ROLL CALL: Committee Members Present: Cassady, Fredricks, Purnel, Song, Vice -Chair Fauber and Chair Secoy-Jensen Committee Member Excused: Hirschbein Planning Commissioner Present: Chair Donenfeld Also Present: Director Wheeler and Assistant Planner Mlaker REPORT OF THE POSTING OF AGENDA: The Agenda is available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by May 21, 2014. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: MAY 12, 2014 M/S/C (Song/Secoy-Jensen, 4-0-2-1 abstain Fredricks/Purnel, absent/Hirschbein) Approve with changes. NEW BUSINESS: 2. STEVE HERMANN HOTELS, LLC, FOR A NEW 920-SQUARE FOOT COMMERCIAL KITCHEN AND RESTROOM BUILDING WITH DINING Architectural Advisory Committee Minutes May 27, 2014 COURTYARD; AND THE ADDITION OF 14 PARKING SPACES AT THE HORIZON HOTEL LOCATED AT 1050 EAST PALM CANYON DRIVE. (CASE 3.0313 MAA). (GM) Chair Secoy-Jensen questioned if this project will be reviewed by the Planning Commission. Vice -Chair Fauber confirmed it is not a Class 1 and will not go to the HSPB. STEVE HERMANN, APPLICANT, stated that adding a restaurant will allow it to continue. COMMITTEE MEMBER SONG questioned if the wall will match slump stone and will the corner feature match also. STEVE HERMANN said yes that their goal is to be seamless. COMMITTEE MEMBER SONG asked what type of landscape will be along the wall. STEVE HERMANN said Twill be allotted for hedge plantings. COMMITTEE MEMBER FREDRICKS questioned the size of the landscape. STEVE HERMANN said 24" box for the hedge and 48" box for the trees. VICE -CHAIR FAUBER questioned if any trees can be saved. STEVE HERMANN responded yes. COMMITTEE MEMBER FREDRICKS commented that 9' high hedge needs to be a wider planter. STEVE HERMANN said it will be T-8'. The site can handle a wider planer area. CHARLES CANTRELL, SUNTAN LANE, resides north of property. He said he has a 20' long wall, 8' wall and 4' hedges. The wall is collapsing. VICE -CHAIR FAUBER expressed concern with odors emitting from the trash location. CHAIR SECOY-JENSEN asked the City to follow up on the wall issue. M/S/C (Fred ricks/Purnel, 6-0) Approve with the following recommendations: 1. Ficus hedge be 15 gallon planted 30 inches apart. 2. Other trees in 36" boxes. 3. Olive trees to be 48" box. 2 Architectural Advisory Committee Minutes May 27, 2014 4. Hedge planter a minimum of 4' wide. Vice -Chair Fauber requested amendment to motion to include: 5. Healthy trees to remain. Amendment accepted. 3. MARK TEMPLE FOR A NEW 3,502-SQUARE FOOT HOUSE ON A HILLSIDE LOT TO INCLUDE AN ADMINISTRATIVE MINOR MODIFICATION REQUESTING AN INCREASE IN BUILDING HEIGHT AT 771 LA MIRADA DRIVE, ZONE R-1-A, SECTION 22 (CASE NOS. 3.3733 MAJ / 7.1423 AMM) (GM) MARK TEMPLE, APPLICANT, was available for questions. The AAC had questions in reference to the future lot. COMMITTEE MEMBER SONG said she likes the design. CHAIR SECOY-JENSEN concurred. M/S/C (Secoy-Jensen/Fredricks, 6-0-1 absent Hirschbein) Approve, as submitted. 4. LIZ AND MARK OSTOICH FOR A CONDITIONAL USE PERMIT TO ALLOW A 1,307-SQUARE FOOT CASITA AND WINE CELLAR WITH KITCHEN ON A HILLSIDE LOT LOCATED AT 660 PALISADES DRIVE, ZONE R-1-A, SECTION 15 (CASE NOS. 5.1337 CUP AND 3.1745 MAJ). (GM) COMMITTEE MEMBER FREDRICKS asked questions if there would be additional landscaping. LIZ OSTOICH, APPLICANT, said she is requesting an 882 sq. ft. casita. They wish to keep the existing mountain landscaping. And will only replace anything that is destroyed. HUGH KAPTUR showed his model to the AAC and explained the project and building materials. CHAIR SECOY-JENSEN questioned how this form speaks to the original building. HUGH KAPTUR responded that he originally designed three houses. 3 Architectural Advisory Committee Minutes May 27, 2014 COMMITTEE MEMBER SONG asked if the retaining walls to be poured in place in relation to existing in stone. HUGH KAPTUR said it is an exciting site to create architecture. VICE -CHAIR FAUBER commented that it is beautifully conceived. CHAIR SECOY-JENSEN noted that it is a very private home. M/S/C (Fredricks/Fauber, 6-0-1 absent Hirschbein) To recommend approval; with one condition: • Any planting limited to native species. COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: Director Wheeler thanked those who participated in Historic Preservation Event and reminded the Committee of the June 11th joint study session. ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:07 pm. to the next regular meeting at 3:00 pm on June 9, 2014, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
