Planning Commission Member Present: Commissioner Hudson APPROVAL OF MINUTES: Approval of Minutes for meeting of February 6, 2012 with one correction to agenda item #3. ACTION: M/S/C (Fredricks / Kleindienst, 6-0) To approve the minutes of February 6, 2012 with one correction to agenda item #3. REVISIONS TO AGENDA: None PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the Architectural Advisory Committee. There were no public comments. AGENDA ITEM #2: Case SP 11-008 Restudy — Sun Center Sign Program Young Electric Sign Company (YESCO) for the establishment of a sign program for the Sun Center located at 611 South Palm Canyon Drive, Zone PD-77, Section 22 & 23. (DN) Associate Planner Newell described the proposed sign program as outlined in the staff report. This item was reviewed by the AAC on September 26, 2011 and December 27, 2011. Ernest Riffenburgh and Danny Ramirez provided information on the proposal and were available for questions. Architectural Advisory Committee Meeting Minutes of February 21, 2012 Public Comment: Frank Tysen, Chairman of the Historic Tennis Club Neighborhood Organization, spoke on the proposed sign program. Chair Kleindienst went through each portion of the sign program and received feedback from AAC members on preferences related to signage lighting, location, letter height for individual tenants facing the Palm Canyon Drive parking lot. ACTION: M/S/C (Kleindienst / Fredricks 6-0) To recommend approval, subject to the following additional requirements: 1. Tenant A (Proposed 7-Eleven) to be limited to: a. Channel letters; b. Halo -illumination only; c. 18-inch letter height maximums on north elevation; d. 30-inch letter height maximums on east elevation. 2. Tenants Al, B through G and P through R to be limited to: a. Business name and logo only; b. Channel letters white halo -illumination only; c. 13-inch letter height maximums; d. Maximum of 75% of leasehold frontage. 3. Tenants H through O to have modified drop sign as follows: a. Rectangular -shaped background cabinet with a height of 24-inches; b. Background cabinet to be 18-inches below bottom of soffit; c. Channel letters with white halo -illumination only; d. 13-inch letter height maximums; e. Shadow plate at bottom of sign background cabinet to be 50% of width and extend 4-inches below cabinet; f. Shadow plate at side of sign background cabinet to be 75% of height and extend 8-inches from side of cabinet; g. Vertical supports should avoid down scuppers below soffit; h. Final location of vertical supports to be determined at time of sign application submittal. AGENDA ITEM #3: Case 3.1245 MAA Restudy — Palm Canyon Villas HOA Palm Canyon Villas HOA for the removal of turf to be replaced with desert landscaping located at 5301 Waverly Drive, Zone R-3, Section 29. (GM) Assistant Planner Mlaker stated that the AAC had previously reviewed this case at their February 6, 2012 meeting and made several recommendations. The applicant has revised the proposed landscape plans and resubmitted. Elvis Aranda of Grandmark Landscaping presented the plan to the AAC and answered questions. He stated that a revised plan to include grouping of accent plants; provide an arborists report on the health of the existing trees; provide a detail of the street corner; revised irrigation plan; and increase plant box sizes is all part of a revised submission. Member Fredricks suggested specific details to be added to the proposed plan and asked if the irrigation plan listed the type of sprinkler heads proposed; and the size of the 2 Architectural Advisory Committee Meeting Minutes of February 21, 2012 decomposed granite. Mr. Fredricks asked for a report identifying trees to be removed and replacements. He stated that the landscape plan as presented lacks diversity in terms of plant sizes. The applicant should choose larger box sizes for slower growing plants and smaller box sizes or faster growing plants. Member Purnel asked the applicant to point out specific revisions from the previous submission. He agrees with Member Fredricks comments. AAC members offered the following comments and recommendations: 2.a Provide a list of existing trees along with replacement schedule. 2.b Label size of DG and boulders. 2.c Provide greater diversity in plant box sizes. ACTION: M/S/C (Kleindienst / Fredricks, 6-0) For re -study of landscape plan. AGENDA ITEM #4: Case 3.1762 MAA — Chang + Park Restaurant Tara Lazar owner of Chang + Park for the addition of an outdoor trellis structure, pick-up window and associated new landscaping at the Corridor Shops located at 515 North Palm Canyon Drive, Zone CBD, Section 15. (GM) Assistant Planner Mlaker presented the plan for a new restaurant to replace an existing business at the Corridor Shops at the corner of N. Palm Canyon Drive and W. Chino Road. Mr. Mlaker informed the AAC that today's review is for informational purposes and the applicant is seeking comment and direction. The proposed project will include the construction of a 2,000-square foot wood and steel trellis structure with planter beds and retractable canvas roof. In addition a new pick-up window will be placed on the north facing wall. Tara Lazar and Marco Rossetti owners of the Chang + Park restaurant stated that they are looking for direction from the AAC on the overall design concept. A final design will be forth coming. Member Fauber asked for a description of the proposed wood material. He stated that the upper portion of the proposed structure is too "heavy'; and the South wall to be similar in design as others. How will the patio area adjacent to the pick-up window function. Member Fredricks supports the use of a living wall. Vice Chair Harlan supports the concept. The south facing wall will need to be open similar to east facing wall. Member Thompson asked about the color of the structure and stated that the top portion is too "heavy". Chair Kleindienst stated that he liked the trellis design and the living wall concept, however the use of plants in small containers may not be successful in desert heat. The south wall will need some kind of penetration. A detail of the pick-up window will need to be reviewed. 3 Architectural Advisory Committee Meeting Minutes of February 21, 2012 The use of wood in the desert heat may be a problem. ACTION: Conceptual Review - No action required AGENDA ITEM #5: Case 3.3543 SFR — Garvey Residence - Estancias An application for a single family residence on a roughly 18,731 square foot lot at 707 Milagro Place in the Estancias tract, Zone R-1-13, Section 35 (KL). Member Fredricks suggested the applicant consider using California Fan Palms in lieu of Mexican Fan Palms. ACTION: M/S/C (Kleindienst/Harlan 6-0) To recommend approval, subject to the street - fronting garden walls being stucco'd (Acanto Road and Milagro Place frontages). . AGENDA ITEM #6: Case 3.3544 SFR — Hrynkiewicz Residence - Estancias An application for a single-family residence on a roughly 19,063 square foot lot at 379 Bella Cara Way in the Estancias tract, Zone R-1-B, Section 35. (KL) ACTION: M/S/C (Kleindienst/Harlan 6-0) To recommend approval. CHAIRMAN / COMMITTEE / STAFF COMMENTS: Chair Kleindienst stated that coordination between a projects landscaping and signage must be part of the review process so as to prevent conflicts.
