Minutes of November 24, 2014
CALL TO ORDER: Chair Fauber called the meeting to order at 3:00 pm.
ROLL CALL:
Committee Members Present: Cassady, Hirschbein, Purnel, Vice-Chair Fredricks
and Chair Fauber.
Committee Members Excused: Secoy-Jensen and Song
Planning Commissioner Present: Commissioner Roberts
Staff Present: Planning Director Fagg, Associate Planner Newell and Assistant
Planner Mlaker
REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 10:00 am on Thursday, November 20, 2014.
ACCEPTANCE OF THE AGENDA: The agenda was unanimously accepted.
PUBLIC COMMENTS: None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: NOVEMBER 10, 2014
M/S/C (Hirschbein/Fauber, 5-0-2 absent Secoy-Jensen/Song) Approve with corrections.
UNFINISHED BUSINESS:
2. PLAZA INVESTMENTS INC. SEEKING APPROVAL TO STAIN EXISTING
TWO PIECE CLAY TILE TO FOUR COLORS AT THE CARNELL BUILDING
LOCATED AT 184-196 N. PALM CANYON DRIVE, ZONE CBD, SECTION 15
(CASE 3.3200 MAA). (GM)

Assistant Planner Mlaker presented the proposed request to stain the tiles instead of
re-installing (as a 2-piece tile was used).
Member Hirschbein asked if this is subject HSPB review and could they approve
subject to review of manufacturer's warranty.
Chair Fauber questioned if tenants move in and if conditions (certificates of occupancy)
could be issued for tenants.
Member Purnel questioned if they rebuild, would the roof be replaced.
STAN SERRO, APPLICANT, answered questions from the Committee and discussed
"blend" vs "antiquing".
Member Hirschbein asked what the length of the warranty for stain is. He expressed
concern with fading and flaking; he'd like to see a 10 year time-frame.
Chair Fauber asked if the stain be applied individually.
Member Purnel questioned the pattern and how random will the pattern would be (avoid
checkerboard).
Vice-Chair Fredricks asked about the other conditions of approval.
Chair Fauber said it's generous to build a 2nd story; however, it will need a
subcommittee to review after a sample is in place.
Member Hirschbein said he does not like too many colors or 1 tile with 1 color. He
suggested the following:
1. Rustic Palermo (apply in antique fashion)
2. Warranty - minimum of 7 years.
Member Purnel said he prefers a 2 color design.
Vice-Chair Fredricks said fewer colors are more desirable and for now the roof is fine.
M/S/C (Hirschbein/Fauber, 5-0-2 absent Secoy-Jensen/Song) To recommend approval,
subject to:
1. Provide Manufacturer statement warranty for a minimum of 7 years - staff to review.
2. Limit stain to darker colors (Rustic Palermo) similar to catalog cut sheet.
3. Prior to staining entire roof, treat 10 sq. ft. of roof with subcommittee on site to
review.

3. HR PROPERTY GROUP FOR A SIGN PROGRAM AT THE SUN CENTER
SHOPPING CENTER LOCATED AT 611 S. PALM CANYON DRIVE, ZONE C-
1, SECTION 10 (CASE SP 14-007). (GM)
Assistant Planer Mlaker presented the proposed sign program. (No questions of staff.)
FINE SCORE, RIO FINE NEON SIGNS, provided further details.
Member Hirschbein asked if the tenants are allowed to choose from the three sign
types.
Chair Fauber questioned if the vinyl letters will be removed.
Vice-Chair Fredricks asked if the maximum height on the 2nd floor is 15" and if any
restrictions on the length - 75% tenant width should be the maximum width permitted.
Member Purnel asked what the width of the gay pride center sign is - approx. 75%.
Chair Fauber commented that 75% tenant space should be included.
Vice-Chair Fredricks expressed concern with the pre-cast structure intruding into the
sign space.
Chair Fauber question the 90% on the 2nd floor between architecture - 75% of tenant
space on the first floor.
Member Hirschbein commented that it should be limited by frontage (75%) rather than
square footage and prohibit open channel letters.
M/S/C (Hirschbein/Cassady, 5-0-2 absent Secoy-Jensen/Song) To recommend
approval, subject to:
1. Signage limited to 90% 2nd floor between the architectural elements; 75% of the
tenant space width on the 1st floor storefronts.
2. Eliminate #4 on page 2 of 15 (wall signs).
3. No exposed neon/open channel letters.
NEW BUSINESS:
4. GIBRALTAR CAPITAL FUND II, LLC. REQUESTING A REPAINT OF THE
NORTHGATE SHOPPING CENTER TO TWO COLORS LOCATED AT 2500
NORTH PALM CANYON DRIVE, ZONE C-1 (CASE 3.2090 MAA) (GM)

Assistant Planner Mlaker presented the proposed repaint for the shopping center.
Member Hirschbein asked where the darker color will be used.
Chair Fauber questioned if the tile roof will remain as is and what color will trash
enclosure be painted.
Vice-Chair Fredricks questioned if the Modern Home Store will be painted as well. He
expressed concern with the doors - they should be uniform.
Member Purnel questioned if the doors and backside of the building be repainted.
Member Hirschbein commented that if the block isn't painted, don't paint it.
Member Purnel said there is no consistency if everything is not painted.
Member Cassady commented that it is better to paint the block.
M/S/C (Purnel/Fredricks, 5-0-2 absent Secoy-Jensen/Song) To recommend approval,
subject to:
1. Property owner to come forward with a proposal for uniformity of the roof tiles.
2. Paint doors, metal work same color.
3. Masonry should be consistent color throughout including landscape walls.
5. DENNIS YARES AND MOLLY BLESSEY OWNERS, REQUESTING MAJOR
ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A 3,131-
SQUARE FOOT HOUSE ON A HILLSIDE LOT AND AN ADMINISTRATIVE
MINOR MODIFICATION FOR A FRONT YARD SETBACK REDUCTION
LOCATED AT 2323 SOUTHRIDGE DRIVE, ZONE R-1-A (CASE 3.3789 MAJ,
7.1444 AMM). (GM)
Assistant Planner Mlaker presented the proposed project.
LANCE O'DONNEL, APPLICANT, provided an overview of the project.
Member Cassady asked about the design of the pool - (infinity pool) and detention of
water on site.
Chair Fauber asked questions about the setbacks; are there any issues with falling rock
and requested for story-poles to be included as a condition.
No public comment was provided.

Member Cassady commented that there is no need for story poles.
Member Hirschbein agreed there is no need for story poles or balloons; he is
comfortable as is.
Member Purnel agreed with no story poles.
M/S/C (Cassady/Hirschbein, 5-0-2 absent Secoy-Jensen/Song) Approve, as proposed.
6. PS MODERN LLC, FOR A MAJOR ARCHITECTURAL APPLICATION (MAJ)
TO CONSTRUCT A 4,225-SQUARE FOOT SINGLE-FAMILY HOME ON A
HILLSIDE LOT LOCATED AT 818 W. STEVENS ROAD, ZONE R-1-A (CASE
3.3798 MAJ). (GM)
Assistant Planner Mlaker presented the proposed project.
Vice-Chair Fredricks expressed concern about landscape and color/materials board
(not detailed).
DAVID WEISS, Palm Springs Modern, provided an overview of the proposed
development.
Member Hirschbein asked questions pertaining to the use of polished concrete and
location of facade and spacing of scoring.
Public Comment:
MICHAEL JOHNSTON, concerned with the lack of architectural development of the
proposed house; and concerned with the fascia, entrance detail and landscape at
street.
DAVID LEE, (800 W. Stevens Road), urged not to put in ficus trees and concerned
about the design.
DON CURTIS, spoke in opposition of the project.
MARY JO POTTS, asked if it fits into our community and noted that it doesn't have
enough detailing.
DAVID WEISS, addressed some of the issues from public testimony and noted that all
the A/C is enclosed within the home.
Vice-Chair Fredricks said that it needs more detail and is not seeing enough to make a
proper decision.

Member Hirschbein said he has no objection to the design, but needs more information
on the details.
Vice-Chair Fredricks said the landscape plays an important role, but it needs to
integrate well into surroundings and increase tree sizes.
Chair Fauber agreed that there are not enough details.
Member Cassady said he does not know what the house looks like; it is lacking in
character and would like to see it come back with more detail.
Member Purnel said he has no issue with architecture; he thinks the landscape could
be a key issue in pulling project together, integrate culvert at the front of the property
into design.
1. Provide full set of finishings.
2. Detailed landscape plan.
3. Need details and sections of the residence.

7. ALDI, INC. ON BEHALF OF ENDURE INVESTMENTS FOR A MINOR
ARCHTECTURAL APPLICATION TO ALTER THE EXTERIOR TENANT
SPACE OF AN EXISTING MULTI-TENANT BUILDING LOCATED WITHIN THE
SPRINGS SHOPPING CENTER AT 5200 E. RAMON ROAD, BUILDING B4,
ZONE M-1-P (PD-291), (CASE 3.3011 MAA). (DN)
Associate Planner Newell presented the proposed project.
Member Cassady questioned if the canopies will be re-installed.
JACK KURCHIAN, SKIP JANES, TONY FINALDI, APPLICANTS, answered questions
from the Committee and provided further overview of the project.
Member Hirschbein questioned how far the canopy will project from the building - (10'
on south and 2' on west) and if "Food Market" is part of branding.
Chair Fauber questioned about the addition of plaster - stacked stone will match
existing.

COMMITTEE MEMBER COMMENTS:
Member Cassady found a piece of spa colonnade.
Member Hirschbein inquired about a site tour of the Downtown project.
Member Purnel reported issues with outdoor dining, color and signage at a Greek
Restaurant.
STAFF MEMBER COMMENTS:
Director Fagg spoke about scheduling a study session in January to tour the Downtown
Project site. The landscape and shading plan should be ready for AAC review shortly;
the Committee will need adequate time for review.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:00 pm to the next regular meeting at 3:00 pm on December 8, 2014,
Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
