CEQA – INITIAL STUDY/MND
•An Initial Study has been prepared for the proposed project.
•There is potential for the project to impact biological resources (migratory birds) and
cultural/Tribal resources – Potential environmental impacts can be reduced to less than
significant with the implementation of mitigation measures.
•Adoption of a Mitigated Negative Declaration (MND) is recommended by staff .
•Environmental consultant (Terra Nova Planning & Research) is available for questions.

FINDINGS
•The proposed cannabis cultivation and manufacturing uses may be permitted subject to a
Conditional Use Permit (CUP) application as prescribed in PSZC Sections 92.17.1.01(D)(14) &
(15).
•The proposed project is consistent with the intent of the General Plan.
•The site is appropriate for the proposed uses – CO Zone is intended to support cannabis-related
businesses.
•Site is surrounded by other industrial/commercial uses - Approval of the project will not alter the
industrial/commercial character of the site’s vicinity.
•Recommended conditions of approval are appropriate for the approval of the proposed use and
are necessary to protect the general welfare of the public.

RECOMMENDATION
•Planning Commission adopt the Mitigated Negative Declaration (MND) as an adequate
environmental document and associated impacts and approve the project subject to the
conditions of approval.
