Planning Commission Members Present: No Member was present
Chair Ortega was not present at this meeting. Vice Chair Kleindienst assumed the
chairmanship.
APPROVAL OF MINUTES: Approval of Minutes for meeting of May 24, 2010,
ACTION: M/S/C (King / Sahlin, 5-0-3, absent O'Donnell, Parker, Ortega) To approve the
minutes of May 24, 2010.
REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 3.0943 MAA Torme's Jazz Restaurant
Torme's Jazz Restaurant to change the front fagade, removal of second story glass
panels, additions of decorative wrought iron and repaint of the building at 3600 North Palm
Canyon Drive, Zone CBD. (GM)

Assistant Planner Mlaker gave a brief description of the project stating that the applicant
would like to remove the second story glass panels, add decorative wrought iron railings,
and repaint the building. Mr. Mlaker mentioned that this building was reviewed by the AAC
a year ago and received approval for the building repaint and a new awning. The former
owners completed the requested work.
Ed Wald the new property owner gave a presentation. He stated that the building fagade
needs to be updated to match the intended style of the restaurant. He would like the style
of the building to be a New Orleans theme and the proposed wrought iron railings will
convene that message. He stated that the existing glass panels on the second floor are
not safe and could come loose and fall on outdoor dinning customers. The stated of the
exterior is a result of deferred maintenance.
Member McGrew stated that the proposed style mimics New Orleans Dixie. Mr. McGrew
asked staff if there was a building permit search conducted that would show the age of the
building and provide a hint to the original architect or style. He requested that the
applicant submit a complete set of building elevations.
Member King stated that the existing building has a contemporary style and he would be
opposed to the applicant's proposal.
Member Sahlin stated that a study should be conducted to determine the original building
elevation. Mr. Sahlin does not think that the existing second story fagade is original.
Complete architectural drawings will need to be submitted.
Alternate Member Escalante stated that the proposal for the first floor fagade can be
supported being that it is of traditional retail style. The second story fagade change cannot
be supported. An architect should be consulted to design proper building elevations.
Vice Chair Kleindienst stated that the AAC does not dictate the style of a building, it is up
to the applicant to propose'a project. According to the Vice Chair, Palm Springs is an
eclectic town in terms of architectural styles. The applicant will need to submit complete
revised drawings.
ARC members offered the following comments and recommendations:
2.a Applicant to submit complete architectural drawings to include sections, material
board, and drawings of the second story.
2.b A building permit search to be conducted to determine the date of the original
construction and the possible architect.
ACTION: M/S/C (McGrew / King, 5-0-3, absent O'Donnell, Parker, Ortega) To re -study
based upon AAC comments.

AGENDA ITEM #3: Case MAA — Desert Aids Project — Vista Sunrise Apartments
Realgood Solar representing Desert Aids Project for new construction of eight (3) carports
with solar panels at the Vista Sunrise Apartments, 1313 East Vista Chino Road, Zone R-2,
Section 11. (GM)
Assistant Planner Mlaker stated that this project was reviewed by the AAC at the meeting
of May 24, 2010 and the following recommendations were made:
• Conduit on carports to be screened.
Submit elevations or examples of solar converter boxes attached to apartment
building exterior wall.
• Provide an adequate screening plan of building inverters.
The applicant re -submitted plans with metal screening around the conduit on the carports
and the inverter boxes screened with a metal mesh system.
Chris Paras, representing Realgood Solar, was present and stated that the conduit will be
recessed into the I -Beams to minimize visual clutter and painted to match. Realgood
Solar will use the metal mesh screening for the building inverter boxes.
Alternate Member Escalante would like assurance that the conduit will be uniform so that
they appear systematic. Place the conduit at the less visible place on the carport.
Member Sahlin asked if the cut-off switch on the carports could be placed below 4 feet so
that a parked car would provide visual relief.
Member King commented on the lighting of the carports. The glow from the lights should
not be increased from existing conditions. The inverter box screening must be painted to
match the buildings.
Member McGrew had no comment.
Vice Chair Kleindienst asked if the inverter boxes would be mounted next to or in the
general area of existing mechanical equipment. Can you combine conduit: so that there is
only one line coming up from the ground instead of multiple pipes.
The AAC recommended approval with the following conditions:
3.a All exposed conduit on the carports to be recessed within the I -Beam painted to
match.
3.b Lighting fixtures under carports to have shields that direct light down.
3.c All inverter boxes to be screened with metal mesh and painted to match the
building.

recommend approval with conditions.
