MINUTES OF DECEMBER 9, 2013
CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:00 pm.
ROLL CALL:
Committee Members Present: Cassady, Fredricks, Hirschbein, Purnel, Song, Vice -
Chair Fauber and Chair Secoy-Jensen
Also Present: Director of Planning Wheeler, Associate Planner Newell
Planning Commissioner Present: Commissioner Roberts
REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Wednesday, December 4, 2013.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS: None.
1. CONSENT CALENDAR:
1A. APPROVAL OF MINUTES: NOVEMBER 25, 2013.
M/S/C (Secoy-Jensen/Fredricks, 4-0-2 absent Fauber/Song) Approve the
Architectural Advisory Committee Minutes of November 25, 2013.
2. UNFINISHED BUSINESS:
2A. ARCHITECTURAL APPROVAL FOR GARY AND JULIE CHANEY TO
REMODEL AND EXPAND AN EXISTING SINGLE-FAMILY RESIDENCE,
INCLUDING THE ADDITION OF APPROXIMATELY 1,402-SQUARE
FEET OF LIVING AREA AND A NEW TWO -CAR GARAGE ON A
HILLSIDE LOT LOCATED AT 2343 BISNAGA AVENUE, ZONE R-1-B
(CASE 3.2420 MAJ). (DN)
Associate Planner Newell presented the updated plans showing ground A/C.
Committee Member Cassady asked about the percentage in pitch reduction.

BRIAN DIEBOLT, project architect, responded that the roof slope changed from 6:12
to 3:12.
COMMITTEE MEMBER HIRSCHBEIN asked why stone veneer wasn't continued on
courtyard wall, and if there was a materials board.
CHAIR SECOY-JENSEN noted colors are same as previous.
COMMITTEE MEMBER SONG questioned if the courtyard walls were block and
stucco.
CHAIR SECOY-JENSEN questioned if solar panels would be on the roof
COMMITTEE MEMBER HIRSHBEIN thanked the applicant.
COMMITTEE MEMBER SONG commented on the roof pitch noting a big
improvement. Veneer should continue onto four foot walls, or use of split face block.
Overhang on west elevation should have wider posts and soffit.
COMMITTEE MEMBER FREDRICKS commented that the landscape plan was greatly
improved.
M/S/C (Fauber/Hirschbein, 6-0-1 abstain Purnel) Recommend approval with conditions
as follows:
• Veneer to continue onto wall
• Pilasters to be split face
• West elevation, wider posts and soffit
2B. MINOR ARCHITECTURAL APPLICATION BY RAMLA USA / GYORO
RESTAURANT FOR APPROVAL OF A REVISED DESIGN FOR A ROOF
FOR THE OUTDOOR BAR AT THE OASIS COMMERCIAL BUILDING, A
CLASS 1 HISTORIC SITE LOCATED AT 101-121 SOUTH PALM
CANYON DRIVE, ZONE CBD (CASE 3.1289 MAA / HSPB 55).
ANA HENTON, project architect, presented the changes to the bar roof. Responding
to questions she explained the rectangular lights below will be removed and replaced
with small lights attached below which will illuminate the entire panel.
COMMITTEE MEMBER CASSADY asked about the bar surface.
ANA HENTON indicated it was granite.

CHAIR SECOY-JENSEN felt that the new design was respectful to the historic
structure while adding playfulness.
COMMITTEE MEMBER SONG discussed the roof being trapezoidal in shape.
Applicant said it was a good idea and she would look into it.
M/S/C (Fredricks/Cassady, 7-0, with amendment by Chair Secoy-Jensen accepted) To
approve as presented, with final color of roof and support structure and lighting to be
approved by staff.
3. NEW BUSINESS:
3A. A NEW 4,676-SQUARE FOOT HOUSE ON A HILLSIDE LOT BY JEAN
GOLD TO INCLUDE AN ADMINISTRATIVE MINOR MODIFICATION
REQUESTING AN INCREASE IN BUILDING HEIGHT AT 131 RIDGE
MOUNTAIN DRIVE, ZONE R-2 (CASE 3.3697 MAJ / 7.1409 AMM).
STEVEN EHRLICH, project architect, presented the project and commented on the
simple palette of color and materials.
COMMITTEE MEMBER FAUBER questioned why aluminum on roof of pool house.
APPLICANT addressed the sun and heat radiance also photovoltaic generates heat
and shading too.
COMMITTEE MEMBER FAUBER asked where the grading is.
STEVEN EHRLICH responded that they must scrape away the fill and need to get rear
grade about 4' below existing.
CHAIR SECOY-JENSEN asked about the driveway approach design.
STEVEN EHRLICH responded that the stones will remain but anticipates stability.
COMMMITTEE MEMBER FREDRICKS questioned about the site disturbance.
WILLIAM KOPELK, project landscape designer, provided information on landscape
design.
COMMITTEE MEMBER HIRSCHBEIN spoke in favor of the project.
COMMITTEE MEMBER FREDRICKS commented that the landscape size and
materials are appropriate.

COMMITTEE MEMBER PURNEL likes the minimal disturbance.
CHAIR SECOY-JENSEN commented on the significant architecture.
M/S/C (Secoy/Jensen/Fredricks, 7-0) Recommend approval to the Planning
Commission.
3B. ARCHITECTURAL REVIEW OF PRELIMINARY AND FINAL
DEVELOPMENT PLANS BY WESSMAN HOLDINGS, LLC, FOR A 39-
LOT DETACHED SINGLE-FAMILY RESIDENTIAL PROJECT
CONSISTING OF TWO-STORY, DETACHED HOMES WITH GARAGES
AND PRIVATE YARD AND POOL AREAS AT 1601 S. BELARDO
ROAD, ZONE R-3 (CASE 5.1310 PD 365 / TTM 36548).
A letter was submitted by Judy Deertrack and reviewed by the Board.
In response to a question by Committee Member Hirschbein regarding neighborhood
meetings, Director Wheeler reported that the purpose of the meeting is to receive and
give information. The developer may or may not take input. It is not the opportunity
for the neighborhood to design the project for the developer. The developer has the
opportunity to submit as he wishes to do so. Director Wheeler indicated that the City
Attorney indicated the matter can go forward.
COMMITTEE MEMBER HIRSCHBEIN asked about the issue of public benefit.
Staff replied that City Council adopted a policy establishing types of public benefit, at
least one of which is to be included in PDD proposals - meeting General Plan
objectives such as economic development, key features such as open space / meeting
rooms, sustainability or off -site dedications.
COMMITTEE MEMBER FAUBER asked if there are any units other than lot 39 with
casita. How tall are the walls.
MICHAEL BRAUN, applicant representative, responded the only number 39 has a
casita and the height of the wall is 6'.
COMMITTEE MEMBER FREDRICKS asked questions regarding plant location.
COMMITTEE MEMBER CASSADY asked how many guest parking there are.
MICHAEL BRAUN responded 15 guest parking spaces.
COMMITTEE MEMBER SONG asked if the side setbacks are 3' - 6' and will the

garbage cans be kept within the garage
MICHAEL BRAUN commented that the buildings are 22' high; units 1 and 19 are
closer than would be allowed by underlying zoning without a PDD.
The following speakers provided testimony:
JUDY DEERTRACK said that use and design cannot be separate, that it implies
single-family is compatible to multi -family residential. The open space is different;
facing the pools. She requested that this project be sent back to the Planning
Commission before a decision is made.
FRANK TYSON said the project has improved. The AAC needs to be independent
committee to review the public benefit; the AAC needs more power.
MICHAEL BRAUN responded that 1.82 acres will be dedicated to the City.
COMMITTEE MEMBER HIRSCHBEIN suggested dedicating a ROW to give access to
the open space.
COMMITTEE MEMBER FREDRICKS commented on the lack of open space within the
project and plant materials. Need answers from landscape architect on use of certain
plant types that will only survive in shaded areas.
COMMITTEE MEMBER HIRSCHBEIN directed questions to landscape committee
members on landscape area along Belardo, as it appears too narrow a space.
COMMITTEE MEMBER PURNEL responded.
COMMITTEE MEMBER HIRSCHBEIN expressed concern on building setbacks for
units 1 and 19 from adjacent residential complex.
COMMITTEE MEMBER FAUBER expressed concern with no interior public space and
no sidewalks.
CHAIR SECOY-JENSEN said that comments previously made had not been
addressed. The entry needs to be addressed with landscape changes suggested.
COMMITTEE MEMBER CASSADY said the project is too dense and setbacks are too
little. They are detached condominiums.
COMMITTEE MEMBER SONG said that density is important and suggested fewer
swimming pools and provides more open space. Staggering buildings may provide
more open space in front.

COMMITTEE MEMBER HIRSCHBEIN said that more research should be done to
access the dedicated hillside area.
M/S/C (Fredricks/Fauber, 6-1 Cassady) Table and request applicant's landscape
architect to be present.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 5:09 pm to the
next regular meeting on Monday, January 6, 2014, at 3:00 pm in the Council
Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
