CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:00 pm
ROLL CALL:
Committee Members Present: Fredricks, Hirschbein, Purnel, Song, Vice-
Chair Fauber and Chair Secoy-Jensen
Committee Members Absent: Cassady
Planning Commissioner Present: Lowe
Also Present: Director Wheeler, Assistant Planner Mlaker, and
Intern Canchola
REPORT OF THE POSTING OF AGENDA: The Agenda was posted for public access
at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter. .
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS - None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: JUNE 23, 2014
M/S/C (Fauber/Secoy-Jensen, 5-0-1-1 abstain Fredricks, absent Cassady) Approve as
amended.
NEW BUSINESS:
2. THOMAS JAKWAY FOR ARCHITECTURAL REVIEW OF A HILLSIDE
DEVELOPMENT CONSISTING OF A SINGLE STORY 2,792-SQUARE FOOT
RESIDENCE LOCATED AT 320 CAMINO ALTURAS, ZONE R-1-B (CASE

ASSISTANT PLANNER MLAKER explained the proposal.
TOM JAKWAY, applicant and owner, met with neighbors and has revised his plan.
BOARD MEMBER FREDRICKS had a question on the fence on the east side and
wanted to know what the plans were for it.
MR. JAKWAY is going to build a 6ft high concrete wall 4ft away from the existing wall
with the same length and put dirt in-between to plant hedges.
BOARD MEMBER SONG commented on the increase of privacy with the new plan.
MR. JAKWAY said yes, you will only see a small wall and some landscape were the
driveway is and there will not be hedges along the street. The neighbors are very happy
with the design.

3. DAVID SALYER FOR A NEW 502-SQUARE FOOT GARAGE ADDITION ON A
HILLSIDE LOT AT 925 PANORAMA ROAD, ZONE R-1-A, SECTION 3. (CASE
3.3740 MAJ). (GM)
BOARD MEMBER FREDRICKS recused himself due to conflict and left the chambers.
ASSISTANT PLANNER MLAKER explained the proposal and said the adjacent
neighbors were notified and there were some questions to explain the project and there
was no opposition.
CHRIS NEAL, contractor and representative of the applicant, said that the garage will
not be seen from the street.
BOARD MEMBER SONG questioned the roof style on the new addition.
MR. NEAL said the air-conditioning system sits in the garage to be able to duct the
house from the garage. The design is to pick up the pitch roof and to bring in the flat
roof and keep it low enough so it doesn’t stick above the roof line.
VICE-CHAIR FAUBER wanted to know if the material of roofing will be the same as the
rest of the house.
MR. NEAL said that the main house roof which is a foam roof will be changed to a metal
roof and the garage will be a foam roof.

BOARD MEMBER HIRSCHBEIN questioned if the stone work will be stuccoed over.
MR. NEAL said they will not be stuccoing over the stone work.
VICE-CHAIR FAUBER asked if the metal roof will go over the existing foam roof.
MR. NEAL said no, it will go plywood, foam, and then metal.
BOARD MEMBER SONG suggested a condition for the breeze-way roof slope and
material to follow that of the main house and garage roof may be flat.
M/S/C (Fauber/Secoy-Jensen, 5-0-1-1, abstain Fredricks absent Cassady) Approve with
one condition as proposed by Board Member Song.
4. JON NELSON, OWNER OF CODY INN FOR A RENOVATION OF AN
EXISTING HOTEL TO INLCUDE REPAINT, NEW GARDEN WALLS, LANDSCAPING,
AND ROOF PARAPET LOCATED AT 1586 E. PALM CANYON DRIVE, ZONE R-3,
SECTION 23 (CASE 3.3504 MAA). (GM)
CHAIR SECOY-JENSEN questioned the design concept and asked if it was a western
theme.
JOHN WARD, applicant representative, stated that the design concept was a western
theme and that the parapet is to disguise equipment on the roof.
CHAIR SECOY-JENSEN asked the applicant if he will be keeping the existing roof
profile.
MR. WARD said yes.
VICE-CHAIR FAUBER asked if the applicant will be removing the wood siding.
MR. WARD said yes, with stucco and new windows will be going in.
VICE-CHAIR FAUBER asked if they’re only replacing the front windows.
MR. WARD said yes, that only the front windows will be replaced
BOARD MEMBER HIRSCHBEIN asked if the view from the adjacent property will be
blocked with equipment.
MR. WARD said no.

BOARD MEMBER HIRSCHBEIN asked for applicant to explain faux windows.
MR. WARD explained that a faux window is a glass window with shutters on each side
but it will not be see-through.
BOARD MEMBER HIRSCHBEIN questioned why the applicant chose to use wood with
stucco walls.
MR. WARD said the reason for wood with stucco walls is cost.
BOARD MEMBER SONG asked what finish would be used on the stucco walls.
MR. WARD said the finish on the stucco wall will be sand finish.
BOARD MEMBER SONG asked instead of using faux windows if the applicant would
consider using a metal grill for an opening.
MR. WARD said he will consider using metal grill for the opening.
BOARD MEMBER SONG asked if the roof tile will be a barrel or flat roofing.
MR. WARD said the roof tile will be flat.
BOARD MEMBER SONG has concerns that the tile is 5 inches wide and the wall is not
that wide.
CHAIR SECOY-JENSEN asked what the point of the faux windows is.
MR. WARD said to break up some of the monotony of the wall, echo shutters and
create a western theme.
BOARD MEMBER FREDRICKS asked what the plan is for the 3 citrus trees on Palm
Canyon.
MR. WARD said one is to be removed and of the others he is unsure.
BOARD MEMBER FREDRICKS needs a plan to see the fate of the citrus trees.
VICE-CHAIR FAUBER has a problem with the parapet wall and has concern with the
proposed tile and faux windows.
BOARD MEMBER HIRSCHBEIN said the applicant is doing a good thing bringing the
building back to life but the design is not up to what it needs to be at this prime location.

BOARD MEMBER PURNEL said parapet is not in context, faux windows don’t work
because height alone is not appropriate and flush mounted is lower quality, trailing ice
plant won’t work well in the desert, Palm Springs gold doesn’t hold up well, needs to
know what citrus trees are staying and going and is not fond of the color palette.
BOARD MEMBER HIRSCHBEIN said the metal grill will work better than the faux
windows; barrel cap is needed for the wall, like to see variation of wall; stump stone or
vertical board and batten sections.
CHAIR SECOY-JENSEN said a variety of materials would work with this theme and
could not support faux windows.
CHAIR SECOY-JENSEN suggested CMU as an affordable wall material.
BOARD MEMBER SONG said that a pilaster or changes in materials or placement at 8
feet intervals.
VICE-CHAIR FAUBER said thought is needed to be given to plant material and have
varying sizes and growth rates.

STAFF MEMBER COMMENTS: Workshop July 23, 2014 with Planning Commission.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 4:28 pm to the Large Conference room joint workshop to be July 23, 2014,
at 12:00 pm, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
