Planning Commission Members Present: Hudson
APPROVAL OF MINUTES: Approval of Minutes for meeting of July 9, 2012 with one
correction to agenda item #5.
ACTION: M/S/C (Kleindienst / Jensen, 4-0-1-3, abstain Purnel, absent Ortega, Fredricks,
Harlan) To approve the minutes of July 9, 2012 with one correction to agenda item #5.
REVISIONS TO AGENDA:
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 3.1386 MAA — McDonald's Restaurant
McDonald's USA, LLC seeking approval of exterior building lighting including linear LED
fixtures and wall sconces for the restaurant building located at 1717 East Vista Chino Road,
Zone CSC, Section 12. (DN)
Associate Planner Newell presented the proposed exterior lighting request and noted staff's
concern with the possible brightness and intensity generated by the proposal.
Bruce Bushore presented the project and stated that the photographs provided include
examples of fixtures installed at a Yucca Valley store.

Member Purnel was concerned with brightness and intensity. He felt it would be difficult to
form an honest decision without additional information, and suggested reviewing a footcandle
study.
Member Thompson mentioned that there are a total of thirty-nine fixtures proposed and
recommended reducing the total number.
Chair Kleindienst stated concerns about fixture application on building. It appears that the
fixtures are afterthoughts and should be better integrated. He was not comfortable with the
total fixture count and brightness. Specification sheet shows exposed conduit, which should
be concealed.
AAC members offered the following comments and recommendations:
2.a Conceal all conduit;
2.b Indicate existing and proposed lighting intensity (e.g. footcandle study);
2.c Provide technical data on lighting and ensure that the light color of the metal halide
and LED fixtures are the same;
2.d Integrate up/down linear LED fixtures into building architecture;
2.e Wall sconces to be shielded so as not to be seen when driving or walking next to
building.
ACTION: M/S/C (Fauber / Secoy-Jensen, 5-0-3, absent Ortega, Fredricks, Harlan) To
restudy the proposal based on the comments above.
AGENDA ITEM #3: Case 3.2090 MAA— Northgate III Shopping Center
Lyle Management representing Northgate 111 Shopping Center for the removal of six pine
trees located a the rear of the center to be replaced with ground cover located a 2500 North
Palm Canyon Drive, Zone C-1, Section 3. (GM)
Assistant Planner Mlaker, presented the plan and stated that the request is to remove six
mature pine trees located in a planter bed at the rear of the shopping center along Cortez
Road. The applicant proposes to replace the trees with ground cover to include]antana and
bougainvillea.
Danny Grathwohl from Lyle Property Management representing the property owner stated
that the pine trees are dropping needles on the building roof and causing damages. He
stated that the proposed landscaping will be similar to the nearby development of 48 @
Racquet Club.
Member Fauber asked for a description of the damage to the roof and stated that the mature
trees soften the starkness of the rear building wall.
Member Purnel stated that the mature trees provide shading and a visual relief for the large
wall. In addition, he questioned the cost of tree removal versus regular roof maintenance.
Member Secoy-Jensen stated that she understands the roof maintenance problem, however

an alternative large tree should be considered to provide comparable shading and visual
effects.
Chair Kleindienst stated that he does not support the removal of the six trees. The planting
of trees in the areas that formally contained a tree should be considered. Past approvals for
the shopping center included landscaping in the rear planter beds. Staff should check
original conditions of approval.
AAC members offered the following two options as part of a re -study:
3.a Removal of trees to be replaced with large clean 36" box tree to provide immediate
shading and visual buffer within entire planter box, or
3.b Phase replacement of trees over time.
ACTION: M/S/C (Fauber / Kleindienst 5-0-3, absent Ortega, Fredricks, Harlan) To
recommend a restudy.
AGENDA ITEM #4: Case SI 12-064 — T-Shirts, Signs, Awards
T-Shirts, Signs, Awards for a main sign on the south elevation of the building at 3800 East
Vista Chino Road, Zone M-1-P, Section 6. (DN)
Associate Planner Newell presented the proposed sign main sign.
Juan Carlos Ochoa explained the history of the business and stated they are doing business
under the name T-Shirts, Signs, Awards.
ACTION: M/S/C (Secoy-Jensen / Kleindienst 3-2-3; opposed Purnel, Thompson; absent
Ortega, Fredricks, Harlan) To recommend approval as submitted, or approval with an
embellishment of color or script that conforms to the sign program, at the business owner's
discretion.

There being no further comments, the AAC meeting adjourned at 4:30 p.m.
