MINUTES OF JUNE 24, 2013
CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:02 pm
Committee Members Present: Secoy-Jensen, Fauber, Cassady, Hirschbein, Purnel
Excused: Fredricks, Song
Planning Commission Member: Klatchko
Staff: Wheeler, Newell
PUBLIC COMMENTS: There were no public comments.
1. APPROVAL OF MINUTES: Approval of Minutes with amendments for meeting of June 10,
2013.
ACTION: M/S/C (Purnel/Fauber (5-0). To approve the minutes of June 10, 2013.
2. CASE 3.2594 MINOR ARCHITECTURAL APPLICATION — Thomas Nolan of Palm Springs
International Airport to modify all landscape turf areas of the airport property located at 3400
East Tahquitz Canyon Way; Zone A, Sections 7, 12, 13 and 18; Class 1 Historic Site (West
Fagade).
Committee Member Cassady asked about turf reduction.
Chair Secoy-Jensen asked for a color sample for hardscape.
Applicant Tom Nolan indicated reduction of 8 acres of turf; no pavement color samples at this
time. He said the project is to meet three goals: Sustainability through reduced turf, new
efficient irrigation and reduction in emissions; improved pedestrian and vehicular travel through
way -finding; new plant species achieving water savings, beauty and shade, reducing
problems.
Vice -Chair Fauber asked about the raised crosswalk.
Applicant's landscape architect, Wayne Connor, indicated the crosswalks were ramped so

passengers could roll luggage across street without encountering curbs. He reviewed the
landscape plan in detail.
Committee Member Hirschbein asked if existing olive trees would stay.
Applicant Connor said yes. New Swan Hill Olive trees to be 36" box.
Committee Member Purnel questioned the walls and materials and growth rates of certain
trees and asked about the maintenance program which is extremely important.
Applicant Connor said he met with maintenance staff prior to preparing the landscape plan to
correct problems and get input.
Applicant Nolan said there will be training of maintenance staff specifically to this plan and
workers will need to be trained before allowed in field.
Committee Member Hirschbein emphasized need for maximum shade especially from Swan
Hill Olive trees.
Committee Member Purnel said he was comfortable with 36" box.
Chair Secoy-Jensen returned to the issue of hardscape color and material.
Applicant Connor said they'd use precast concrete but no colors selected yet.
ACTION: M/S/C (Fauber/Secoy-Jensen (6-0). Motion to approve submittal with 36" box Swan
Hill Olive trees but return to sub -committee with lighting and hardscape.
Committee volunteers: Committee Members Fauber and Purnel.
3. CASE 3.0841 MINOR ARCHITECTURAL APPLICATION / 6.259 VARIANCE — Rios
Clemented Hale Studios to enlarge the existing garage and modify landscaping at the hillside
residence located at 2288 Southridge Drive, Zone R-1-A, Section 25.
Applicants Selena Licus and Jennifer Shaw of Rios Clemente Hale Studios presented project.
Committee Member Purnel asked about driveway plantings.
Applicants indicated very rocky soil. Limited options.
Chair Secoy-Jensen asked if existing roofing material will be matched.
Applicants said yes.
ACTION: M/S/C (Secoy-Jensen/Cassady (6-0). Motion to approve.

4. CASE 5.1082 PLANNED DEVELOPMENT DISTRICT 321 AMENDMENT — A request by
Cindy and Craig Block for approval of a minor amendment to PDD 321 "The Morrison" for two
shade structures at 420 Chelsea Drive; Section 14.
Chair Secoy-Jensen asked if HOA had approved.
Associate Planner Newell said not yet.
Applicant representative Sean Flannery concurred.
Stephanie Austin, speaking against the project said the neighboring adjacent properties to the
east have lost all their privacy. The white tent was 4' above the wall and was put up without
approval and was an eyesore.
Committee Member Purnel asked about the percentage of shade generated by the trellis.
The applicant did not have an answer.
ACTION: M/S/C (Secoy-Jensen/Hirschbein (6-0). Chair Secoy-Jensen moved to continue the
item to a date uncertain awaiting material and color submittal and approval from HOA.
5. CASE 5.1082 PLANNED DEVELOPMENT DISTRICT 321 AMENDMENT — A request by
Bill Scott for approval of a minor amendment to PDD 321 "The Morrison" for a room addition at
484 Chelsea Drive; Section 14.
Committee Member Purnel asked if landscaping was part of project.
Applicant representative Sean Flannery said no.
Stephanie Austin, speaking against the proposal said the setbacks are confusing, the project
does not have a good history of being a good neighbor and their privacy has been destroyed.
Committee Member Hirschbein said over 14 feet is a good setback.
Chair Secoy-Jensen reminded the committee the HOA had approved.
ACTION: M/S/C (Fauber/Cassady (5-0). Motion to approve with added condition, "No roof
access or deck".
6. CASE 5.1082 PLANNED DEVELOPMENT DISTRICT 321 AMENDMENT — A request by
the City of Palm Springs for approval of a minor amendment to PDD 321 "The Morrison"
establishing uniform development standards and procedures for processing insignificant
changes for all lots in PDD 321, "The Morrison", Section 14.

Following considerable discussion regarding the city staff's proposal, it was determined that
the areas to protect are the east and south property lines where the Morrison abuts other
properties.
ACTION: M/S/C M/S/C (Fauber/Cassady (4-1, Secoy-Jensen). Motion to approve the
proposal to allow the following minimum setbacks for PPD 321 with the changes to 1) maintain
a 14'6" setback on the south and east property lines, 2) new construction limited to 12' building
height, 3) no roof access or decks and 4) HOA approval letter to be on file.
Front yards: 6' minimum all
10' buildings to rear
Interior Side yard: 0' attached, 4' others
Front Side yard: 7'
Rear: 10'; 5' pool front
COMMITTEE MEMBER COMMENTS: None
STAFF MEMBER COMMENTS: Request AAC members to bring back questions/topics for
joint meeting with Planning Commission in Fall.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 5:27 pm to its regularly
scheduled meeting on Monday, July 8, 2013, at 3:00 pm, City Hall, Council Chamber, 3200 E.
Tahquitz Canyon Way.
