CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:02 pm.
ROLL CALL:
Committee Members Present: Cassady, Fredricks, Hirschbein, Purnel, Vice -Chair
Fauber and Chair Secoy-Jensen
Committee Members Absent: Song
Also Present: Principal Planner Robertson, Associate Planner Lyon and
Assistant Planner Mlaker
Planning Commissioner Present: Chair Donenfeld
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall bulletin board (west side of Council Chamber) and the Planning Department
counter by 5:00 pm on Wednesday, October 2, 2013.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS:
JOY MEREDITH, representing herself, spoke in support of Item 3D, Case 5.1091 PD 324,
the Port Lawrence project.

1A. APPROVAL OF MINUTES: AUGUST 12, 2013 AND SEPTEMBER 23, 2013.

minutes of August 12, 2013, as amended.

2. UNFINISHED BUSINESS:
2A. SOL PS, LLC, FOR A REVIEW REQUEST BY THE PLANNING COMMISSION OF
BACKYARD POOLS, LANDSCAPE AND PERIMETER STREET TREE
PLANTING PLAN FOR THE FINAL PDD FOR A 46-UNIT RESIDENTIAL
COMMUNITY LOCATED AT 1000 EAST AMADO ROAD I CORNER OF AVENIDA
CABALLEROS), ZONE HR, SECTION 14 SPECIFIC PLAN (CASE 6.1296 PDD
363). (KL)
Committee Member Hirschbein noted his abstention on this item.
Associate Planner Lyon stated that staff believes the final PDD is in full conformity with the
conditions of approval with the Preliminary PDD and the AAC may now advise the Planning
Commission that the pools, backyard landscaping and street perimeter landscaping
satisfactorily conforms.
Committee Member Purnel noted that the rear yard landscaping is minimal.

2B. BRANDENBERG OASIS, LLC, FOR REPAIR AND REPAINT AT THE OASIS
HOTEL TOWER AND CASITAS BUILDING, A CLASS 1 HISTORIC SITE (A CEQA
CLASS 31 "HISTORIC RESOURCE RESTORATION/ REHABILITATION"
CATEGORICAL EXEMPTION) AT 133-139 SOUTH PALM CANYON DRIVE, ZONE
CBD (CASE 3.1908 MAA I HSPB #10). (KL)
Associate Planner Lyon provided an update. No action was taken.

3C. BANK OF AMERICA FOR A MINOR ARCHITECTURAL APPLICATION FOR
APPROVAL OF NEW ROOFTOP MECHANICAL SCREENING ON THE CITY
NATIONAL BANK BUILDING, A CLASS 1 HISTORIC SITE, LOCATED AT 588
SOUTH PALM CANYON DRIVE, ZONE C-1 (CASE HSPB 52 AND CASE 3.0899
MAA). (KL)
Associate Planner Lyon presented the project.
RAY MILLER, representing Bank of America, stated that the proposed screening will be set
back 15 feet from the west fagade and 25 feet from the south building edge.
Committee Member Hirschbein asked if staff had viewed the roof conditions.
Committee Member Fredricks asked for clarification on screen height. Not sure of sight

lines.
Vice -Chair Fauber would like the screen to be as low as possible with equipment sitting on
a 10" curb.
Chair Secoy-Jensen is concerned over other issues such as the overall maintenance of the
building. She would like to see the specifications for the proposed equipment.
Committee Member Cassady stated that more information is needed to make a decision.

following direction:
1. Detailed roof plan
2. Section of roof screening
3. Specifications for equipment
4. Diagram of sight lines taken from South Palm Canyon Drive (as you
approach the building)
5. List of exact height
6. Provide photos of simulated screen mock-up
3. NEW BUSINESS:
3A. STROKE RECOVERY CENTER FOR A MINOR ARCHITECTURAL APPLICATION
TO CONSTRUCT A 1,958-SQUARE FOOT GYMNASIUM FOR USE BY THE
CENTER'S CLIENTS AT 2800 EAST ALEJO ROAD, ZONE M-1-P / PD-168 (CASE
3.2853 MAA). (DN)
SEAN LOCKYER, project architect, presented the plan
Committee Member Purnel is concerned with the proposed planting of trees in the small
wells and spacing of Lantana.
Committee Member Fredricks would like the lawn pulled back from the exterior walls.

3B. ARVIN HALLAK FOR A MINOR ARCHITECTURAL APPLICATION TO RENOVATE
AN EXISTING ABANDONED HOTEL WITH NEW PAINT, LANDSCAPE AND
EXTERIOR LIGHTING AT 2395 NORTH INDIAN CANYON DRIVE, ZONE R-2
(CASE 3.1010 MAA). (DN)
ARVIN HALLACK, applicant, was present to answer questions.

Committee Member Fredricks requested that the shrub material be at least 5 gallon size with
trees in 36 inch boxes. He asked for details of all the mounted A/C units and that brick
planters are painted the same color as building walls.
Committee Member Purnel stated that the size of plants in parking area is too small and the
landscape plan is under -developed. He recommended decomposed granite and opposed
the Salmon trim color.
Committee Member Hirschbein stated that the parking lot is in disrepair and area in the front
entry drive area should be substantially landscaped.
Chair Secoy-Jensen supports the rehabilitation of the building and requested three color
options for trim.
M/S/C (Fauber/Secoy-Jensen 6-0-1 absent Song) Recommend approval with review by
subcommittee (Fauber, Purnel, Fredricks) to review the following items:
1. Revise landscape plan to include shrubs at 5 gallons, trees in 36 inch box
and greater quantity of plants.
2. Increase size of shade tree planter areas in parking lot.
3. Provide three alternate trim colors.
4. Provide detail of wall mounted A/C units and window details.
5. Paint brick planter boxes same color as walls.
6. Repair parking lot beyond patching
3D. PALM SPRINGS, LLC, FOR AN AMENDMENT TO PLANNED DEVELOPMENT
DISTRICT APPLICATION FOR A MIXED -USE DEVELOPMENT LOCATED AT 400
NORTH PALM CANYON DRIVE; ZONE PDD 324 (CASE NO. 5.1091-PDD 324 AMND).

Principal Planner Robertson stated that the plans before the AAC are for preliminary review
only; no action will be taken by the AAC at this time.
Belzberg Architects conducted a power point presentation of the proposed project.
Committee Members discussed the operations of the building and restated comments that
were made at the 2011 AAC review of the previous project. Continued issues include the
Indian Canyon Drive elevation and its relationship to the street; and signature architecture
on the corner of Alejo Road and North Palm Canyon Drive.
There was overall support of the project concept
No action was taken.

Committee Member Cassady noted that he will not be attending the October 21 st meeting.
STAFF MEMBER COMMENTS:
No comments.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 5:45 pm to the next
