are dirty.
Trustee McBride asked how the Board should interact with City Council candidates.
13. ADJOURNMENT
The July meeting adjourned at 3:55 p.m.
