ACTION: M/S/C (Kleindienst / Jensen, 4-0) To approve the minutes of June 20, 2011 with corrections to agenda items No. 2, 7 and 10. REVISIONS TO AGENDA: None PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the Architectural Advisory Committee. There were no public comments. AGENDA ITEM #2: Case 3.2868 — Hybrid Wind Power Machines Request by Desert Power Inc. to install four (4) hybrid wind turbines on an eight (8) foot tall pole in the rear yard of a single-family residence fronting a major thoroughfare at 2068 Norloti Street, Zone R-1-C, Section 6. (GM) Assistant Planner Mlaker stated that the applicant proposes to place four wind / solar hybrid turbines mounted on an eight foot tall pole in the rear yard of a single family residence. This application is the first of its kind in the City. The machines will be placed on a pole 23 feet Architectural Advisory Committee Meeting Minutes of July 11, 2011 from the rear property and 23 feet from the side properly lines. The pole will be 8 feet tall with 4 wind turbines mounted on a movable square metal frame with a maximum height from ground level to the top of the blades of 13".5" feet. The proposed height of the pole meets the Zoning Ordinance standard. The applicant was not present to present the plan nor answer questions from the AAC. Chair Kleindienst stated that every homeowner should be entitled to quiet enjoyment of their property and questioned if noise generated from the wind turbines would be intrusive. He was also concerned with personal safety should any portion of a spinning turbine fail. A decibel rating should be submitted for consideration. Vice Chair Harlan asked Staff to clarify the Zoning Ordinance and the difference between the proposed pole used to mount the turbines versus a flag pole. Would lowering the pole result in a more quite and safer proposal. Could the applicant present a sample of the turbine for viewing at a meeting. Planning Commission Hudson stated that the Planning Commission should be included in any review of hybrid wind / solar machines. He stated that the spinning metal shine could be a visual intrusion into neighborhoods. Member Jensen stated that there a many variables associated with this review. AAC members expressed the following comments and concerns: 2a. Planning Commission to review proposal and issue guidelines for placement of wind turbines in residential neighborhoods. 2b. Noise generated by wind turbine. 2.c Concerns about failure of machine. 2d. Set -back standard for wind turbines in residential communities. 2e. Screening of mechanical equipment relative to requirement of Zoning Ordinance. 2.b Applicant to be present at next scheduled meeting, ACTION: M/S/C (Kleindienst / Fauber, 4-0-2, absent Purnel, Fredericks) To continue case. AGENDA ITEM #3: Case 3.463 MAA — Zin American Bistro Request by Zin American Bistro for front building facade changes to include the relocation of exterior walls to provide for outdoor seating including new doors and patio railings located at 198 South Palm Canyon Drive, Zone CBD, Section 15. (GM) Assistant Planner Mlaker presented the proposal and described the parking calculation relative to the addition of outdoor seats. He also stated that an encroachment license will be required from the Engineering Department for placement of seats on the public right-of-way. David Christian project architect representing the Zin American Bistro stated that the encroachment beyond the property line will require a license from the City. He said that the Architectural Advisory Committee Meeting Minutes of July 11, 2011 ceiling and floors of the restaurant will be consistent with existing materials. The new doors will be constructed of wood and glass and be painted green which relates to other furnishings within the restaurant. Member Fauber asked for a description of the wrought iron railing and if there would be a tray for plantings. Concerned about the finish of the ceiling and floors. Vice Chair Harlan believes that the spacing between the new railing and the existing tree well will be too narrow. Concerned about the impact on the Walk of Stars. Member Jensen supports the concept of providing outdoor seating. Chair Kleindienst supports outdoor seating, however he believes that the plan as presented will constrict pedestrian flow and recommends a clear path of no less than six feet between the railing and existing planter bed. ACTION: M/S/C (Jensen / Kleindienst, 4-0-2, absent Purnel, Fredericks) To recommend approval of plan as presented. AGENDA ITEM #4: Case SI-063 — Villa Del Sol Apartments Sign James Brown for the replacement of a main identification monument sign for the Villa Del Sol Apartments located at 1700 South Araby Drive, Zone R-3, Section 25. (DN) Associate Planner Newell presented the proposed sign replacement to the Committee. The proposed sign will be 48 square feet in size and the existing ground -mounted bullets lights will be used to illuminate the sign at night. Committee members discussed sign materials relative to building architecture. ACTION: M/S/C (Fauber / Jensen 4-0-2, absent Purnel, Fredricks) To recommend approval, as submitted. AGENDA ITEM #5: Case 5.0666 / PD 231 Amend — Lennar Homes Randy Schroeder of Lennar Homes for revisions to approved landscape plans for three common areas within the Escena residential subdivision located at 1000 North Gene Autry Trail, Zone PD-231, Section 7 & 18. (DN) ACTION: M/S/C (Kleindienst / Fauber 4-0-2, absent Purnel, Fredricks) To recommend approval, as submitted. CHAIRMAN / COMMITTEE / STAFF COMMENTS: Vice Chair Harlan and Member Jensen reported to the AAC that the sub -committee established to review block color and style for Case 3.3467 — 253 Oasis Road for the construction of an industrial building does not meet the direction of the AAC. The AAC stated that split face block with integrated color should be used. The block as presented 3 e Architectural Advisory Committee Meeting Minutes of July 11, 2011 does not meet this requirement. The AAC discussed the possibility of conducting a study session to review sections of the Zoning Code with the most relevance. It was determined that a work session would be scheduled once the seventh AAC member is appointed. The AAC suggested that staff should state the next approval process in the memo to the Committee.
