(PSPD expenditures of Grant funds)
Dear current Palm Springs City Council members,
Please review my written statements listed below prior to the consideration of agenda Item:
1Q - it's worth noting that Any verbal public testimony that may be provided in regards to this
topic (and other agenda Items) of this Palm Springs City Council meeting will be heard far in
advance of the city council consideration of each agenda Item and will disenfranchise
potential public speakers from future partispation within the Peoples business.
This letter is in opposition of this organization (City of Palm Springs and its Police
Department (PSPD)) from obtaining and potential operations of equipment that may be a
potential safety hazard to City Residents and guests within City boundaries plus the unknown
potential negtive actions on wildlife (Birds and other local Animals).
The City's (PSPD) proposed expenditure of Grant funds for equipment and services that may
have extreme health and safety concerns for City residents and guests (tourism industry)
would potentially accommodate a narrative that the City of Palm Springs, California will
monitor individuals (tourists/residents) through different methods that may cause distress and
potential health concerns among it's population.
It's reasonable to consider that current "Drone" (unmanned aerial vehicle) operational
protocols would require that drones that are underway (in operation) would be within "eye-
sight" of it operator (pilot) at all times. Also, protocols would dictate that actions would be
required to safeguard that drones airspace.
It's worth noting that Palm Springs Airport uses "Radar" to monitor the sky's surrounding it's
operational boundaries. It's ureasonable to have city government (PSPD) place twelve (12)
"Radar" stations throughout the City to monitor potential "rogue drones" and to avoid precived
potential air collisions. The long-term safety concerns of having "Radar" units near
individuals homes and properties while PSPD experiments on the local community to gauge
their tolerance to increased "Police State Surveillance techniques" is nonsensical and

extremely dangerous.
It's clear that PSPD desires to conduct mass surveillance over Palm Springs city and potential
surrounding areas. It's reasonable to consider that PSPD wishes to have "Drones" operating
out of it's pilot vision (eye-sight) with the use of the proposed (12) new radar stations position
throughout Palm Springs City while deceiving the reader of this city supplied staff report with
pretext reasoning of PSPD reason to secure city council approval to use five hundred eighty
one thousand seven hundred and fifty dollars ($581,750.) For that mission.
Please discontinue the unusual methods of using little known City sponsored sub-committees
to release aspects of city intentions of using surveillance devices and related equipment to
monitor the general public while also using aspects of city meetings (consent calendar) to
potentially approve those expenditures with little to NO wildly known public disclosure
(public knowledge) of the citys (PSPD) ambitions to monitor the general public.
