ROLL CALL: Committee Members Present: McCoy, Poehlein, Walsh, O’Donnell, Thomas (arrived at 5:33 pm), Thompson (Alternate) Members Excused: Doczi Staff Present: Christopher Hadwin, Director of Planning, Ken Lyon, RA, Principal Planner, Edward Robertson, Principal Planner, Irene Cruz, Administrative Assistant REPORT OF THE POSTING OF AGENDA: This agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 9:00 pm, Wednesday, June 12, 2024, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Poehlein, seconded by Walsh to accept the Agenda. AYES: WALSH, MCCOY, POEHLEIN, O’DONNELL, THOMAS, THOMPSON PUBLIC COMMENTS : None. CONSENT CALENDAR : 1. CONSENT CALENDAR 1A. APPROVAL OF MINUTES: MAY 20, 2024 Motion by Thomas, seconded by O’Donnell, to accept the Minutes of May 20, 2024. Architectural Review Committee Minutes June 18, 2024 Page 2 of 3 Page 2 of 3 AYES: MCCOY, POEHLEIN, O’DONNELL, THOMAS, THOMPSON ABSTAIN: WALSH 2. UNFINSHED BUSINESS: A. A REQUEST BY SELENE PALM SPRINGS, LLC, SEEKING ARCHITECTURAL APPROVAL FOR THE FINAL DEVELOPMENT PLANS FOR THE NORTH AND SOUTH VILLAS RESIDENCES WITHIN THE DREAM HOTEL COMPLEX LOCATED AT THE NORTHWEST CORNER OF AVENIDA CABALLEROS AND AMADO ROAD; ZONE PDD 333, SECTION 14 (CASE 5.1132-PD 333 / TTM 35236) (ER). RECOMMENDATION: Adopt the resolution determining the previously adopted MND is the controlling CEQA documentation and approve, subject to conditions. Edward Robertson, Principal Planner, summarized the staff report. Lauri Kibby, applicant, answered questions of the Committee. The applicant’s design team was not available for this meeting. Motion by Thomas, seconded by Poehlein, to support staff recommendations, with amendments: 1. That the applicant further study the materials proposed for the perimeter walls. The ARC preferred the use of board-formed concrete in combination with vertical metal, subject to confirmation by the Planning Services Department that it is compliant with City Council approvals. AYES: MCCOY, POEHLEIN, THOMAS, THOMPSON NOES: WALSH, O’DONNELL 3. NEW BUSINESS: None. COMMITTEE MEMBER COMMENTS: Member Walsh noted his preference for hard copies to review the agenda packet. Director Hadwin noted that moving forward, members will receive an iPad so they view the materials digitally. For the next ARC meeting, members who have not received their iPad will get paper copies of the agenda packet. Request that staff have petitioners include “original” and “revised” comparisons in the materials presented to the committee when revisions are being proposed. The committee expressed their concern that the design team did not participate in this meeting. DIRECTOR’S REPORT: Director Hadwin noted that there currently is nothing pending on the agenda for the July 1, 2024 ARC meeting and the meeting may be cancelled. An update on the recruitment of new committee members to fill upcoming vacancies was Architectural Review Committee Minutes June 18, 2024 Page 3 of 3 Page 3 of 3 provided. Members were thanked for their time and service on this committee. Director Hadwin noted that committee meetings are not held in August.
