Planning Commission Members Present: Commissioner Conrad
APPROVAL OF MINUTES: Approval of Minutes for meeting of April 25, 2011.
ACTION: M/S/C (Monney / Jensen, 7-0) To approve the minutes of April 25, 2011.
REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
Thoro wcrc no public comments.
AGENDA ITEM #2: Case 6.1082 Amend / PDD 321 - The Morrison
A minor amendment to a Planned Development District proposing to add accessory units as
a permitted use and to amend the lot coverage and setback development standards for the
construction of accessory dwelling units on lots 3 and 28 located a 444 Avenida Caballeros,
and 1013 Alejo road, Zone PD 321, Section 14. (KL)
The Committee inquired about whether the proposed 468 square foot accessory/guest units
should be permitted and established for all lots. Staff explained that this size accessory unit
does not fit on most of the lots without significant reductions in setbacks.

The Committee discussed enclosures around the A/C units and determined the size and
relatively quiet nature of these "split systems" do not necessitate masonry acoustical
enclosures.
ACTION: M/S/C (Kleindienst/Fauber) 7-0 To recommend approval to the Planning
Commission.
AGENDA ITEM #3: Case 3.1370 MAA — Streetbar Expansion
Tom Scherer, representing the owner of Streetbar, for exterior building changes to include
expanded patio and new entry steps located at 224 East Arenas Road, Zone RA, Section 14.
(GM)
Chair Kleindienst recused himself due to a conflict of interest and left the Chamber.
Vice -Chair Harlan assumed the Chair for this case.
Assistant Planner Mlaker presented the project to include the removal of the front entry steps
for the expansion of an outdoor patio, the relocation of an existing metal railing, a new
planter bed, and new steps leading into the existing laundry mat. He noted pictures of the
site and a proposed landscape plan.
Tom Scherer, representing the Streetbar was present and answered questions from the
AAC.
Member Fauber asked for a clarification on the color of the metal railing; the placement of
any future awning; and could the western end of the patio railing be lowered to be consistent
with the front railing.
Member Jensen asked if the existing globe light fixtures will remain
Vice -Chair Harlan asked for clarification on the propose planter bed dimensions, could the
new bed be consistent with the existing.
Member Purnel stated that the plant material is appropriate.
AAC members offered the following comments and recommendations:
3.a The vinyl lettering on the laundry mat front glass be removed.
3.b The new metal patio railing to match existing in style, size and color.
3.c The western end of patio railing be as low as building code permits.
3.d New planter dimensions to match existing.
ACTION: M/S/C (Fauber / Jensen, 6-0) To recommend approval with four conditions.

AGENDA ITEM #4: Case 3.0018 MAA —1060 W. Cielo Drive — Hillside House
Michael Johnston representing the property owners for a house renovation and the
construction of a 78-square foot kitchen addition and new pool deck resulting in grading of
the front yard at a hillside lot located at 1060 W. Cielo Drive, Zone R-1-A, Section 3. (GM)
Assistant Planner Mlaker presented a brief staff report pointing out the small kitchen addition,
a renovation and reorientation of a pool resulting in grading of the lot.
Michael Johnston, representing the property owner stated that it is the intent that the new
pool will use the existing pad, however grading of a small portion of the lot will occur at the
very eastern end of the existing pool patio. The pool equipment will be relocated to the south
side of the house, and a fire pit will be installed in the area of the old pool equipment. The
owner intends to replant the existing site with native plants once the renovation is complete.
Member Fredericks asked if the AAC comments on grading plans.
Member Purnel asked for clarification on the finished material for the infinity pool edge. He
suggested using brown colored granite to match existing site boulders and rocks.
Member Jensen asked for the location of the pool equipment and if it would be enclosed with
a wall.
Vice -Chair Harlan asked if the new kitchen addition roof would match existing building roof
lines.
Chair Kleindienst stated that a final landscape plan to be submitted for AAC review along
with exhibits representing the pool infinity edge.
Member Fredricks would like for the pool equipment to be concealed.
AAC members offered the following comments and recommendations:
4.a Landscape plan to be submitted for AAC review.
4.b Submit an elevation of the pool equipment screening.
4.c Material board for pool infinity edge be reviewed by AAC.
ACTION: M/S/C (Fauber / Monney, 6-1, opposed / Kleindienst) To recommend approval
with 3 conditions.
AGENDA ITEM #6: Case 3.1120 MAA — Palm Springs Village Apartments
Palm Springs Village Apartments for a repaint of the complex with several colors according to
paint scheme located at 2720 East Tahquitz Canyon Way, Zone R-3, Section 13. (GM)
Assistant Planner Mlaker pointed out the proposed color scheme to include the painting of
the main body — white; balconies and inner courtyard upper walkways — medium gray;
stairwell towers — dark brown; and stairwell landings — brown -orange.

Ranne Schaafsma construction manger for the project stated that the apartment complex
block walls and carport trellis structures will be painted. There has not been a determination
on the colors of the apartment doors.
The members of the AAC asked for clarification on the proposed paint scheme. After much
discussion the AAC determined that additional information is needed.
AAC members offered the following comments and recommendations:
5.a Color scheme should use warmer colors. (Hyatt Hotel good example)
5.b Look for contrasting colors for doors and trim.
5.c Include paint scheme for complex block walls and carport trellis structures.
ACTION: M/S/C (Harlan / Jensen, 7-0) To recommend restudy of project.
AGENDA ITEM #6: Case 3.3474 MAA — The Shops at Palm Springs Marketplace
The Shops at Palm Springs Marketplace, LP, for landscape changes adjacent to the existing
pad building that was formerly occupied by Hollywood Video / Domino's Pizza at the Palm
Springs Marketplace located at 1717 East Vista Chino Road, Zone C-S-C, Section 12. (DN)
Associate Planner Newell presented the proposal. He noted that this item was reviewed by
the AAC on March 7, 2011. The owner is now bringing forward the landscape plan to
enhance the existing conditions.
The applicant, Mr. Jeff Ramsey, provided a brief summary of the project.
Member Fredricks commented that the existing shrubs on the west side of the building
appear to be dead and should be replaced. He felt that the proposed Lantana should be the
same color throughout. The southeasterly corner of the property should be further
enhanced. Texas Ranger should not be over -trimmed.
Purnel agreed that shrubs should be replaced with another plant type on the proposed plant
palette. Member Fredricks suggested Oleander.
ACTION: M/S/C (Fredricks / Purnel, 7-0) To recommend approval, subject to the
following conditions:
1. Lantana shall be same color throughout;
2. Shrubs (Sienna) shall be replaced with alternate plant type;
3. Southeasterly corner of project site shall be enhanced similar to other portions of site.
AGENDA ITEM #7: Case SP 11-001 Re -study — 7-Eleven Sign Program
A proposal by YESCO for a sign program for a multi -tenant commercial building located at
1790 North Sunrise Way, Zone C-1, Section 1. (DN)
Associate Planner Newell provided a brief background of the project and indicated areas of

non-conformance to the Zoning Code.
The applicant, Mr. Robert Mountain, presented changes to the sign program.
Fauber asked for clarification on Bargain City signage.
ACTION: M/S/C (Monney / Fauber, 6-1, Kleindienst opposed) To approve, subject to the
following conditions:
1. Reduce copy to say `Bargain City" only (instead of "99Cent Bargain City");
2. Conduit to match existing on building;
3. Exclude white vinyl signage on glazing;
4. Wall signage shall be LED backlit acrylic face with opaque letters and aluminum
framing;
5. Submit landscape plan within fifteen feet of proposed monument signage.
