Municipal Code Section 8.05.070.C.1.a Criteria for the Designation of Class 1 Historic Resources The site, structure, building or object exhibits exceptional historic significance and meets one or more of the criteria listed below: Criterion i: The resource is associated with events that have made a meaningful contribution to the nation, state or community; Criterion ii: The resource is associated with the lives of persons who made a meaningful contribution to national, state or local history; Criterion iii: The resource reflects or exemplifies a particular period of national, state or local history; Criterion iv: The resource embodies the distinctive characteristics of a type, period or method of construction; Criterion v: The resource presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age, or that possesses high artistic value; Criterion vi: The resource represents a significant and distinguishable entity whose components may lack individual distinction, as used in evaluating applications for designation of historic districts, for parcels on which more than one entity exists; or Criterion vii: The resource has yielded or may be likely to yield information important to national, state or local history or prehistory. Criteria for Historic Designation Municipal Code Section 8.05.070.C.1.b Analysis of Integrity • Location • Design • Setting • Materials • Workmanship • Feeling • Association PLANNING SERVICES DEPARTMENT Criteria for Historic Designation Character Defining Features: •Site design of the property. •“Bermuda” floor plan with a gabled roofline. •Floor-to-ceiling fixed pane and aluminum-framed sliding glass doors with original hardware. •Clerestory windows. •Decorative “Shadowal” concrete block wall and stucco-finished walls. •Low-pitched gabled roof with turn-down flaps over the primary entrance of the home, with another volume with a gently sloping roofline to meet the gabled roof. •Open carport with adjacent storage closet and laundry room. •Enclosed, open-air patio between the carport and residence. PLANNING SERVICES DEPARTMENT Criteria for Historic Designation Non-contributing Elements: •Non-original vinyl-framed windows at the rear of the structure. •Swimming pool and pool decking in the front yard of the home. •Concrete block walls enclosing the front-loaded pool. •Hanging light fixture near the front entrance. •Decorative glazed clay block column with biomorphic cutouts. •Glass-block bump out on the west elevation of the home. •Walls installed between the columns supporting the carport. PLANNING SERVICES DEPARTMENT Conclusion Based on the Historic Resources Report (HRR) and the site visits, staff finds the property at 1633 Via Roberto Miguel meets criterion 3, 4 and 5 and sufficient integrity as listed in Section 8.05.070.C.1.b to be reclassified as a Class 1 (Landmark) site. Recommendation Staff recommends HSPB adopt Resolution #161 and recommend Class 1 (Landmark) designation of “The Ratner Residence” (1633 Via Roberto Miguel) to City Council.
