CALL TO ORDER: Chair Secoy-Jensen called the meeting to order at 3:02 pm.

REPORT OF THE POSTING OF AGENDA: The Agenda is available for public access
at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 2:00 pm on Wednesday, February 19, 2014.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as amended (Item #6
was moved to the end).

STRUCTURES WITH PHOTO -VOLTAIC PANELS AT AN EXISTING
SINGLE-FAMILY RESIDENCE ON A HILLSIDE LOT LOCATED AT 3580
ANDREAS HILLS DRIVE, ZONE R-1-C (CASE 3.272 MAA). (KL)
LYLE BOATMAN, REPRESENTING THE APPLICANT, said he did not change the gate
and added photos to show arches.
COMMITTEE MEMBER FREDRICKS commented that existing trees need trimming
and maintenance.
LYLE BOATMAN responded that there will be a new gardener.
CHAIR SECOY-JENSEN commented on the diversity in gates and styles throughout
the neighborhood.
COMMITTEE MEMBER CASSADY said photos were helpful.

Recommend approval to the Planning Commission.
NEW BUSINESS:
3. PALM CANYON RESORTS LLC, FOR A COMMERCIAL / RESIDENTIAL
BUILDING REPAINT TO WHITE COLOR, NEW WINDOWS AND DOORS AND
ADDITION OF NEW WALL ARCHITECTURAL DETAIL LOCATED AT 641
NORTH PALM CANYON DRIVE (CASE 3.0175 MAA). (GM)
COMMITTEE MEMBER CASSADY asked questions regarding sliders.
COMMITTEE MEMBER FREDRICKS questioned if landscaping is a part of this
proposal.
ANDREW SUSSMAN, APPLICANT, responded that landscape will come back and
newer windows will be installed. The widths of the frames are between the existing and
proposed about 1 1/2".
COMMITTEE MEMBER CASSADY said the trim around the windows looks too new
and too wide.
CHAIR SECOY-JENSEN asked about the window frame material and suggested that
the water element be omitted in the planter area, to be considered in the landscape
plan.

APPLICANT said the frames are aluminum, not vinyl.
VICE -CHAIR FAUBER asked about the residential building.
ANDREW SUSSMAN, APPLICANT responded that the windows are not final.
COMMITTEE MEMBER FREDRICKS asked about the bands above.
ANDREW SUSSMAN, APPLICANT, responded that the size is about 4 1/2" in width.
M/S/C (Secoy-Jensen/Fredricks, 4-0-3 absent, Hirschbein, Purnel and Song) Approve
colors and materials and omit plot plan; require aluminum windows; omit water element
and disapprove mechanical screen. Return with landscape plan.
4. LCLO LLC, OWNERS OF THE EL CIELO SHOPPING CENTER, FOR
EXTERIOR BUILDING REPAINTS TO FOUR COLORS AND MINOR REPAIRS
LOCATED AT 4405 SOUTH EL CIELO DRIVE, ZONE C-1. (GM)
DOUG SMITH, APPLICANT, presented the proposed project.
COMMITTEE MEMBER CASSADY expressed concern with the signs.
CHAIR SECOY-JENSEN asked if stone would go all the way up.
DOUG SMITH, APPLICANT, responded yes.
CHAIR SECOY-JENSEN commented that all signs and other building would come back
for review.

Recommend approval to the Planning Director.
5. HEALTH CARE REIT, INC. FOR A SIGN PROGRAM TO ALLOW MAJOR
BUILDING TENANTS OVER 10,000-SQUARE FEET FOUR (4) SECOND
STORY SIGNS; AND TWO (2) BUILDING IDENTIFICATION FIRST FLOOR
SIGNS; AND ONE (1) FREESTANDING SIGN LOCATED AT 1100 NORTH
PALM CANYON DRIVE, ZONE C-1 (CASE SP 14-001). (GM)
JOHN CROSS, APPLICANT, explained that the signs are front lit and not halo lit; all 3rd
story and not 2nd floor.

Director Wheeler presented the proposed project
COMMITTEE MEMBER FREDRICKS asked questions regarding screening between
homes.
TRIBE SENIOR PLANNER DAN MALCOM responded that between the interior homes
there will be a list of landscape materials and to the rear of the mobile home park is
ficus. There are no walls between the units. Between units it is a landscape strip, not
screen landscape.
CHAIR SECOY-JENSEN commented that it is extremely monotonous. The streetscape
is a series of garage doors. She looked at other similar projects that have a rear drive
to have greater front variety.
APPLICANT CHRIS SAHLIN said they looked at a south driveway with shared
driveway, but condominium insurance is too costly. Walls between garages do have a
horizontal element.
CHAIR SECOY-JENSEN AND COMMITTEE MEMBER CASSADY concurred with the
sensitivity to parking problems referenced in letter(s); they are not required to solve the
Ace Hotel parking problems.
COMMITTEE MEMBER FREDRICKS commented on the south side screening; he
prefers Ficus Nitida instead. He suggested to break up the monotony of landscaping
and would like to see more trees and non -palm trees as to break up monotony in depth

from street, different species and spacing.

8. SPECTRUM SERVICES (VERIZON WIRELESS) FOR ARCHITECTURAL
REVIEW TO CONSTRUCT A SIXTY FOOT TALL MONOPOLE STRUCTURE
(DESIGNED AS A PALM TREE) WITH ASSOCIATED EQUIPMENT SHELTER
AT A DESERT WATER AGENCY SITE ON SAN JOAQUIN DRIVE, ZONE M-1-
P (CASE NOS. 5.1315 CUP & 6.531 VAR) (GM)
Assistant Planner Mlaker presented the proposed project.
MIKE HAYES, APPLICANT, provided additional information.
COMMITTEE MEMBER FREDRICKS AND VICE -CHAIR FAUBER had questions on
Sheet A5 and asked if there are larger fronds that can be used.
APPLICANT HAYES responded yes.
VICE -CHAIR FAUBER asked for the tower to have the maximum size fronds.
COMMITTEE MEMBER FREDRICKS asked for more palms to provide clustering -
Washingtonian Robust at 25' maximum inside the perimeter.

approval to the Planning Commission and City Council subject to conditions, as
directed.

STRUCTURE (DESIGNED AS A PALM TREE) WITH USE OF AN EXISTING
EQUIPMENT SHELTER AT THE RIMROCK SHOPPING CENTER AT 4721
EAST PALM CANYON DRIVE, ZONE CDN (CASE NOS. 5.1324 CUP & 6.534
VAR). (GM)
Associate Planner Mlaker indicated that the monopole structure will be designed as a
Fan Palm.

MIKE HAYES, APPLICANT, provided additional information
M/S/C (Fauber/Fredricks, 4-0-3 absent Hirschbein, Purnel and Song) Recommend
approval to the Planning Commission and City Council subject to conditions, with the
following additions:
• Fan palm with maximum fronds.
• Washingtonian Robusta, 25'.
10. TOLL CA II, L.P. FOR ARCHITECTURAL REVIEW OF FINAL DEVELOPMENT
PLANS FOR 128 SINGLE FAMILY HOMES WITHIN PLANNING AREA 6 OF
PD-231 (ESCENA) LOCATED AT 1000 NORTH GENE AUTRY TRAIL (CASE
5.0666 PD-231). (DN)
Associate Planner Mlaker presented the proposed project.
ALLEN JANISCH, ROBERT TYLER AND TOM DULCE, PROJECT APPLICANTS,
provided additional information and noted that this is Toll Brothers' first project at
Escena Development. They referenced the benefit to the community and commented
on the burdened benefit easement. They noted that the 2nd story is optional and pools
will be in models including a barrier; yards will be open to golf course.
APPLICANT TYLER stated the design will include three different styles with historic
reference to mid-century.
VICE -CHAIR FAUBER asked if the mid-century model has a sloped roof.
COMMITTEE MEMBER CASSADY AND CHAIR SECOY-JENSEN asked about the
proposed type of roof materials and color.
APPLICANT TYLER responded that it is off-white and there are other colors.
APPLICANT JANISCH responded Fibertite will be used on flat roofs.
CHAIR SECOY-JENSEN questioned the type of materials for the doors.
APPLICANT JANISCH said it is vinyl - they are going for energy efficiency for better R
values.
COMMITTEE MEMBER FREDRICKS asked about the color palette; he said it would be
nice to see other colors than brown. He recommended no turf be used.
VICE -CHAIR FAUBER concurred. Colors can get monotonous. He questioned if full
detail has been provided.

CHAIR SECOY-JENSEN commented that the roof material if slanted should not be
white. Vinyl windows are better in neutral and not white. And the landscape is very
important. She consented on the neutral colors for window; however, door details need
more color.
COMMITTEE MEMBER FREDRICKS said aside from the turf, the landscape of the
project is good.

Recommend approval to the Planning Commission, as amended:
• Subcommittee consisting of Fauber, Secoy-Jenson and Cassady to review
roofing color and materials, color options, fascia details and window / door

Director Wheeler presented the proposed project
RUDY HERRERA, APPLICANT, reported that different options were discussed with
staff. He noted that 6 access pts. He brought up the possibility of homes fronting on
Baristo and neighbors did not want this. He commented that they can do sidewalks on
single-family street on Baristo. They want the wall on Farrell because it is a busy street.
There is one opportunity on Tahquitz to remove the wall. Parks are provided
throughout the project. The architecture will break up massing of the multi -family
housing. They will relocate the northwest pool to the northeast side. A pedestrian
corridor is provided. Southwest corner will be community dog park. And they can
accommodate additional guest parking. The three-story is a covered roof deck on only
30% of the buildings.
VICE -CHAIR FAUBER asked questions regarding the roof decks.
COMMITTEE MEMBER FREDRICKS asked where and how much guest parking will be
provided.

COMMITTEE MEMBER CASSADY asked questions regarding the Tahquitz entrance.
CHAIR SECOY-JENSEN asked if an entrance off of Farrell was explored. She sees
problem with primary entrance on Baristo.
APPLICANT responded that the gates will not be manned and each entrance has a
person gate.
COMMITTEE MEMBER CASSADY commented that more than 2 swimming pools are
needed; 4 would be better.
APPLICANT will consider it.
CHAIR SECOY-JENSEN said that Tahquitz Canyon frontage needs further study.
APPLICANT commented that setback meets special requirements for Tahquitz Canyon.
VICE -CHAIR FAUBER said he needs more information and would like to see
alternatives as a number of conflicts exist. He noted that the project looks dense.
CHAIR SECOY-JENSEN concurred with the recommendations from the City. If we
have multi -family on Farrell with additional entrance it would be an improvement. A big
issue on Farrell and Tahquitz is the frontage. Single -Family on Farrell is problematic.
More of a green belt type of development and more developed entries are needed.
COMMITTEE MEMBER FREDRICKS said a major problem is density; tandem parking
is unacceptable especially in multi -family area. He does not see how they can work
with what's in front of them. They need to see something else. He is familiar with traffic
on Baristo and having the main entrance there will be problematic.
VICE -CHAIR FAUBER suggested more access points be provided on the Farrell side.

• Study relocation of multi -family to Farrell with access off of Farrell

• The sign has been removed for the Boxing Club (city -owned property); is there a
new project underway?
