CALL TO ORDER: The meeting was called to order at 3:03 p.m. by Chair Chris Sahlin.

Planning Commission Members Present: Commissioner Cohen
APPROVAL OF MINUTES: Approval of Minutes for meeting of May 11, 2009
ACTION: M/S/C (King/ Sahlin) 5-0-1 for the approval of the Minutes for meeting of May 11, 2009.
REVISIONS TO AGENDA: NONE
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the
Architectural Advisory Committee.
Chair Sahlin opened Public Comments:
Reuel Young, spoke on behalf of his client Sherman Las Vegas Roadhousing Inc., Case # 5.1037
located at Radio Road and Rosa Parks Road. Mr. Young gave a brief history of the property and
mentioned that there is an existing Planned Development District, PD309 that included 73 residential
units; however market forces have forced the owner to revise the plan. The new proposal which will
be reviewed by the AAC and Planning Commission will re -brand the development as a multi -tenant
project. Mr. Young look forward to presenting this project to the AAC in the very near future.
Chair Sahlin closed public comments.

Darrell Veltz, from Sign -A -Rama, on behalf of Dink's Restaurant, to install a 37.3 sq. ft. monument
sign at 2080 North Palm Canyon Dr., Zone C-1, Section 3. (ST)

Staff presentation was made by Assistant Planner, Scott Taschner who described the overall location
and design of the proposed monument sign. At a previous AAC meeting the applicant was not
present and the exact location for the monument sign was in question relative to right-of-way
easements and set -backs. The AAC voted to re -study the project.
Darrell Vertz of Sign -A -Rama, and Darrell Kelly restaurant owner briefly described the design of the
sign. Mr. Vertz explained that at nighttime the sign will appear to have a black face with white letters.
AAC members offered the following comments and recommendations:
4.a Place the sign under one of the low valleys of the roof line.
ACTION: M/S/C (O'Donnell/ Hudson) 5-0-1 to recommend approval, subject to comments and
recommendations noted above.
AGENDA ITEM #5: Case 3.1176 MAA
Canyon Sands Homeowners Association, to remove existing landscaping and install drought -tolerant
landscaping at the entrance to the development at 4300 East Palm Canyon Drive, Zone RGA(8),
Section 30. (ST)
Staff presentation was made by Assistant Planner, Scott Taschner who described the proposed
landscape design scheme which is to remove existing landscaping and replace it with water efficient
plants.
A representative from the Canyon Sands HOA was present and briefly described the purpose for the
new landscape plan. He said that the HOA is looking to remove turf and plant more water efficient
landscaping. This plan was also prompted by the removal of the complexes annual flower bed, the
cost of the new desert plants will be re -paid within 3 years.
AAC members offered the following comments and recommendations:
5.a Move bougainvillea plants from in front of the monument sign due to growth patterns.
5.b Consider the placement of plants when looking at mature sizes.
5.c Use a variation of decomposed granite (DG) and other sized stone.
5.d Use larger boulders interspersed with DG.
5.e Install bubbler irrigation heads instead of spray in challenging areas.
ACTION: M/S/C (O'Donnell/ Parker) 5-0-1 to recommend approval, subject to comments and
recommendations noted above.
AGENDA Item #6: Case 5.0902 CUP-C & 6,616 VAR
Royal Street Communications CA, LLC, to construct a 60-foot high wireless communication antenna
designed as an artificial palm tree„ install associated equipment, and plant additional landscaping at
1776 North Palm Canyon Drive, Zone C-11 R-3, Section 03. (DN)
Staff presentation was mad by Associate Planner, David A. Newell, who described the overall location
and design of the proposed wireless communication antenna. He stated that the site has two existing
monopalms and that the applicant is proposing a similar installation with additional palm trees
provided.

AAC members offered the following comments and recommendations:
6.a Live and artificial palm trees should be the same species type.
6.b. Trees should range between20 to 40 feet in height.
6.c If Mexican Fan Palm is used, tree barks should be skinned.
6.d If Date Palm is used, tree barks should be diamond cut.
6.e Plant 15- gallon Pyracantha 12-feet on center adjacent to exterior of new wrought iron
fence.
ACTION: M/S/C (Parker/King) 3-2-1 (O'Donnell & Hudson against; Ortega absent) to
recommend approval, subject to comments and recommendations noted above.
CHAIRMAN / COMMITTEE / STAFF COMMENTS:
Member Parker stated that the City Hall parking lot repavement project is moving forward and a
revised plan has been received by the City. Mr. Parker requests a courtesy review by the AAC.
Member Hudson reminded the AAC that not all City projects are subject to AAC review.
Chair Sahlin stated that AAC could request to review the parking lot plans.
