ROLL CALL: Committee Members Present: Cassady, Fredricks, Hirschbein, Purnel, Vice -Chair Fauber and Chair Secoy-Jensen Committee Members Absent: Song Planning Commissioner Present: Vice -Chair Hudson Also Present: Director Wheeler, Associate Planner Newell REPORT OF THE POSTING OF AGENDA: Agenda is available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 pm on Wednesday, September 18, 2013. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: There were no public comments. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: AUGUST 26, 2013 AND SEPTEMBER 11, 2013. M/S/C (Secoy-Jensen/Fauber, 4-0-2 Fredricks/Purnel) Minutes of August 26, 2013, approve as amended. M/S/C (Secoy/Jensen/Fauber, 5-0-1 Fredricks) amended. UNFINISHED BUSINESS: Minutes of September 11, 2013, approve, as 2. ARCHITECTURAL ADVISORY COMMITTEE RULES OF PROCEDURE There were questions and comments made. Staff said that corrections would be made and the matter placed on the next agenda for the Board's review. Continued to October 7, 2013 by consensus of the Architectural Advisory Committee. Architectural Advisory Committee Meeting Minutes of September 23, 2013 NEW BUSINESS: 3. JPM BUILDING LLC, FOR A SIGN PROGRAM TO ESTABLISH SIGN CRITERIA FOR THE MULTI -TENANTED COMMERCIAL BUILDING LOCATED 500 SOUTH PALM CANYON DRIVE (THE FIVE HUNDRED BUILDING), ZONE C-1 (CASE SP 13-002). (DN) JEFF GRADY, applicant, presented the project. In answer to questions he said there would be uplighting and 6 tenant names with two lines of text on each of the monument signs. Committee Member Hirschbein indicated he did not support signs on fascia boards as they did not contribute to the aesthetics of the building. Committee Members Cassady, Fredricks and Fauber concurred, commenting that it was not designed as a multi -tenant building and vacancies would result in disjointed signage; door signage is acceptable. In response to a question from the Chair, the applicant indicated there would be two lobby tenant signs. Tenants are expected to be a bank and other office uses. JOHN VUKSIC, project architect, confirmed the importance of ground floor signage. All Committee Members agreed that the building looks good now and expressed concern with multiple fascia signs. Alternatives were discussed. M/S/C (Secoy-Jensen/Fredricks 6-0) Approve with staff conditions and additional: • 3 monument signs in locations shown, with "500" not "Five Hundred" and no logo colors. • Building fagade tenant signage on 1st floor east and west elevations only; 9" maximum letter size. Committee Member Fredricks request to amend to add allowance for six tenants on the monument sign was acceptable by the maker. 4. TA EDISON CORP. FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 2,035-SQUARE FOOT SINGLE-FAMILY RESIDENCE AND 483- SQUARE FOOT GARAGE ON A VACANT HILLSIDE LOT LOCATED 2408 VISTA DRIVE, ZONE R-1-B (CASE 3.3679 MAJ). (DN) Associate Planner Newell gave report and mentioned two neighbors have been in to look at the plans. JIM CIOFFI, architect, responded to questions regarding landscaping and lighting. __ 21Page. Architectural Advisory Committee Meeting Minutes of September 23, 2013 Committee Member Fredricks said he likes the native vegetation and recommends honey mesquite. M/S/C (Fauber/Cassady 6-0) Approve. 5. GREY 1 DEL MAR, LLC, FOR A MINOR ARCHITECTURAL APPLICATION REQESTING APPROVAL OF A REVISED LANDSCAPE PLAN FOR "PALM SPRINGS SQUARE" THE PARTIALLY DEMOLISHED NEIGHBORHOOD SHOPPING CENTER AT THE SOUTHEAST CORNER OF NORTH PALM CANYON DRIVE AND RACQUET CLUB ROAD, ZONE C-1 PDD 113A (CASE 3.2129 MAA/PD 113"A). (KL) DANNY GRATHWAL, property manager, discussed the importance of the fence to prevent parking and dumping and discourage homeless encampments. Committee Member Hirschbein stressed the importance of signage on the fence cables for safety especially at driveway entrances. TOM DOZCI, landscape architect, explained they were planning temporary, colorful, high & low plantings. Chair Secoy-Jensen suggested painting the fence posts. Committee Member Fredricks expressed concern about poor plant maintenance. Committee Member Purnel indicated all landscaping must be irrigated and maintained. Mr. Docy said they would train staff on proper maintenance. M/S/C (Fredricks/Fauber 6-0) Approve with staff conditions and additional: • Plant maintenance specifications to be created and maintained. • Fence shall be maintained with proper tension so as not to sag. • Signage shall be placed on the fence for safety purposes at driveway. • Detail of fence posted including color review to be submitted to subcommittee for final review (Fauber, Purnel and Fredricks). COMMITTEE MEMBER COMMENTS: Committee Member Fredricks wants to make sure notification of special meetings gets to members with plenty of lead time. _ 3 1 P a g e Architectural Advisory Committee Meeting Minutes of September 23, 2013 STAFF MEMBER COMMENTS: Director Wheeler indicated the importance of why amendments are made and getting that reasoning into the minutes. Planning Commissioner Hudson mentioned the importance of waiting to be recognized by the Chair before speaking, limiting the time of speakers and that each board member does not need to speak on every item.
