CALL TO ORDER President Courtright called the meeting to order at 3:00 p.m. 2. ROLL CALL PRESENT Harry Courtright Yes Linda Futterer Yes Ashley Dunphy Yes Ron Willison Yes Ed McBride Yes STAFF PRESENT: Jeannie Kays, Director of Library Services. CITY STAFF PRESENT: Lisa Brock, Library Operations and Collection Manager; Julie Warren, Library Services and Public Relations Manager. PUBLIC PRESENT: None. 3. POSTING OF AGENDA: Director Kays reported that the agenda was posted on the Library’s website and at City Hall on or before February 16, 2017. 4. APPROVAL OF MINUTES OF: MOTION: (Futterer/Willison, 5-0) To approve minutes of the January 26, 2017 meeting. 5. ADDED STARTERS: None. 6. PUBLIC COMMENTS: None. 7. TREASURER’S REPORT: Treasurer Futterer gave the report. 8. REPORT FROM FOPSL LIAISON: Julie Warren gave the report. For Modernism Week the Friends have a William Cody self-guided exhibit at the Library. The exhibit is open 10-4 daily from February 17th – 26th. On February 20th they held a lecture and reception for the event at the Library. Former Trustee David Gray did a lecture at the Welwood Murray Memorial Library about the Union Bank architectural panels. The trustee of the sculptor’s estate came and brought a sculpture by the artist. The Annual Meeting will be at Los Compadres Club House on Sunday, March 12th at 2pm. The Friends are purchasing new furniture for the Children’s room in the Library. 9. LEGISLATIVE ACTION 9. A. LED Informational Sign Update Franco Laurie from the Public Works and Engineering Department reported on the LED Informational sign project. The Public Works Department has been working with the contractor to decide on a color for the sign and the type of sandblast finish. They decided on terra cotta for the color and will start with a light sandblast. Construction on the LED Informational sign has started; they are working on the electrical. March 1st they are coming to the site and setting up their form works. The tentative completion date is March 8th at that time the building inspector will come out Board of Library Trustees Minutes: February 23, 2017 2 for the final walk through. They are going to wait until the sign is complete to make a decision on the surrounding trees. 9. B. Sun Shade Update Franco Laurie from the Public Works and Engineering Department reported on the sun shade project. The sun shade is up and the site work is done. The Public Works Department is working with the contractor to come up with a solution for the gaps in the panels . They did have a change order to raise the lettering of the sign above the sun shade. Franco Laurie asked the Board for an addition budget appropriation to cover the cost of the change order. MOTION: (Futterer/Dunphy, 5-0) To approve $1,158 for change order two: remove lettering, patch, paint, and reinstall the lettering. 9. C. Welwood Patio Update Franco Laurie from the Public Works and Engineering Department reported on the Welwood Patio project. They are still waiting for a subcommittee meeting. Franco met with the Director of Facilities and Maintenance on site to discuss the HVAC issue and possibly moving the HVAC. They do not think moving the HVAC would be a good idea because it would be right a bove the trash cans which might make the odor problem worse. They thought using wood slats with the current chain link might help the odor. Director Kays mentioned that the chain link was supposed to be a temporary fixture and a wall was supposed to be built. 9. D. Library Remodel Update Franco Laurie from the Public Works and Engineering Department reported on the Library Remodel project. Franco is putting together an email to send out to the six on -call architects requesting proposals. They will have six weeks to return proposals for Phase One of the remodel which is electrical, plumbing, restrooms, and community room. They are also asking for an updated cost for this project. Trustee Willison asked about painting of the exterior of the building. Public Works is suggesting that be a Capitol Improvement Project. 9. E. Library Subcommittee Report Trustee Dunphy reported that the subcommittee met with James Williamson from Palm Springs Unified School District Board to discuss how the library and the school district can work together. Some ideas discussed were One Book, One Community, Career Online High School, KinderGo, and Summer Lunch Program. The School Districts focus is on 3rd grade reading achievement. 10. REPORT FROM STAFF REPRESENTATIVE Director Kays gave the report.  Lectures of interest: o Theo Gluck, Walt Disney Studios film preservation, March 15 at 6:30 p.m. o Anne Rowe, Sunnylands, March 22 at 6:30 p.m.  Author Wade Rouse, writing as Viola Shipman will be at the Library, Tuesday, March 21 at 10:00 a.m. to put out his latest book, The Hope Chest. Author talk April 5 at 6:30 p.m.  American Documentary Film Festival: Partnering again this year for sneak peek prior and selections from the Fest afterward.  Youth Programs: Ken Frawley; musician, storyteller, March 29 at 6 p.m.  PS Mod Com Exhibit: E. Stewart Williams exhibit. February 13, 2017 through mid-March. Board of Library Trustees Minutes: February 23, 2017 3  William F. Cody Exhibit: $10. Open 10 a.m. to 4 p.m. every day of Modernism Week, until February 26. Recognized by State Senator Jeff Stone.  William F. Cody Lecture and Reception: Monday, February 20. Was a wonderful event and informative about the Cody archive at Cal Poly-San Luis Obispo.  Union Bank Bas Relief Art Lecture: David Gray hosted a lecture at Welwood.  May Meeting: Jeannie is a presenter at Neighborhoods USA (NUSA) annual conference in Omaha, NE. Meeting conflict.  Friends of the Library Annual Meeting: Sunday, March 12, 2:00 p.m. Los Compadres Clubhouse. Route 66 lecture. Free for members, $20 for non-members (includes a free membership.) 11. REPORT FROM LIBRARY FOUNDATION LIAISION President Courtright reported that the Foundation held its first fundraising event at Smoke Tree Ranch. Former Senator Barbara Boxer was the guest speaker. It was a success. 12. TRUSTEE COMMENTS & REQUESTS Registration for “Serving with a Purpose” one day conference is now open. Following the March Board meeting will be the joint meeting with the Friends Board and the Foundation Board. 13.
