Planning Commission Members Present: None REVISIONS TO AGENDA: PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the Architectural Advisory Committee. There were no public comments. AGENDA ITEM #2: Case 3.2312 MAA — Restudy — Allan Ladd Building Prest-Vuksic, architects for a restudy of proposed landscape plan, entry canopy design, and exterior lighting for the Allen Ladd Building located at 500 South Palm Canyon Drive, Zone C- 1, Section 22. (GM) Assistant Planner Mlaker stated that the AAC had previously reviewed this project at the November 12, 2012 meeting and recommended a restudy of the landscape plan, entry canopy design, and exterior lighting. The AAC recommended approval of the proposed paint color scheme. John Vuksic, architect representing the property owner described the proposed changes to the submittal to include a revised landscape plan, new entry canopy, and exterior lighting. Two options for exterior lighting was shown to the AAC. The applicant would like approval of both options. Architectural Advisory Committee Meeting Minutes of December 10, 2012 Member Fauber asked for clarification on the kind of lighting source. The architect responded by describing the lighting as LED resulting in a warm glow that would wash the sides of the building. Member Purnel reviewed the landscape plan and agrees with the submittal. Member Fredricks thanked the applicant for providing specific quantities, sizes and plant types. Member Ortega stated that the landscape plan shows a good mix of plant types, and heights. Member Secoy-Jensen questioned the detail on the entry canopy and a question on the proposed light fixture. Mr. Vuksic described the two light fixture options. Option one was presented and would be 8 fixtures horizontal above the entry doors. Option two would be a 6' foot tall vertical fixture two on each side. Vice Chair Harlan suggested that the wood panels above the entry door be lighted ACTION: M/S/C (Kleindienst / Fauber, 7-0) To recommend to the Planning Director approval of the landscape plan; front entry canopy design to include up lighting of wood panels; and the option to use either light fixture. AGENDA ITEM #3: Case 3.1304 MAA - Restudy — 140 Via Lola Building Howard Hawkes seeking review of a proposed redesign of a second -story balcony railing facing Palm Canyon Drive of a property located at 140 via Lola, Zone R-2/ C-1, Section 10. (GM) Assistant Planner Mlaker stated that this case was previously reviewed by the AAC on December 10, 2012 for a building repaint, new awning, and other building repairs. The applicant is now seeking approval to replace an existing balcony railing on the building front fagade with an LED lighted etched glass railing. Howard Hawkes designer and Steven from Architectural Glazing representing the property owner described the proposed railing. The railing frame will be chrome and 42" tall frosted glass with an LED light strip on the top and bottom "shoe". The color of the light can be changed and brightness can be regulated. The railing will be placed at the edge of the balcony in line with the lower fagade wall. Member Fauber asked if the balcony structure is sound for the attachment of the new railing Member Fredricks asked for an explanation of the range of colors. Chair Kleindienst asked how frequent the colors can change and time frames. 2 Architectural Advisory Committee Meeting Minutes of December 10, 2012 The applicant responded that the color controls will be set and will not change randomly. Member Secoy-Jensen is concerned with the comprehensive design of the railing and asked if the residents would be disturbed by the illumination. AAC members offered the following comments and recommendations: 3.a AAC supports the concept of the lighted railing. 3.b Greater detail is needed concerning roof drainage, electrical connections, structural designs. 3.c Include a comprehensive overview of the railing on the site. ACTION: M/S/C (Kleindienst / Harlan, 7-0) For re -study of proposed lighted railing. Applicant to place test model at site in proposed location for AAC members to view. AGENDA ITEM #4: Case 3.3527 MAA — Commercial Building Repaint Anthony Cioffi requesting a building repaint of a front fagade to one main color and new design of sidewalk cafe railing located at 340 North Palm Canyon drive, Zone CBD, Section 15. (GM) Assistant Planner Mlaker stated that the project includes the repaint of the front fagade of an existing restaurant building. The proposed color is "Salem Black" for the main body and "Smokey Mountain" for doors and trim. The new patio railing will be constructed of Trex material Anthony Cioffi, the project designer, described the color choices and the patio railing material. Member Fredricks asked for an explanation of the color choice. He stated that the patio railing should be a different color so as to not blend with the main color, Member Purnel asked if the new paint color will wrap around the sides of the building. Member Fauber asked if the blade sign will remain and stated that the photo simulation does not correctly represent the request. The location and material of the patio railing is not clear. Vice Chair Harlan stated that he was comfortable with the color but not with the proposed patio railing material. Chair Kleindienst stated that the exposed ends of the Trax railing is unfinished; he asked for detail of the inside railing facing the patio interior; the new paint will need to wrap around the sides of the building; concerned with the dark color fading over time; clarification on the awnings and lighting of the exterior. AAC members offered the following comments and recommendations: 3.a Return color around the sides of the building to a logical break. 3 Architectural Advisory Committee Meeting Minutes of December 10, 2012 3.b Sides of awning to be closed. 3.c Include detail of exterior lighting. 3.d Section of wall detail. 3.e Restudy design of patio railing. ACTION: M/S/C (Fauber / Kleindienst, 7-0) To recommend restudy. CHAIRMAN / COMMITTEE / STAFF COMMENTS: Principal Planner Robertson reminded the AAC that today is the last meeting of the year. The next AAC meeting will be Monday, January 7, 2013. Edward Robertson stated that five member's terms have expired. If a current member is eligible and willing to be re -appointed, a formal application must be received. Members are encouraged to go on-line and complete the application process.
