BOARD OF LIBRARY TRUSTEES
MINUTES
Palm Springs Public Library March 23, 2017
City Hall Large Conference Room
1. CALL TO ORDER
President Courtright called the meeting to order at 3:00 p.m.
2. ROLL CALL PRESENT

STAFF PRESENT: Jeannie Kays, Director of Library Services.
CITY STAFF PRESENT: Lisa Brock, Library Operations and Collection Manager; Julie Warren,
Library Services and Public Relations Manager.
PUBLIC PRESENT: Cathy Brant, Jacque Wachs, and Eric Chiel.
3. POSTING OF AGENDA: Director Kays reported that the agenda was posted on the Library’s website
and at City Hall on or before March 16, 2017.
4. APPROVAL OF MINUTES OF:
MOTION: (Futterer/Dunphy, 3-0) To approve minutes of the February 23, 2017 meeting.
5. ADDED STARTERS: None.
6. PUBLIC COMMENTS: Eric Chiel from ONE-PS shared their new publication “The ONE-PS Guide to
Palm Springs Neighborhoods.” In May, Director Kays and Eric Chiel will present at the Neighborhoods
USA conference in Omaha, Nebraska. The ONE-PS neighborhood picnic is March 25, 11 am to 2 pm
at Ruth Hardy park.
7. TREASURER’S REPORT: Treasurer Futterer gave the report.
8. REPORT FROM FOPSL LIAISON: Cathy Brant introduced Jacque Wachs, who is the incoming
President, to the Board. Cathy Brant shared the items that are available for purchase at Destination
PSP; they include an eyeglass case, tote bag, water bottle, and desk set. A portion of the proceeds go
to the Friends. The Friends will have a booth at the One-PS Picnic.
9. LEGISLATIVE ACTION
9. A. LED Informational Sign Update
Director Kays reported on the LED Informational Sign project. The sign is almost complete; the
letters just need to be left-justified on one side. We have slides ready to go when the sign is
turned on. Three dead trees in the park were removed this week.

9. B. Sun Shade Update
Director Kays reported on the Sun Shade project. Public Works has not signed off on the project
yet. There is an issue where the steel panels come together; Public Works is working with the
contractor to come up with a solution. We have purchased a small tent to protect the machine
when it rains.
9. C. Welwood Patio Update
No Update
9. D. Library Remodel Update
Director Kays reported on the Library Remodel project. Public Works reached out to local
Architects of Record with the City and asked for Requests for Proposals. The requests were due
last week.
9. E. Literacy Subcommittee Report
No Report
9. F. Budget – report from Subcommittee and request for action
Director Kays reported that the Budget Subcommittee, President Courtright and Trustee McBride
met and discussed the proposed budget and made a draft of the Library Board of Trustees
Spending Requests. The proposed budget includes a few increases. The Budget Subcommittee
asked for the City to cover “Accessing the Past” database, an increase for our RFID security/self-
check tags, an increase for staff to attend conferences, and a staffing request for a new librarian.
Trustee McBride arrived at this time; 3:29 p.m.
The Library Board of Trustees Spending Request includes a request to continue funding active
projects as well as projects the Library would like to keep receiving funds for, such as books and
furniture. Treasurer Futterer requested that the Accessing the Past funding be included in the
regular Library budget. Director Kays has included this project in the library budget for
consideration. The City is sending the first draft of the budget to the first City Council meeting in
April and usually the budget is approved at the first meeting in June.
MOTION: (Futterer/McBride, 4-0) To approve proposed Library budget.
MOTION: (McBride/Dunphy, 3-1) To approve Library Board Trustees Spending Request.
The motion passed with McBride, Dunphy, Courtright voting in favor, Futterer voting against.
10. REPORT FROM STAFF REPRESENTATIVE
Form 700: Due April 1, 2017
Serving with a Purpose: May 4, 2017. Located at Victoria Gardens Cultural Center, Rancho
Cucamonga, CA. Theme is “Future of Fundraising and Friendraising.”

Wade Rouse writing as Viola Shipman talks about his latest book, The Hope Chest, April 5, 2017 at

American Documentary Film Festival: The Library is partnering again this year for a sneak peek
film prior and selections from the Fest afterward. Sneak peek March 28, 2017.
Youth Programs: Family Fun Fest. Wednesday, April 12, 2017, 10 a.m. -12 p.m. Friends of the
Library are having a book sale too.
During Spring Break we will have DIY days both weeks, Monday-Thursday at 3:30 p.m.
May Meeting: Jeannie is a presenter at NUSA in Om aha, NE. Meeting conflict.
11. REPORT FROM LIBRARY FOUNDATION LIAISION
No Report
12. TRUSTEE COMMENTS & REQUESTS
Treasurer Futterer thanked Marcus Fuller and Franco Laurie for their time on the Sun Shade and
LED Informational Sign project.
