Planning Commission Members Present: Commissioner Conrad and Hudson
APPROVAL OF MINUTES: Approval of Minutes for meeting of July 12, 2010.
ACTION: M/S/C (Sahlin / King, 6-0-1, abstain Parker) To approve the minutes of July 12,
2010.
REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 3.2129 MAA - Del Taco Restaurant
Adam Levy, District Manager for Del Taco for the painting of the top two feet of the existing
barrel tile roof to red at 901 North Palm Canyon Drive, Zone C-1, Section 3. (GM)
Assistant Planner Mlaker stated that several weeks ago Del Taco painted the -roof top red
without Planning Department's review and approval. Code Enforcement official contacted the
establishment regarding the painting which resulted in the MAA application.

Mr. Adam Levy was present and responded to AAC members' questions. He stated that the
painting was conducted several weeks ago and he was not aware that a permit was needed.
According to him, the purpose of the painting was to freshen -up the look of the building. The
restaurant exterior was painted to match prior colors and the painting of the top two feet of
the roof matches an existing painted stripe on the building.
AAC members discussed this case and made a motion to recommend denial of the request.
The restaurant owner was instructed to return the top two feet of the roof to its original color.
ACTION: M/S/C (Parker / Sahlin, 7-0) To recommend denial to the Director of Planning
Services and request that the restaurant return the roof to its original color.
AGENDA ITEM #3: Case 5.1246 CUP & 6.523 VAR — T-Mobile West Corporation
T-Mobile West Corporation for a Conditional Use Permit and Variance application to
construct a forty-seven and one-half foot high wireless communication facility at 2100 East
Racquet Club Road (Church of Religious Science of Palm Springs), Zone R-1-C, Section 01.

Associate Planner David A. Newell presented the project to the AAC. He stated that the
proposed monopole will be located at the center of the site and the structure is proposed to
be a height of forty-seven and one-half feet. Planner Newell noted the materials and exhibits
on the board.
Member Parker requested staff to clarify the proposed structure's height and the permitted
height in the subject property's zone. Planner Newell stated the structure is proposed to be
forty-seven and one-half feet in height, and the zone permits a monopole height of twenty-
five feet above the highest principal building. He noted the existing building is fourteen feet
in height which permits a monopole structure of thirty-nine feet.
Member Escalante asked staff to clarify the material of the proposed monopole structure.
Staff deferred this question to the applicant.
Mr. James Rogers, representing the applicant, provided additional information on the
proposed project. He stated that the structure is pre -manufactured in Sweden and made in
only one size — forty-seven and one-half feet in height. He also explained that the majority of
the monopole is concrete and the top portion is fiberglass to allow radio -frequency
transparency.
Member King asked the applicant if there will be any lighting of the monopole structure at
night. The applicant stated there was none planned at this time.
Member Escalante felt the structure should an unpainted, natural concrete color and have a
low level of illumination at night.

Member O'Donnell was not in favor of proposed design and would prefer a slim -line
monopole at this location.
Member Sahlin agreed with member Escalante and requested the monopole be a natural
concrete color. He was in favor of this design.
Member King stated his concern of the structure's height and questioned whether there were
other designs.
Member Parker believed the scale of the structure is too large and noted his preference for a
slim -line monopole instead of this proposal.
Vice Chair Kleindienst applauded a new monopole design. Mr. Kleindienst requested that
the applicant move the monopole structure to the planter area closer to the building, because
the current planter in the parking lot is not large enough.
Chair Ortega appreciated seeing something different. Mr. Ortega noted his preference that
the monopole be a natural concrete color.
ACTION: M/S/C (Escalante / Kleindienst, 4-3; opposed King, O'Donnell and Parker) To
recommend approval, subject to the following:
3.a Relocate monopole structure on site as follows:
• Preference 1: Expand the planter in the center of parking lot by removing two
adjacent nose -to -nose parking spaces, and install monopole structure in middle
of planter; or
• Preference 2: Install monopole structure in planter area adjacent to the existing
building;
3.b Monopole concrete should not be painted;
3.c Structure should use natural concrete color, preferably white;
3.d Match fiberglass element at top of structure to concrete color; and
3.e Use low-level lighting to illuminate structure at night.
AGENDA ITEM #4: Case SP-10-005 — Prescott Place Sign Program
Best Signs, Inc. for a sign program for recently constructed mixed -use project located at 901
North Palm Canyon Drive, Zone C-1, Section 10. (DN)
Associate Planner David A. Newell provided information on the proposed sign program. The
applicant, Jesse Cross from Best Signs, Inc. provided additional information and answered
questions.
Member Escalante believed the proposed complex identification sign is not located property
and will not be user friendly.

Member Parker stated the monument sign should be a double -sided sign that is vertical
instead of horizontal.
Member Parker left the meeting at 4:12 pm.
Vice Chair Kleindienst liked the sign program but believed the monument sign should be
lowered two feet. Mr. Kleindienst was not in favor of main tenant signs that face the interior
corridor area.
Member Escalante agreed with Mr. Kleindienst. Ms. Escalante requested the applicant to try
a double -sided vertical sign for the complex identification sign.
Member King thought the applicant did a great job on the sign program. Mr. King believed
the complex identification sign should be a free-standing object in the raised planter area and
not be attached to the building columns.
Member Sahlin agreed with Mr. King. Mr. Sahlin prefers to see the complex identification
sign parallel with North Palm Canyon Drive.
Member O'Donnell requested the complex identification sign be located in raised planter and
perpendicular with North Palm Canyon Drive.
ACTION: M/S/C (O'Donnell / Kleindienst, 6-0-1; absent Parker) To recommend approval,
subject to the following:
4.a Remove two main tenant signs that face interior corridor area from sign program;
and
4.b AAC to re -study complex identification sign.
CHAIRMAN / COMMITTEE / STAFF COMMENTS:
Member King commented on the physical state of landscaping present at existing cell tower
sites and enforcement of landscape maintenance. Mr. King also stated that a variance
request for cell tower height should include some kind of off -setting public benefit to the
surrounding neighborhood.
Vice -Chair Kleindienst stated that a variance is not used to extract an impact fee, rather a
variance request should be granted for the greater good of the City.
Alternate Member Escalante reminded the AAC that the City should be demanding quality
landscaping and lighting plans.
Planning Commissioner Hudson stated that the Planning Commission recently held a study

session on cell towers. Co -location is a widely supported idea of the Planning Commission.
