MINUTES OF FEBRUARY 23, 2009

CALL TO ORDER: The meeting was called to order at 3:04 p.m. by Chair Chris Sahlin.

Planning Commission Members Present: Commissioner Hochanadel
APPROVAL OF CORRECTED MINUTES: Approval of Corrected Minutes for meeting of January 26,
2009.
ACTION: M/S/C (Sahlin/O'Donnell) 6-0 for the approval of the corrected minutes from the January
26, 2009 meeting.
APPROVAL OF MINUTES: Approval of Minutes for meeting of February 9, 2009.
ACTION: M/S/C (Sahlin/O'Donnell) 6-0 for the approval of the minutes from the February 9, 2009
meeting.
REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the
Architectural Advisory Committee.
Chair Sahlin opened Public Comments:
Seeing no members of the public wishing to make comments - Chair Sahlin closed public comments.
Agenda Item #4: Case # 3.1758 MCB Properties to replace existing front facade canopy and re-
paint building at 382-398 North Palm Canyon Drive, Zone CBD, APN 513-081-022 Section 15. (GM)
Staff presentation was made by Glenn Mlaker, Assistant Planner. It was the consensus of the AAC
that the proposed canopy color scheme would be acceptable as well as the building paint color.
Discussion ensued in relation to replacing the canopy signage. The applicant suggested that he
intends to provide a new sign band on the canopy to easily change out signs as tenants lease
spaces. Temporary signs will be used until such time that a sign package is approved by the
Planning Commission.

AAC members offered the following comments and recommendations:
1.a Applicant submit a sign program for review by the AAC and approved by the
Planning Commission.
1.b Temporary signage can be approved by staff on an interim bases.
ACTION: M/S/C (O'Donnell/Hudson) 6-0 to recommend approval of the new canopy and re -paint
of building as presented, applicant to submit a formal sign program.
Agenda Item #5: Case # SI 09-013, Palm Springs Redevelopment Agency for a monument sign at
the Palm Springs Visitors Center (Tramway Gas Station, Class 1 Historic Site - HSPB #33/37) at
2901 North Palm Canyon Drive, Zone C-1, Section 3. (ST)
Staff presentation was made by Scott Taschner, Assistant Planner. He informed the AAC that the
proposed Visitor's Center signage is a restudy item. Staff made reference to the memo from the
Redevelopment Agency addressing the recommendations that were made by the AAC at their
previous meeting, and which addressed each recommendation one -by -one. Staff noted that one of
the recommendations was incorporated into the new drawings, namely the font was changed to the
same font style or type as the nearby Palm Springs Entry Sign. The AAC members then went into
their comments. Some of the comments were that the design was lacking or plain, and that the
design should consider the historical background and character of the nearby Albert Frey building,
which s a Class 1 historic Site. Another comment was that the sign should withstand the rigors of
time. There was also discussion about conducting a study to unify the City's signs, that the current
signage has a scattered approach. Several members also stated the original sign that was designed
several years ago had a much better design and was more in keeping with the historical character
and integrity of the site.
AAC members offered the following comments and recommendations:
5.a Client should address recommendations from previous meeting (only one addressed is that
the font should be changed to the same type as the nearby 'welcome' sign)
5.b Client needs to create a better designed sign — not just a replacement for the temporary sign.
5.c Applicant needs to design a sign that is more in character with the historic character and
design of the main building
5.d Applicant should look at the original sign design / sign from a several years ago (was a much
better designed sign)
ACTION: M/S/C (O'Donnell/Hudson) 6-0 to recommend denial of the project as submitted
Agenda Item #6: Case # SI 09-019, Quiel Brothers Sign Company for installation of a permanent
main sign for the business at 120 South Palm Canyon Drive, Zone CBD, Section 15. (Class 1
Historic Site HSPB #22 — La Plaza) (ST)
Staff presentation was made by Scott Taschner, Assistant Planner. The client stated that only the
lower portion of the cabinet would be illuminated (not the top cabinet). Client stated that the sign
copy will be illuminated. Staff and the AAC members discussed the height of the previous signage,
for the Blue Guitar'. It was stated that the height of that sign was the same, namely 80 inches. There
was also discussion of the mounting and placement of the sign. The discussion moved on to the
current proposal. The result of that discussion is listed below.

AAC members offered the following, comments and recommendations:
6.a Make "Alternate Route" Sign copy stand alone
6.b Make "R" & "A" the same size as the rest of the letter
6.c Design to more closely mimic a Caltrans sign (more literal take on arrow design)
6.d Find another location for "Bar & Nightclub" signage — possibly on wall
6.e Tone down yellow
6.f. Consider blue vinyl lettering with blue neon on top
6.g Remove "Alternative" sign copy - redundant
ACTION: M/S/C (O'Donnell/Hudson) 6-0 to recommend re -study of the project.
