ROLL CALL: Committee Members Present: Also Present: Committee Member Absent: Cassady, Fredricks, Hirschbein, Purnel, Song; Vice -Chair Fauber, Chair Secoy-Jensen Director Wheeler, Associate Planner Lyon None REPORT OF THE POSTING OF THE AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 4:00 pm on Wednesday, July 17, 2013.. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: There were no public comments. 1. CONSENT CALENDAR: 1A. APPROVAL OF MINUTES: JULY 8, 2013 ACTION: M/S/C (Fauber/Hirschbein, 5-0-2 abstained Fred ricks/Purnel) To approve the minutes of July 8, 2013. UNFINISHED BUSINESS: 2. A MINOR ARCHITECTURAL APPLICATION (MAA) FOR APPROVAL OF A TENANT IMPROVEMENT PROJECT IN THE FORMER OKURA AND TACO DEL MAR TENANT SPACES FOR GYORO GYORO, A PROPOSED 5,272 SQUARE FOOT RESTAURANT WITH INDOOR AND OUTDOOR SEATING AT THE OASIS COMMERCIAL BUILDING AT 101 SOUTH PALM CANYON, ZONE CBD (CASE 3.1289 MAA). (KL) Architectural Advisory Committee Meeting Minutes of July 22, 2013 Staff gave a brief report and pointed out that the minutes from June 11, 2013 HSPB were distributed. Committee Member Hirschbein asked about the misting system. Staff replied that it must be removed or a new plan for AAC review be submitted. Vice -Chair Fauber asked about flooring. Committee Member Song asked about fencing, whether it is to be the same on both streets and the use of brass color Gregory Williams, architect, replied that black terrazzo would be used for the bar facing and dark grey porcelain tiles for the floors the terrazzo exceeded the budget. The fences are to be the same on both streets and about 1/3 brass. Chair Secoy-Jensen asked about the rope lighting. Applicant responded that it would be on columns, surface mounted, and running on inside face. Committee Member Purnel had multiple questions regarding plant material and preservation of the major tree and puddling that occurs. Chair Secoy-Jensen pointed out a correction on a cladded column. Committee Member Hirschbein had a question regarding the door handles. Applicant said they have one original and are looking to match the other(s). Committee Member Song reiterated the importance of fences matching and felt 25% brass color as a maximum was good. Committee Member Fredricks wants to see true colors, a misting system and plan with plant material correctly depicted. Committee Member Purnel needs a tree preservation plan, correct landscape plan and resolution of drainage. Committee Member Hirschbein stated concern regarding the bar overhang as it is not shape or design of original building. Vice -Chair Fauber concurred regarding the bar overhang issues and had concerns regarding redundant entrances. Chair Secoy-Jensen agreed on the bar overhang and felt the rope lighting and color issues 2 Architectural Advisory Committee Meeting Minutes of July 22, 2013 were unresolved. M/S/C (Secoy-Jensen/Fauber, 6-1, Fredricks) To approve with the following conditions: • Bar roof overhand to be removed. Any new design to be brought back to the AAC for review. • Tree preservation plan by an arborist to be submitted at plan check. • Maximum 25% brass color in fencing. • Fencing on Palm Canyon and Tahquitz Canyon must be the same. • Construction plans must have resolution of drainage issues. • Replace rope lights with recessed LED lights or shield with aluminum trim or other comparable material to be reviewed by AAC subcommittee. • Plant material, size, location plan resubmittal to be reviewed by the same AAC subcommittee (Fredricks, Hirschbein and Purnel). NEW BUSINESS: 3. A MINOR ARCHITECTURAL APPLICATION (MAA) FOR APPROVAL OF RECONSTRUCTION OF THE SECOND FLOOR FACADE AND STREET -FRONT CLAY TILE ROOF PLANE AT THE CARNELL BUILDING; A CLASS 2 HISTORIC SITE AT 184- 196 NORTH PALM CANYON DRIVE; ZONE CBD (CASE 3.3200). (KL) Staff gave a brief presentation and responded to questions that the space was not usable, roofing material will be the "floor" and it will be waterproofed. Architect Chris Sahlin, representing the project, said they would be using materials as close as possible to match the existing and confirmed the upper story would not be habitable and would be seismically secured. M/S/C (Fred ricks/Hirschbein, 7-0) To approve with conditions: • Must be fully waterproof • Work closely with staff to match colors and materials. 4. AN AMENDMENT TO A PREVIOUSLY APPROVED PLANNED DEVELOPMENT DISTRICT 288 TO CONSTRUCT ELEVEN NEW HOMES IN THE FINAL PHASE OF THE PARTIALLY BUILT DISTRICT LOCATED AT LUGO ROAD; ZONE PDD 288 (CASE 5.0977-PD 288 AMND). (ER) Chris Prado and Michael Braun, applicants, described the project and why they changed designs from the previous phase. Committee Member Song asked about overhang size and shade protection. 3 Architectural Advisory Committee Meeting Minutes of July 22, 2013 Committee Member Purnel asked about the landscape plan. Applicants indicated the landscape and hardscape plans will return Chair Secoy-Jensen asked about the pool option. Applicants said previous project had a shared pool which wasn't popular. New units will have yard, pool or rooftop spa options. Vice -Chair Fauber stated that he was pleased with the street access to the units and not gated. Committee Member Fredricks said when landscape plan comes back it needs to address adjacent landscaping, needs to be a positive asset and also look at equipment and utility locations. M/S/C (Fredricks/Fauber, 7-0) To approve architectural design without landscape. 5. A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT AN APPROXIMATELY 10,300-SQUARE FOOT SERVICE / MANUFACTURING BUILDING ON A VACANT PROPERTY LOCATED AT 200 WEST OASIS ROAD; ZONE M-1 (CASE 3.3649-MAJ). (ER) Applicant Mr. Mukareb Imad described his project. Chair Secoy-Jensen asked about the shade structure. Applicant indicated it was wood. Committee Member Purnel had concerns regarding the landscaping especially Mesquite trees in the windy area and size of material in small planter area and ground cover not shown. Chair Secoy-Jensen questioned parking space #13. M/S/C (Secoy-Jensen/Fredricks, 7-0) To approve with conditions: • Wood trellis to be replaced with metal. • Study site plan for parkway location alternative. • Consider replacing concrete block. • Landscape plan to return to subcommittee (Fredricks and Purnel). Architectural Advisory Committee Meeting Minutes of July 22, 2013 COMMITTEE MEMBER COMMENTS: Date for Planning Commission and Architectural Advisory Committee workshop of September 25th did not work for all. Sept. 11th is an acceptable alternative. Important to work on a checklist. STAFF MEMBER COMMENTS: Remember to call with questions, request for materials so we can get for you.
