REVISIONS TO AGENDA:
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 3.3616 MAJ — Restudy O'Reilly Automotive Parts
O'Reilly Automotive Stores for the construction of a new 7,881-square foot auto parts store
on a 40,971-square foot pad site at the Palm Springs Market Place Shopping Center, 1717
East Vista Chino Road, Zone CSC, Section 21. (GM)
Assistant Planner Mlaker stated that the AAC had previously reviewed this case at their
February 11, 2013 meeting and recommended a restudy with eleven comments. The
recommendations with analysis are included in the Staff memo. Mr. Mlaker briefly pointed
out the revisions to the plan based upon AAC's comments.
Mark Bergquest, architect for O'Reilly Auto Parts was present and answered questions.
Chair Kleindienst thanked the applicant for responding to the previous AAC comments
Member Secoy-Jensen asked if the split face block would match the block of the existing
center and stated that the revisions are a good response to the AAC concerns.

Member Purnel asked why a planter bed was not added to the south side of the building. He
stated that revisions should be made to the landscape plan which is as follows:
Plants species to be replaced:
Phormium "Guardsman"
Phormium "Yellow Waves"
Jasminum
Fortnight Lily
Snow in Summer
In addition plant sizes shall not be smaller than 5 gallon and Lantana should be planted 6
feet on center. Plan notes should be reviewed for accuracy and the type, size and color of
decomposed granite to be listed.
Member Fredricks stated that plants listed as a 24" sized box should be increased to a 36"
box. Plants around the trash area should be at least 15 gallon in size and the variety of
Texas Ranger to be changed.
Vice Chair Harlan expressed concern regarding a proposed exit door on the north fagade
facing Vista Chino.
ACTION: M/S/C (Purnel / Fredricks, 6-0) To recommend approval to the Planning
Commission with final review of a revised landscape plan by an AAC sub -committee
consisting of members Purnel and Fredricks.
AGENDA ITEM #3: Case SP 12-001 Restudy — La Plaza Sign Program
Best Signs to establish a sign program for the commercial complex knows as La Plaza
located at 115 South Palm Canyon Drive, Zone CBD, Section 15. The complex is designated
as a Class 1 historic site. (DN)
Associate Planner Newell described the proposed sign program for the historic complex and
noted the various sign options for the different tenants.
Jim Cross of Best Signs, Inc. provided background on the sign program. He explained the
necessity of the different sign types due to the various building fagade types that exist
throughout the complex. The existing monument sign is proposed to remain.
No additional public comments were received.
The Committee discussed various items in the sign program, including preferences of
hanging arcade signs; locations and varieties of directional signs; eliminating the proposed
light pole with directional signage; the existing monument sign and proposed designs; and
allowing hand -painted signs throughout the center.
ACTION: M/S/C (Harlan / Jensen, 6-0) To restudy the proposal based on the following
comments:

1. Unification of fonts on all directional signs;
2. Provide specific location criteria for arcade on fascia signs;
3. Eliminate sign no. 16 — the light pole with signage;
4. Allow a directory sign at each arcade entry point to La Plaza (4 total);
5. Include more information on awning signage;
6. Regarding the Palm Canyon corner tenants on the first floor, allow additional main
sign option beyond sign type no. 6 (internally illuminated channel letters);
7. Provide a proposed design should the monument be removed;
8: Bungalow entrance sign (sign type no. 17) should incorporate a radius base and same
border at bottom of sign as shown on top;
9. Design of future hanging signs in arcade to be dark brown and similar to those
existing;
10.Include a section of proposed wall and freestanding directional signage;
11. Encourage hand painted signs throughout entire center;
12. Choose color palate for future awnings.
AGENDA ITEM #4: Case 3.2701 MAA - Leonard Road Solar Array
Renova Energy Corporation for the installation of a ground mounted solar array on a hillside
lot located at 2150 North Leonard Road, Zone R-1-A, Section 3. (GM)
Assistant Planner Mlaker stated that the request is to construct a 635-square foot solar array
with a maximum height of 70 inches located on the south side of the subject parcel.
Patrick from Renova Energy was present to answer any questions.
Member Purnel asked for clarification on the proposed cleared vegetation.
Robert Doren, property owner stated that the solar array will not be viewed by adjacent
property owners being that the land to the south, west, and east is vacant.
ACTION: M/S/C (Kleindienst / Thompson, 6-0) To recommend approval.
CHAIRMAN / COMMITTEE / STAFF COMMENTS:
Margo Wheeler the new Planning Director was present and introduced herself to the AAC.
