Planning Commission Member Present: No Commissioner was present
APPROVAL OF MINUTES: Approval of Minutes for meeting of September 26, 2011.
ACTION: M/S/C (Fauber / Jensen, 7-0) To approve the minutes of September 26, 2011.
REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 5.1237 PDD 357 GPA — Legacy Palm Springs
A redesign by Tappan Enterprises, LLC for Legacy Palm Springs, of a 91-unit assisted living
facility with retail uses and subterranean parking at 1000 North Palm Canyon Drive, (A Class
2 historic site) Zone C-1 / R-3, Section 10.
Fauber asked questions on the high-rise ordinance, setbacks and the loading and trash area.
Harlan asked questions about the setbacks for the zone, the obscure glass on the second
floor balcony, and had concerns regarding the linearity of the west facade.
Ortega asked questions about the privacy screen and made suggestions on the giant
bamboo species (recommending clumping species, not running species).
Purnel asked about the privacy screen and the planting design concept.

Kleindienst asked about the privacy screen, the garden wall below it, the x bracing on it. He
expressed concern about sag on the horizontal members on the privacy screen, the
thickness of the railing members and roof slabs, and location of control joints in the stucco.
ACTION: M/S/C (Fauber/Kleindienst, 6-0) To recommend approval to the Planning
Commission, with the condition that the lateral structure on the privacy screen be on the
project side of the screen and consider a softer color in lieu of the color called 'Pudding".
AGENDA ITEM #3: Case 3.0148 MAA — Commercial Building Repaint
Repaint of a commercial building to "Yam" color with placement of accent stone tiles 44" from
base, located at 1504-1512 South Palm Canyon Drive, Zone C-1, Section 23.
Assistant Planner Mlaker presented the plan and described the building repaint proposal to
"Yam" color and included the placement of stone tiles on the walls 44" high.
Member Thompson stated that the proposed tile is currently on the building and the material
is not consistent with other building elements.
Member Purnel agrees that the tile is not consistent and stated that the proposed color
should compliment the building.
Member Jensen suggested that the applicant use the existing brick as a guide in choosing
building materials, and painting should occur on all sides of the building. In addition the
"Yam" color should be reconsidered and there is a lack of a comprehensive sign program for
the building.
Chair Kleindienst moved approval as submitted. Motion did not receive a second; motion
fails.
ACTION: M/S/C (Harlan / Jensen, 6-0-1, Kleindienst against) For re -study with the
following comments:
1. Remove tile recently installed from walls
2. Select new paint color
3. Paint all three sides of the building
4. Remove all exposed wires and conduit
5. Building owner to submit a sign program application
AGENDA ITEM #4: Case 3.2954 MAA — Saguaro Hotel Repaint
02 architecture representing the Saguaro Hotel (formerly Holiday Inn) for a building repaint
to multiple colors located at 1800 East Palm Canyon Drive, Zone R-3, Section 24.
Assistant Planner Mlaker described the proposed paint scheme and stated that a sign
proposal will be forthcoming to the AAC for review.

Lance O'Donnell, architect, representing the property management company was present
and described the proposal. He gave a history of the property ownership describing the hotel
as a market specific boutique hotel product. The building currently has 250 rooms with 300
parking spaces and contains a restaurant. Mr. O'Donnell described the use of fourteen (14)
colors on the building exterior, the repositioning of the metal palm screens and the painting of
the walls on the pool interior courtyard.
Vice Chair Harlan asked for clarification on the areas that would be painted white and the
specific color of white. He stated that the metal palm screens do not add to the building and
the applicant should consider removing them.
Chair Kleindienst said that the use of bright colors may fade in the sun over time.
Lance O'Donnell stated that the proposed base white color is called decorator white and said
that all colors will be flat. The use of bright colors on the vertical elements of the building will
provide movement as you drive down the street. He said that the use of color will be unique
to the City and is not copying another hotel property.
Member Ortega asked the applicant for the designer's philosophy behind the use of fourteen
colors.
Member Jensen asked for clarification on the use of paint on the metal palm screens and if
they will be moved.
Member Purnel asked if the other hotels managed by the applicant contain the same exterior
color palate. Is this paint scheme a reoccurring theme throughout the hotel's other
properties.
Member Fauber stated that he likes in concept the proposal; however he is not supportive of
painting the metal canopy.
Member Thompson asked if the stone elements that anchor the front canopy will be painted.
In addition the painting of the horizontal walls at the base of the hotel should be to a white
color.
AAC members offered the following comments and recommendations:
4.a Number of colors to be reduced
4.b Color brightness to be reduced
4.c Front entry canopy not to be painted
4.d Horizontal block walls to be painted white
4.e Canopy stone anchors not to be painted
ACTION: M/S/C (Kleindienst / Ortega, 7-0) To recommend restudy with the above
recommendations.

CHAIRMAN / COMMITTEE / STAFF COMMENTS:
Principal Planner Robertson informed the AAC that member Fredricks will be absent for
several meetings.
Member Ortega noted that the banners, flags, and signs at the Albertson's grocery store do
not meet the City Sign Code.
Member Fauber asked if any new signs had been approved at the two apartment buildings
recently reviewed by the AAC along Tahquitz Canyon Way.
Chair Kleindienst asked if the misting system at the Del Taco located at the corner of Sunrise
Way and Tahquitz Canyon Way received Planning Department approval.
ADJOURNMENT:
There being no further comments, the AAC meeting adjourned at 5:00 p.m.
