Minutes of May 12, 2014
CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:01 pm.
ROLL CALL:
Committee Members Present: Cassady, Hirschbein, Song, Vice -
Chair Fauber and Chair Secoy-Jensen
Committee Members Excused: Fredricks and Purnel
Planning Commissioner Present: None
Also Present: Director Wheeler, Associate Planner Lyon and
Assistant Planner Mlaker
REPORT OF THE POSTING OF AGENDA: The Agenda is available for public access
at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on May 6, 2014.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.

2. BRANDENBERG OASIS PLAZA LLC, FOR AN AMENDMENT TO THE SIGN
PROGRAM FOR THE OASIS COMMERCIAL BUILDING, A CLASS 1

HISTORIC SITE LOCATED AT 101-121 SOUTH PALM CANYON DRIVE
(CASE 10-001 SP AMND). (KL)
Associate Planner Lyon presented the proposed project.
CHAIR SECOY-JENSEN expressed concern that elevations are not included. It is
difficult to evaluate.
COMMITTEE MEMBER CASSADY questioned what it would look like if all the signs
allowed were shown.
VICE -CHAIR FAUBER commented that lots of signs are proposed but they do not all
seem to be shown on the plan.
COMMITTEE MEMBER SONG needs to know the extent of the signage.
CHAIR SECOY-JENSEN commented that the site plan for the first floor is needed
COMMITTEE MEMBER HIRSCHBEIN said that neighboring signs are not compatible
with program.
ANA ESCALANTE, APPLICANT, stated that the amendment is to allow the tenants with
two frontages to have signage on both sides. She agrees that site plans, elevations
and types of letters are needed.

NEW BUSINESS:
3. TIMBERLAKE HOLDINGS LTD. FOR A SIGN PROGRAM AT THE INDIAN
CANYON CENTER ESTABLISHING WALL SIGN CRITERIA FOR SEVEN
RETAIL STORES AND ONE INTERNALLY ILLUMINATED DOUBLE -SIDED
MONUMENT SIGN LOCATED AT 350-364 SOUTH INDIAN CANYON DRIVE,
ZONE LSC, SECTION 14. (CASE 14-003) (GM)
JESSE CROSS, BEST SIGNS, representing the applicant, stated that they will remove
existing 2 x 10 recessed blue fabric fascia, and signage on glass will be removed. He
said all illegal signs will be removed.
SCOTT TIMERBLAKE, BUILDING OWNER, commented on visibility of business in rear
of site.
COMMITTEE MEMBER CASSADY questioned if monument signs have the same
tenants on both sides of sign as shown.

JESSE CROSS said yes.
COMMITTEE MEMBER SONG expressed concern that monument sign panels will be
too bright.
VICE -CHAIR FAUBER noted that some existing signs are not located on walls in
uniform location.
COMMITTEE MEMBER SONG commented that monument sign is moving in right
direction. Landscaping needs help. What color will the base be?
JESSE CROSS responded it will be painted to match the building.
COMMITTEE MEMBER HIRSCHBEIN commented that monument sign needs to have
reversed letters with opaque field surrounding.
COMMITTEE MEMBER CASSADY said this cleaner's location sign should be forward
off the wall as it is now.
CHAIR SECOY-JENSEN commented that in the future, center signs should be on
parapet. The landscape should be re -worked to desert landscape, akin to Tahquitz
Canyon medians.

Planning Commission with the following conditions:
• Window signs removed.
• Awning letters removed.
• Monument sign letters reverse with opaque back.

Committee Member Hirschbein requested an amendment without any changes to the
tenant G & H. Amendment was accepted.
4. PALM SPRINGS UNIFIED SCHOOL DISTRICT (SPRINT WIRELESS) FOR
ARCHITECTURAL REVIEW TO CONSTRUCT AN EIGHTY-FIVE FOOT HIGH
MONOPOLE STRUCTURE WITH ASSOCIATED EQUIPMENT SHELTER
ADJACENT TO VISTA DEL MONTE ELEMENTRY SCHOOL AT 2744 NORTH
VIA MIRALESTE, ZONE O (CASE NOS. 5.0969 CUP & 6.538 VAR). (GM)
ERNIE PALMERIN AND PAUL NUSSBAUM, THE PALMERIN GROUP, presented the
proposed project.

COMMITTEE MEMBER SONG asked what kind of palm trees will be planted.
APPLICANT responded that they can use whatever type they like.
COMMITTEE MEMBER HIRSCHBEIN asked what the height is.
APPLICANT responded that the existing 85' pole is for school communication. Sprint
then came along and co -located. Parents wanted it removed. Sprint is at 65'; the
school district will be at 82' on the new site and have co -locators to allow up to four
carriers.
ERNIE PALMERIN said that since the area is so flat, antennas can be 35'. Lower
carriers mean lower rent.
CHAIR SECOY-JENSEN said equipment shelter should reflect architecture of school.
What is the minimum height for shelter? Could it just have chain -link over?
APPLICANT said 8' sometimes pre-fabs are 10'. Chain -link lids could work. Without
mansard the height is 10'.
VICE -CHAIR FAUBER said split -face is fine, no tile roof. Mexican Fan Palm is ok.
COMMITTEE MEMBER SONG said it needs some design on the flat fascia. They
need to double number of palm trees.
VICE -CHAIR FAUBER said he doesn't see the need for additional palms.
M/S/C (Fauber/Secoy-Jensen, 5-0-2 absent Fredricks/Purnel) Approve with conditions:
• Remove mansard roof.
• Allow 10' stacked bond or 8x8 profile block painted per school colors. Chain link
lid.
• Return with landscaping plan. To be reviewed by subcommittee of Randy Purnel
and Gary Fredricks.
5. PACIFICA L 39, LLC, FOR ARCHITECTURAL REVIEW OF AN ENTRY
PORTICO TRELLIS STRUCTURE AT THE TRIADA HOTEL (FORMERLY THE
SPANISH INN), A CONTRIBUTING STRUCTURE SUBJECT TO CLASS 1
REGULATIONS IN THE LAS PALMAS BUSINESS HISTORIC DISTRICT,
LOCATED AT 640 NORTH INDIAN CANYON DRIVE (CASE 6.1049 MAA,
HSPB #49). (KL)

CHAIR SECOY-JENSEN asked about the archways at the hotel. Is the top area open?
KERRY ALGAZE responded that previously the archways had wrought iron. They were
filled in for security and to prevent noise.
COMMITTEE MEMBER HIRSCHBEIN said the proposed illuminated sign is not similar
to other signs in area.
COMMITTEE MEMBER CASSADY said if gates are original he recommends they have
to be re -installed.
M/S/C (Hirschbein/Fauber, 5-0-2 absent Fredricks/Purnel) Approved with conditions:
• Come back with detailed trellis design.
• In -fill of archway per staff.
• Sign with no interior illumination, except spot from remote source.
6. VIVANTE PALM SPRINGS, LLC, FOR ARCHITECTURAL REVIEW OF FINAL
DEVELOPMENT PLANS FOR THE FIRST PHASE OF PD-341, INCLUDING AN
ASSISTED LIVING FACILITY OF APPROXIMATELY 148,000 SQUARE FEET,
SITE LANDSCAPING AND OFF-STREET PARKING ON A VACANT LOT
LOCATED AT THE NORTHWEST CORNER OF EAST TAHQUITZ CANYON
WAY AND HERMOSA DRIVE (CASE 5.1160 PD-341 FINAL PD). (DN)
ROB ERES, APPLICANT, provided details on the proposed project.
COMMITTEE MEMBER SONG asked if the fencing is tubular metal.
ROB ERES said no. It has been removed. Fencing is only around the complex.
COMMITTEE MEMBER SONG asked about the south elevation roof element,
horizontal below parapet. Previously it was more integrated with windows.
ROB ERES said it would be ok to bring lower.
COMMITTEE MEMBER SONG commented about south elevation, there are 6 windows
in darker color panel. They need more individual delineation of units and metal trim

over door element.
ROB ERES explained that header is not full canopy. Parapets were lower.
CHAIR SECOY-JENSEN commented that lower canopy is good.
COMMITTEE MEMBER SONG requested material for metal screen for mechanical
equipment.
VICE -CHAIR FAUBER commented that rendering does not match color chips.
COMMITTEE MEMBER SONG commented that horizontal element to be as show on
original and binding two windows together.
VICE -CHAIR FAUBER agrees.
ROB ERES commented that south elevation has combined canopy on top.
PLANNING COMMISSIONER HUDSON encouraged the AAC not to micro -design.
M/S/C (Secoy-Jensen/Fauber, 5-0-2 absent Fred ricks/Purnel) Approved with conditions:
• Lower horizontal canopy/sun shade on south side.
• Recommend more accurate color elevation for next review.
• Landscape plan to come for review to AAC landscape subcommittee.
• Bring in sample material for screening.
COMMITTEE MEMBER COMMENTS:
Committee Members Cassady, Hirschbein and Secoy-Jensen had questions answered
by staff.
STAFF MEMBER COMMENTS:
Director Wheeler requested 1/2 to 1 hr. study session prior to June 23rd meeting. She
reminded the Committee of the upcoming Historic event at the Woman's Club on May
17th and the joint study session on June 11th.
