7. Short description of proposed project. Our project will reduce environmental impact,
improve mobility (pedestrian, bike, bus), and integrate housing, shopping, and
services in the vicinity of N. Sunrise Way and Vista Chino. This project will improve the
safety of City of Palm Springs residents, DAP Health patients, clients; employees, and
residents of DAP Health’s affordable housing complex, known as Vista Sunrise II.
Phase 1 of this project: Median curb and gutter demolition on N. Sunrise Way
adjacent to DAP Health at 1695 N. Sunrise Way. Phase 2: Install median metal
screens and landscape. Vehicular access from Sunrise Way will be concentrated at
the existing southerly driveway between DAP Health Clinics and newly built Vista
Sunrise II Apartments. The driveway entry is 600' south on Vista Chino. The 764’
median design visually links several campus buildings from the east. It addresses
safety, sustainability, and aesthetics with curated desert landscape, shade trees, and
sculptural forms to block unsafe crossings.

The DAP Health Campus Expansion Vehicular Access Improvement Project will support the City of
Palm Springs by improving the safety of vehicular access to DAP Health for City of Palm Springs
residents, DAP Health patients, clients; employees, residents of DAP Health’s affordable housing
complex, known as Vista Sunrise II, and others who have business or other needs at DAP Health
located at 1695 N. Sunrise Way. This project is divided into two phases: DAP Health will contribute
$314,000 in general operating funds toward Phase 1: Median curb and gutter demolition on N.

On July 25, 2024, David Brinkman, DAP Health CEO, and William VanHemert, DAP Health Director of
Institutional Giving met with Naomi Soto, Measure J Commission Chair to discuss scope and components of
DAP Health’s proposed DAP Health Campus Expansion Vehicular Access Improvement Project. The discussion
resulted in a decision for DAP Health to submitan application for this proposed project.

DAP Health Campus Expansion Vehicular Access Improvement Project. Location: 1695 N. Sunrise Way, Palm Springs
Provide a detailed description of the concept and benefits of your proposal
Our project will reduce environmental impact, improve mobility (pedestrian, bike, bus), and integrate housing,
shopping, and services in the vicinity of N. Sunrise Way and Vista Chino. This project will improve the safety of City
of Palm Springs residents, DAP Health patients, clients; employees, and residents of DAP Health’s affordable housing
complex, known as Vista Sunrise II. Phase 1 of this project: Median curb and gutter demolition on N. Sunrise Way
adjacent to DAP Health at 1695 N. Sunrise Way. Phase 2: Install median metal screens and landscape. Vehicular
access from Sunrise Way will be concentrated at the existing southerly driveway between DAP Health Clinics and
newly built Vista Sunrise II Apartments. The driveway entry is 600' south on Vista Chino. The 764’ median design
visually links several campus buildings from the east. It addresses safety, sustainability, and aesthetics with curated
desert landscape, shade trees, and sculptural forms to block unsafe crossings.

proposed DAP Health Campus Expansion Vehicular Access Improvement Project. The discussion resulted in a
decision for DAP Health to submit an application for this proposed project.
