Details City’s approach for emergency response and recovery. Reduces GHG Emissions citywide. Environmental Review •The City prepared an Environmental Impact Report (EIR) for the comprehensive update to the General Plan in 2007 •The changes in land use from the 2007 General Plan compared to the proposed 2040 Update do not change substantially •The proposed 2040 Update would not result in any new significant environmental impacts or a substantial increase in the severity of a previously identified significant impact •An Addendum to the 2007 General Plan EIR was prepared to document this conclusion •No further environmental review is required Planning Commission Recommendation 1.Open the public hearing and receive public testimony, 2.Adopt the draft resolution entitled, “A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL (1) APPROVE AN ADDENDUM TO THE PREVIOUSLY CERTIFIED ENVIRONMENTAL IMPACT REPORT TO THE 2007 GENERAL PLAN FOR AN AMENDMENT TO THE LAND USE, CIRCULATION AND SAFETY ELEMENTS AND (2) ADOPT THE 2040 GENERAL PLAN WITH AMENDMENTS TO THE ADMINISTRATION SECTION, LAND USE ELEMENT, CIRCULATION ELEMENT AND SAFETY ELEMENT.”
