MINUTES OF AUGUST 12, 2013
CALL TO ORDER: Vice -Chair Fauber called the meeting to order at 3:00 p.m.
ROLL CALL:
Committee Members Present: Fredricks, Purnel, Song and Vice -Chair Fauber
Also Present: Director Wheeler, Associate Planner Newell
Committee Members Absent: Cassady, Hirschbein and Chair Secoy-Jensen
Planning Commissioner Present: Randy Lowe
REPORT OF THE POSTING OF AGENDA: Agenda is available for public access at the City
Hall bulletin board (west side of Council Chamber) and the Planning Department counter by
4:00 pm on Wednesday, August 7, 2013.
ACCEPTANCE OF THE AGENDA:
The agenda was accepted, as presented.

CONSENT CALENDAR:
1. APPROVAL OF MINUTES: JULY 22, 2013

amended.
UNFINISHED BUSINESS:
2. AMENDMENT TO FINAL DEVELOPMENT PLANS FOR PDD 301 APPLICATION BY
ENCLAVE AT SUNRISE, LLC, TO ALLOW THREE NEW SINGLE-FAMILY
RESIDENTIAL PLAN TYPES FOR THE REMAINING 19 VACANT LOTS LOCATED AT
THE NORTHWEST CORNER OF SUNRISE WAY AND RACQUET CLUB; ZONE
PDD301 (CASE NO. 5.1014-PDD 301 AMND). (ER)
Associate Planner Newell presented the project and said that no new landscape plan was
submitted as the previously approved plan still applies.

APPLICANT CHRISTOPHER BRANDON, architect, said he added more stacked stone.
APPLICANT CARTER MCLARAND, property manager, clarified residence plan 4 not part of
new submittal.
APPLICANT RYAN MCDANIEL, architectural project manager, said stacked stone will be on
approximately 50% or every other home.

submitted.
NEW BUSINESS:
3. SINGLE FAMILY RESIDENCE (SFR) APPLICATION BY GREGORY WAGONER &
WILLIAM BEAN TO CONSTRUCT A 3,248-SQUARE FOOT RESIDENCE AND
ATTACHED 616-SQUARE FOOT GARAGE ON A 21,780-SQUARE FOOT HILLSIDE
LOT (CEQA CLASS 3 EXEMPTION) LOCATED AT 675 WEST STEVENS ROAD,
ZONED R-1-A (CASE NO. 3.3668 SFR). (DN)
LANCE O'DONNELL, architect, presented the project and answered questions regarding
perimeter wall, indicating no change; that the existing ficus will fill-in and that site work will
expose boulders to be retained on -site.
Committee Member Purnel indicated volunteer plants take time and it's important that site
needs to look finished for the neighborhood.
M/S/C (Song/Fauber, 4-0-3 absent Cassady, Hirschbein, Secoy-Jensen) Approve with added
condition that hedge must be filled in on west and screening complete on east.

5. BUILDING REPAINT APPLICATION BY CREVI II SUNRISE PALM, LLC, FOR FIVE
COLORS LOCATED AT 311 SOUTH SUNRISE WAY, ZONE HR, SECTION 14 (CASE
NO. 3.2672 MAA). (GM)
SCOTT SINCLAR, owner representative, presented the project.
Committee Member Song said colors are too intense, darker colors should be accent.
Committee Member Fauber questioned which of the five colors to go where on the building.
Committee Member Song said color rendering is a must to be able to decide.
Committee Member Fredricks said the relationship of the building walls texture to the
proposed color do not complement.

Committee Member Fauber concurred color elevations are mandatory and applicant should
consider lighter colors.

4. EXTERIOR BUILDING REPAINT APPLICATION BY HARD ROCK HOTEL FOR FRONT
FACADE AND INTERIOR COURTYARD TO FOUR COLORS LOCATED AT 150 SOUTH
INDIAN CANYON DRIVE, ZONE RA, SECTION 14 (CASE NO. 3.1707 MAA) (GM)
JAMES CIOFFI, project representative, indicated new painting will wrap around inside
corners from Palm Canyon and include the courtyard.
M/S/C (Purnel/Fredricks, 4-0-3 absent Cassady, Hirschbein, Secoy-Jensen) Approve as
submitted to stop on inside corners and bring photos to subcommittee (Song, Fauber and
Purnel) to finalize.
6. SIGN VARIANCE APPLICATION BY DEL TACO, LLC, TO ADD SIX SIGNS ON
BUILDING AND MODIFY EXISTING PYLON SIGN TO ADD DESCRIPTIVE TEXT AT
6620 NORTH PALM CANYON DRIVE, ZONE M-1-P, SECTION 14 (CASE NO. 8.267
VAR). (GM)

MARK RABER, project representative, discussed the project
Committee Member Song felt all text in pylon sign needed to be reduced 10 - 15%.
Committee Member Fredricks said he found wall signage to be proportional.
M/S/C (Song/Fredricks, 4-0-3 absent Cassady, Hirschbein, Secoy-Jensen) Approve with
condition that pylon text and graphic to be reduced 10%.
A recess was taken at 4:35 pm. The meeting resumed at 4:45 pm.
7. CERTIFICATE OF APPROVAL APPLICATION BY BRANDENBERG OASIS, LLC, FOR
REPAIR AND REPAINT AT THE OASIS HOTEL TOWER AND CASITAS BUILDING, A
CLASS 1 HISTORIC SITE (A CEQA CLASS 31 "HISTORIC RESOURCE
RESTORATION/ REHABILITATION' CATEGORICAL EXEMPTION) AT 133-139
SOUTH PALM CANYON DRIVE, ZONE CBD (CASE NO. 3.1908 MAA / HSPB #10).

Committee Member Fredricks confirmed that an entire elevation was to be painted not just
patches.
The applicant said that the slot windows also will be boarded.
Committee Member Song found black to be too dark for the paint.
M/S/C (Fredricks/Song, 4-0-3 absent Cassady, Hirschbein, Secoy-Jensen) Approve with staff
conditions amending #1 change black to dark blue/gray and #2 add "finish level".
8. MINOR ARCHITECTURAL APPLICATION BY ENDURE INV. TO ADD LANDSCAPE
AND REPLACE PLANTERS WITH COLORED CONCRETE BETWEEN CORNER
BUILDINGS AND PARKING AREA AT THE SPRINGS SHOPPING CENTER (CEQA
CLASS 4 EXEMPTION), 5200 EAST RAMON ROAD, ZONED M-1-P (CASE NO. 3.3670
MAA). (DN)
Associate Planner Newell reported project and showed where staff is requiring additional
trees.
JONATHAN DOTY, representative, agreed. He said he would match color of new paving to
existing. Tenants would provide chairs, tables and umbrellas.
Committee Member Fredricks indicated additional Palo Verde's better choice than sumac.
Committee Member Purnel agreed and had concerns about paving.

9. MINOR ARCHITECTURAL APPLICATION BY AEK CAPITAL MANAGEMENT LLC FOR
COMPLETE RENOVATION OF EXISTING HOTEL LOCATED AT 2135 NORTH PALM
CANYON DRIVE, ZONED C-1 (CASE NO. 3.0676 MAA). (DN)
RANEE SCHAAFSMA AND TOM ADAMS, representatives, described project and answered
questions from Committee Members indicating circles are glass, clear and frosted; hedges
will be inside walls; olive trees remain; parking area will be repaved; need 7' wall for noise
attenuation and privacy; need space next to wall for events.

Committee Member Fredricks concurs wall needs to be moved back, needs details on
canopy, entrance and doors; all landscape sizes too small - min. 5 gal. shrubs, 36" olives,
screen trees 15 gal.
Committee Member Purnel post and gate details and clarification of finishes.
Committee Member Song needs color elevation and roof plan; wall adjacent to sidewalk too
aggressive.
A Committee Member wants lighting plan, canopy, equipment screening and wall moved
back.

additional plans to be submitted.
10. ARCHITECTURAL ADVISORY COMMITTEE RULES OF PROCEDURE
This item was continued to August 26, 2013.
