Pursuant to G.C. Section 54957.5 the designated office for inspection of public records in connection with the public meeting of the Planning Commission is the Office of the City Clerk, City Hall, located at 3200 East Tahquitz Canyon Way, Palm Springs, California. INTRODUCTIONS Principal Planner Robertson welcomed all new AAC Members and introduced assembled Planning Department Staff. AAC members introduced themselves and gave a brief description of their professional backgrounds. The Planning Commission Chair introduced the two Commissioners present. City Clerk - Jay Thompson, administered the oath of allegiance and gave a brief summary of the Brown Act as it relates to AAC members. He stated that the citizens of Palm Springs have the right to attend, and speak at meetings and review all public documents. Mr. Thompson furthered discussed the following: Description of a meeting. Architectural Advisory Committee Meeting — Special Meeting Minutes of March 2, 2011 • What constitutes an opinion or decision. • Conflict of interest and parameters for recusal. • Discussions via email. • AAC member site visits. Principal Planner Robertson gave a thorough and precise introduction describing the charge of the AAC. He explained that Planning Department staff evaluates projects and the AAC recommends to either the Planning Director, or Planning Commission. All AAC evaluations must be based upon Section 94.04.00 of the City Zoning Ordinance. Planning Commission Chair Caffery welcomed the new AAC members and mentioned the Planning Commission's expectations of the AAC. He stated that the AAC discussions should be helpful to the applicant, be professional, and tactful. Different points of view are good. The public is the customer and the AAC facilitates projects. Planning Commissioner Hudson stated that it is very important for AAC comments to include a clear and concise set of recommendations. When recommending a re -study, the AAC must provide guidance to the applicant that will better the project. Planning Commissioner Munger would like the AAC to be a body that helps applicants design the best possible projects. New members of the AAC had various questions concerning procedures, posting of agendas and accompanying staff reports. Alternate Member Ortega, reminded the new AAC members to review upcoming agendas as early as possible and alert Planning Department Staff of any possible conflict of interest or a members inability to attend a meeting. This will help in contacting AAC alternates to achieve a quorum. ADJOURNMENT: There being no further comments, the AAC special meeting adjourned at 3:30 p.m. a i . • •' _•.- Principal Planner FA
