Planning Commission Members Present: Hudson, Munger APPROVAL OF MINUTES: Approval of Minutes for meeting of October 22, 2012. ACTION: M/S/C (Secoy-Jensen / Fredricks, 7-0) To approve the minutes of October 22, 2013. REVISIONS TO AGENDA: PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the jurisdiction of the Architectural Advisory Committee. There were no public comments. AGENDA ITEM #2: Case 3.2312 MAA — Allan Ladd Building Allan Ladd Building for a revised landscaping, new entry canopy, revised exterior lighting, and building repaint located at 500 South Palm Canyon Drive, Zone C-1, Section 22. (GM) Assistant Planner Mlaker presented the plan and stated that the AAC had previously reviewed the building's renovation plans that included new paint colors and landscaping. The new proposal includes a revision to the paint color, new canopies, and new light fixtures and revised landscaping. Architectural Advisory committee Meeting Minutes of November 13, 2012 John Vulksic architect representing the property owner presented the plan and responded to AAC questions. Member Fauber asked if the low walls around the building would be painted. Vice Chair Harlan stated that the proposed light fixtures are not complimentary to the building and an alternative solution should be sought. AAC members discussed the project and asked for clarification on the canopy design and materials, and a more detailed landscape plan. AAC members offered the following comments and recommendations: 2.a Submit a revised landscape plan. 2.b Submit detailed plans of entry canopies. 2.c Seek an alternative to proposed light fixture or eliminate. 2.d Approval of paint scheme. ACTION: M/S/C (Fauber / Fredricks, 7-0) To approve paint scheme as submitted and applicant to resubmit revised landscape plan, entry canopy details, and proposed alternate light fixtures. AGENDA ITEM #3: Case 3.1754 MAA — La Casita Restaurant La Casita Restaurant for the repaint of an existing patio railing to yellow color located at 106 South Indian Canyon Drive, Zone RA, Section 14. (GM) Assistant Planner Mlaker stated that the applicant is proposing to paint an existing patio railing to yellow color. This is a code enforcement action for a repaint without approval. The applicant was not present. Member Ortega stated that the proposed color is too bright Member Purnel stated that the proposed color is not complimentary to the building and the railing is in disrepair. Member Fredricks mentioned that the proposed color is out of context and too bold. He could support a terra cotta or green color. Vice Chair Harlan stated that the restaurant doors have been painted the same yellow color which is too bold. Member Secoy-Jensen stated that she cannot support the color scheme, as proposed. Chair Kleindienst stated that the proposed color scheme is too bright for the railing and curb. AAC members offered the following comments and recommendations: 2 Architectural Advisory Committee Meeting Minutes of November 13, 2012 3.a Submit a more subdued revised color scheme. 3.b Conduct maintenance on railing. 3.c Provide color for restaurant entry doors and curb. ACTION: M/S/C (Harlan / Secoy-Jensen, 7-0) For re -study of proposed paint scheme. AGENDA ITEM #4: Case 3.0222 MAA Palm Springs Life Building Palm springs Life Building for exterior repaint to three colors located at 303 North Indian Canyon Drive, Zone CBD, Section 15. (GM) Assistant Planner Mlaker presented the plan with the proposed paint scheme for the building. Bruce Jones of Palm Springs Life was present to answer questions. Member Fauber asked if the photo simulations represent the proposed paint scheme. Member Purnel asked if the building window sills will be painted or remain, and will a landscape plan to be submitted. Member Secoy-Jensen asked for clarification on the exact building colors. ACTION: M/S/C (Kleindienst / Harlan, 7-0) To recommend approval with the submittal of paint chips of paint scheme. AGENDA ITEM #5: Case 5.1289 — The Copa Room The Copa Room a Conditional Use Permit application for a new 6,000-square foot cocktail lounge and night club including changes to building exterior located at 244 E. Amado Road, Zone REO, Section 14. (GM) Assistant Planner Mlaker presented the plan for the renovation of a 6,000-square foot commercial building. The proposed renovation includes repaint, new landscaping, and parking lot rehabilitation. The proposed colors include 'Tropical Bay" as the main body; "Green Trellis" and "La Fonda Flamenco Pink" for trim and accents. He stated that a conditional use permit is required to operate a nightclub at this location. The parking space requirement is being met with 15 on -site spaces. Building signage is not part of this application. Tony Dilembo owner and Steven DeChristopher, architect was present and presented the proposal. Member Secoy-Jensen asked if there is an alternative to the proposed parking lot layout Vice Chair Harlan asked for an explanation of pedestrian access from the sidewalk. Member Fauber asked if the existing diamond wall patterns will remain. K' Architectural Advisory Committee Meeting Minutes of November 13, 2012 Chair Kleindienst stated that all roof top mechanical equipment must be screened. Member Ortega asked for clarification on proposed plant palette. The agave size is small, an alternative to the Pepper tree should be sought and he has no preference to the Burberry plant. He recommends a non -bearing fruit Olive tree. Member Purnel stated that the proposed landscape plan will need revisions to include an alternative to a Burberry plant, pepper tree, agave, and color of decomposed granite. ACTION: M/S/C (Kleindienst / Fauber, 7-0) To recommend approval to the Planning Commission, subject to the following conditions: 1. Roof top screening of all mechanical equipment required. 2. A pedestrian walkway from the sidewalk to the entry door to be provided. 3. A revised landscape plan be provided and reviewed by an AAC sub -committee consisting of Ortega, Fredricks, Purnel. AGENDA ITEM #6: Case 3.3292 MAA — SunUp Energy SunUp Energy for a rooftop solar hot water system without screening at the Iron Tree Inn located at 1600 Calle Palo Fierro, Zone R-2, Section 23. (DN) Associate Planner Newell provided a brief presentation on the project as outlined in the staff report. He noted that the system received a building permit and was installed. The permit was approved subject to a requirement to install visual screening. Now that the system is installed, it stands approximately 7.5 feet off the roof surface, and the applicant wishes to allow it without installing the required screening. Rick Rothman of SunUp Energy explained how the system heats water. He said the system is in the most practical location on the roof and would not work on the ground for this site. The property owner was aware of the screening requirement during the permit process, but ultimately felt it would not be desirable because of the initial costs and ongoing maintenance costs. Chair Kleindienst asked the applicant if the panels could be installed horizontally instead of vertically. The applicant responded that it may be possible but was not sure how it would affect the system. Member Fredericks was concerned the proposal may set a precedent. The installation is obtrusive and disrupts the existing roofline. Members Secoy-Jensen and Purnel agreed. ACTION: M/S/C (Kleindienst / Fauber 7-0) To deny request to not install screening. AGENDA ITEM #7: Case 5.1252 GPA / CUP — Solar Facility Energy Source Group Inc. for a 5.0 Megawatt solar energy production facility on roughly 39.7 4 Architectural Advisory Committee Meeting Minutes of November 13, 2012 acres or a 134.3 acre site located at 5400 North Indian Canyon Drive, Zone W & W-M-1-P, Section 23. (DN) Associate Planner Newell described the proposed solar project as outlined in the staff report. The facility will generate up to 5.0 Megawatts of energy with 17,000 solar panels on single - axis trackers. Chair Kleindienst asked that staff ensure right-of-way improvements in front of the site along Indian Canyon Drive be made. ACTION: M/S/C (Ortega / Secoy-Jensen 7-0) To recommend approval as submitted. AGENDA ITEM #8: Case 5.1290 PDD — 361 — Downtown Palm Springs Wessman Development — A Planned Development District and three Major Architectural Applications for development of the Downtown Palm Springs project located at 123 N. Palm Canyon Drive / northwest corner of W. Tahquitz Canyon Way and N. Palm Canyon Drive, Zone Museum Market Specific Plan, Section 15. (CE) ACTION: No action taken — introductory session with discussion to continue at future meetings. CHAIRMAN / COMMITTEE / STAFF COMMENTS: None.
