Planning Commission Members Present: None
APPROVAL OF MINUTES: Approval of Minutes for meeting of January 7, 2013 with one
correction for agenda item #4.
ACTION: M/S/C (Kleindienst / Fauber, 6-0) To approve the minutes of January 7, 2013 with
one correction for agenda item #4.
APPROVAL OF MINUTES: Approval of Minutes for meeting of January 22, 2013 as
presented.

REVISIONS TO AGENDA: None
PUBLIC COMMENTS: Three (3) minute time limit per person on matters within the
jurisdiction of the Architectural Advisory Committee.
There were no public comments.
AGENDA ITEM #2: Case 3.3622 — Sheard & Atkins Residence
Mark Sheard and Dusty Atkins for the construction of a steel framed shade structure at the
rear of the residence to facilitate solar array at the property located at 2494 North Vista Drive.

Minutes of February 11, 2013
Associate Planner Newell presented the proposed project as outlined in the staff
memorandum. The proposed shade structure will be white, but the applicants were open to
other colors.
Chair Kleindienst asked about yard requirements. Newell clarified that the project complies
with all setback requirements.
Dusty Atkins (owner) explained that the proposed shade structure will allow for solar array
installation and also allow for use of outdoor space. He noted that the existing roof is aged
and not ideal for solar panel installation.
No additional public comments were received.
ACTION: M/S/C (Secoy-Jensen / Thompson, 5-0-1, abstain Fauber) To recommend
approval as submitted.
AGENDA ITEM #3: Case 3.2172 MAJ — Trainor Residence
An application by William Trainor for renovation and additions to an existing 1,500-square
foot home on a roughly 1.1 acre parcel at 295 Camino Carmelita. (KL)
ACTION: M/S/C (Fauber / Fredricks, 6-0) To recommend approval as submitted with the
stipulation that the color be set at white.
AGENDA ITEM #4: Case 3.3616 MAJ — O'Reilly Automotive Stores
O'Reilly Automotive Stores for the construction of a new 7,881-square foot building on a
40,971-square foot pad site; review of site and landscape plans including building elevations
at the Palm Springs Market Place Shopping Center, 1717 East Vista Chino Road, Zone CSC,
Section 21. (GM)
Assistant Planner Mlaker presented the plan and stated that the project includes the
construction of a new 7,881-square foot building on a vacant pad site at the Palm Springs
Market Place Shopping Center. The review includes landscape and building elevations.
Mark Bergquist, Architect for O'Reilly Automotive Stores was present and provided an
overview of the project and answered questions.
Chair Kleindienst stated the following concerns with the project as presented:
• Building block type and color
• No landscaping between the building west fagade and sidewalk
• Concern about service area at entrance to shopping center
Landscape island needed at end of parking row next to service area and in long row in
front of main entrance
• Building elevations are non -articulated

Vice Chair Harlan stated that a dedicated path of travel to the front door should be included
and a concern about the location of the trash area. In addition he stated that greater
articulation of the north and east sides of the building are required.
Member Fauber asked for clarification on the wall materials for the trash enclosure and
parking lot screen.
Mr. Bergquist stated that the ser\ iicce and trash area have been sited adjacent due to
operational concerns. In respons6 uestions regarding the building block style, O'Reilly's
typically use split face block painted due to incidents of graffiti.
Member Thompson asked if there was any additional lighting on the building not shown on
the lighting plan.
Member Purnel stated that enhanced landscaping is needed with the use of varying plant
heights. In addition he is not familiar with plant species "Fortnight Lily" and "Snow in
Summer"; the proposed lantana should be 5 gallon planted 4 foot on center.
Member Secoy-Jensen stated that she does not support the painting of split face block,
alternate may be the use of stucco. Building elevation needs more presence on the Vista
Chino side, possible enhancements may include a trellis feature with enhanced landscaping.
The store entrance through the parking lot should be studied.
Member Fauber stated that he does not support painted block and the proposed landscape
plan does not appear to soften building.
The AAC made the following recommendations and comments:
- 1. Landscape plan to be enhanced with use of varying plant heights, types and
quantities; include types of ground cover.
2. Front building entry to be studied; provide a pronounced entryway.
3. Provide site lighting cut sheets for all proposed fixtures.
4. Increased articulation on the north and east building elevations.
5. Provide a landscape planter area on west fagade between building and sidewalk.
6. Study the location of existing mature palm trees as they relate to possible building
signage.
7. Seek alternate to painting of split face block.
8. Increase landscaping around trash service area.
9. Study parking lot layout to reduce drive aisle widths and include an island along
the front building parking row; add island adjacent to service area.
10. Provide consistent sidewalk widths from site to Vista Chino Road.
11. Parking lot screen wall to have returns.
ACTION: M/S/C (Harlan / Fauber, 6-0) To recommend restudy based upon the
comments listed above.

AGENDA ITEM #5: 5.1293 PD362 — Desert Moon Assisted Living Facility
An application by Joshua Levy, owner of the Desert Moon Hotel for a Planned Development
District in lieu of a change of zone to convert an existing hotel to an assisted living facility for
senior living at 2150 North Palm Canyon Drive Zone C1/R2. (KL)
Member Purnel recused himself due to conflict of interest and left the chamber.
Associate Planner Lyon presented the project. Lance O'Donnell on behalf of the owner
further explained the project.
In response to questions from the AAC, the applicant noted:
-He will review if the trash enclosure would be adequate given the kitchen and change of
use.
-Windows will be replaced with painted vinyl insulated windows.
-Through-wall air conditioners will be replaced with "mini -splits" located in the north and south
yard areas.
-The north property line wall is existing masonry.
ACTION: M/S/C (Kleindienst / Secoy-Jensen, 5-0-1, abstain Purnel) To unanimously
recommend approval to the Planning Commission as presented.
AGENDA ITEM #6: 3.3610 SFR — Berardi Residence
An application by Mario Berardi for a 5,631 square foot single family residence with an
attached second unit on a 18,285 square foot lot at 3151 Casa Bonita Drive, Zone R-1-B;
Canyon Park Specific Plan. (KL)
Associate Planner Lyon presented the project. The owner had no further presentation to
make.
ACTION: M/S/C (Harlan / Thompson,, 6-0) To unanimously ,recommend approval as
presented.
