CALL TO ORDER:
Chair Nelson called the regular meeting to order at 5:30 pm.
ROLL CALL:
Present: Chair Nelson, Vice Chair Rosenow, Hansen, Bachman, Herr, Moruzzi,
Maschka Hitchcock.
Absent: None.
Staff Present: Christopher Hadwin, Director of Planning Services, Sarah Yoon, Historic
Preservation Officer & Associate Planner
PUBLIC INTEGRITY ORDIANCE DISCUSSION:
Jim Priest, Best, Best & Krieger, Attorney for the City of Palm Springs, discussed the city’s
public integrity ordinance, and the laws and regulations governing committee members’
participation in hearings before them.
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Wednesday,
September 25, 2024, and posted on the City’s website as required by established policies and
procedures.
ACCEPTANCE OF THE AGENDA:
Motion by Member Vice Chair Rosenow, seconded by Member Herr to accept the agenda.
AYES: Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi, Maschka Hitchcock.
NOES: None
ABSENT: None

1. CONSENT CALENDAR:
1.A. APPROVAL OF MINUTES: SEPTEMBER 3, 2024 HSPB MEETING.
RECOMMENDATION: Approve.
Motion by Member Herr, seconded by Member Hansen to approve the revised minutes on the
consent calendar.
AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Maschka Hitchcock.

2. PUBLIC HEARINGS: None
2.A. A REQUEST BY LARRY YARCHEVER FOR HISTORIC SITE DESIGNATION
OF “THE RATNER RESIDENCE” LOCATED AT 1633 VIA ROBERTO MIGUEL,
APN 677-233-003 (HSPB #161) (SY).
Associate Planner and Historic Preservation Officer Yoon presented the staff report and
answered questions of the Board.
Larry Yarchever, owner and applicant, spoke and answered questions of the Board.
Steven Keylon, Palm Springs Preservation Foundation, spoke and answered questions of the
Board.
Motion by Chair Nelson, seconded by Member Maschka Hitchcock to adopt the amended
findings, which includes in the list of character-defining features, particularly under Criterion 3,
its location within the “Barbara Tract”, and recommend that the City Council designate “The
Ratner Residence” (HSPB 161) as a Class 1 historic site, subject to conditions.

5. DISCUSSIONS:
BOARD MEMBER COMMENTS:
Member Hansen asked, and Director Hadwin will research, the naming of this body as a “Board”
and not a “Commission.”
Member Moruzzi asked for an update regarding code enforcement at the Town and Country
Center. Director Hadwin noted that staff is in ongoing conversations with the property owner
and internal City personnel to resolve maintenance concerns.
Director Hadwin provided some clarity regarding Brown Act guidelines for remote attendance
of Board members, and he will contact the city attorney’s office for more information.
Chair Nelson quoted from an article by Bonnie McDonald regarding the importance of integrity
and preciousness in Criterion measures.

The next meeting will be rescheduled to November 6, 2024, from the current date which falls
on Election Day, November 5, 2024.
Check-in with board members on setting up City emails and SharePoint access.
Director Hadwin provided an update regarding City Council direction on the proposed turf
conversion project at City Hall that may also include maintenance, lighting and safety related
improvements.
ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:53 p.m. to the next
regularly scheduled meeting on Tuesday, November 5, 2024 at 5:30 PM.
