Planning Commission Members Present: Commissioner Chair Caffery
APPROVAL OF MINUTES: Approval of Minutes for meeting of January 10, 2011.
ACTION: M/S/C (Kleindienst / O'Donnell, 6-0) To approve the minutes of January 10, 2011
with three corrections as noted.
REVISIONS TO AGENDA: The AAC voted 6-0 to move item #7 to the beginning of the
agenda.
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM#7: Case5.1082 AMND-PD 321- - --
Nexus Development submitting exterior perimeter wall design for AAC review pursuant
Condition of Approval #20 on their PDD Amendment for a 53 unit residential development at
the southeast corner of Avenida Caballeros and Alejo Road, Section 14 (IL) Specific Plan
MD/HD. (KL)
Staff member Lyon presented the project. AAC member O'Donnell asked about the center
to center width of the corrugated panel, indicating the 1.5 inch dimension was ideal. Rob
Eres, representing Nexus confirmed the 1.5 inch dimension was correct and what would be
proposed.

ACTION: M/S/C (Sahlin/Parker, 6-0) To recommend approval to the Planning
Commission.
AGENDA ITEM #2: Case 3.3468 MAA - Commercial Building
Scott Timberlake for the repaint of a commercial building located at 191 South Palm Canyon
Drive, Zone CBD. (GM)
Assistant Planner Mlaker directed the AAC's attention to the proposed paint scheme for the
commercial building. Specific paint colors and their locations were depicted on site
photographs with accompanying paint samples.
Scott Timberlake, agent for the building was present to answer any questions.
ACTION: M/S/C (McGrew / O'Donnell, 6-0) To recommend approval.
AGENDA ITEM #3: Case 3.1411 MAA — Daniels Tire Service
Daniel's Tire Service for the repaint of commercial building two colors at 296 South Palm
Canyon Drive, Zone LSC, Section 14. (GM)
Assistant Planner Mlaker gave a brief presentation of the propose paint scheme. The front
fascia above the main entrance and above the service bay doors will be painted "Renoir
Bisque" which is a light tan color. The north building wall facing the adjacent vacant lot and
rear of building will be painted "Caramel Swirl" a darker brown color. The existing brown
brick and aluminum window frames will remain.
ACTION: M/S/C (O'Donnell / Parker, 6-0) To recommend approval with three conditions:
1. The paint texture to be flat.
2. Applicant to maintain extra gallons of paint for graffiti removal.
3. Sign permit to be issued by the Planning Department.
AGENDA ITEM #4: Case 8.253 SI VAR — Zelda's Nightclub
Zelda's Nightclub requesting a second main sign on the east elevation of the existing building
at the Sun Center located at 611 South Palm Canyon Drive, Zone PD-77, Section 22. (DN)
Associate Planner Newell presented the proposed sign variance request. Mr. Mike
McCormick, owner of Zelda's Nightclub, provided background on the business and need for
the additional sign.
Member Ortega asked staff to clarify the use of neon signage in the City of Palm Springs.
Planner Newell stated that neon is permitted as a main sign and noted that there are specific
requirements in the Zoning Code with regards to installation and light intensity.
Member McGrew indicated that he was pleased with the upgrade but opposed to this sign
variance. He recommended the landlord submit a sign program.

Member Sahlin felt there wasn't a need for a directional arrow or the word "NIGHTCLUB"
adjacent to the "ZELDAS" sign.
Member Ortega was in agreement with member McGrew. Mr. Ortega expressed concern
that this may set a precedent for future signage on the building if this variance was approved.
He was not in favor of the sign variance.
Chair Kleindienst was not in opposition to the proposed design of the sign but was not in
favor of recommending approval of sign without a comprehensive sign program.
ACTION: M/S/C (Parker / McGrew 6-0) To recommend denial as submitted.
AGENDA ITEM #5: Case 3.1098 MAA HSPB #22 — Bill's Pizza
Bill's Pizza for the installation of eight outdoor heaters attached below the overhang of the
patio area at the existing restaurant located at 119 South Indian Canyon Drive, Zone CBD,
Section 15. (DN)
Associate Planner Newell provided a staff report on the proposed heaters. Mr. Steven
Helland of Bill's Pizza gave a presentation of the proposed heaters and stated the reasons
for the request.
Member Parker noted that the proposed heaters may be excessive and that the desired
heating area should be served by smaller heating units.
Chair Kleindienst felt that the proposed mechanical devices were not aesthetically
acceptable.
Member McGrew recommended the applicant recess the heaters.
ACTION: M/S/C (Parker / O'Donnell, 6-0) To restudy the project with the direction to use
recessed heaters and conceal all tubing and conduit.
AGENDA Item #6: Case ENG 87-49 Belardo Road Bridge Design
The Public Works and Engineering Department representing the City of Palm Springs
requesting a review and comment on the proposed Belardo Road Bridge Aesthetic Design.
Assistant City Engineer Marcus Fuller gave a brief project description_ and stated that the
bridge project will extend Belardo Road from Sunny Dunes Road south, across the Tahquitz
Creek to Mesquite Avenue. The project will include construction of a new 2-lane, 40 feet
wide bridge. The bridge will be elevated above the top of the existing Tahquitz Creek levees
to avoid impacting known archeological resources. The new bridge and related
improvements will include aesthetic design elements that will be sensitive to the Agua
Caliente Band of Cahuilla Indians.
The Belardo Bridge design is accented with graphic patterns that specifically refer to the
baskets of the Cahuilla Tribe. Form liners will create the cast patterns on the retaining walls,

and color stains will reiterate the pattern. This project has included many consultations with
the Tribal Planning staff.
Chair Kleindienst stated that the underside of the bridge will be gray which should
compliment the colorful applied stains. The bridge railing should be enhanced with more
"fox" cut-outs.
Member Sahlin stated that additional "fox" medallions on the raining would add to the project.
Vice Chair O'Donnell stated that the geometric pattern of the retaining wall and bridge barrier
will conflict.
Member McGrew stated that he does not support affixing finishes or applying stains to the
bridge structure. He supports public art separate from the design of the bridge. He can not
support the project.
The AAC members provided comments on this project. No formal vote was taken.
AGENDA ITEM #8: Case No. 5.1257-CUP
A request by College of the Desert (COD), for the installation of a 10-megawatt solar energy
conversion system on approximately 60 acres at the westerly portion of the COD West Valley
Campus, at North of Tramview Road and West of Indian Canyon Drive.
Principal Planner Edward Robertson made the staff presentation to the AAC.
ACTION: M/S/C McGrew/Ortega 4-0-2, abstained, Parker, O'Donnell) Recommended
approval to the Planning Commission with these comments:
• Revise and expand the plant palette; change Palo Verde to "blue".
• Delete casaelpinia and use something more evergreen like creosote, etc.
• Sub beaked yucca with another variety that is larger upon installation and faster
growing.
• Extend landscaping behind the Mt. Gate wall west of the access drive
• Consider something more decorative; enhance landscape at Green Park gate.
• Security issue is important here while still giving a decent look; an alternative be
considered and included in the final landscape plans
•- Tours of the facility will be a -nice idea but is something the developerandCollege
will need to work on.
• Maintenance Entry Alignment: embellish the southeast entrance with dense
landscaping
• Proposed gate is obscured; security and police surveillance will be difficult.
• There is no meaningful aesthetic or traffic conflict issue
• Panels may be too low
• Consider an enhanced architecture for the inverter structures; consider enclosing
the structures.

• Proposed landscaping along the north border of Mt. Gate should not obscure views
of homes to the north.
• There should be no access on the existing dirt road; install fencing perpendicular to
prevent access.
• Do not landscape the existing berm
