CALL TO ORDER: Chair Fredricks called the meeting to order at 3:05 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 5:00 pm on Wednesday, November 4, 2015_
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as amended (Item #4
was requested to be heard before #3).
PUBLIC COMMENTS: None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: OCTOBER 12, 2015 AND OCTOBER 28, 2015.

October 12, 2015, as submitted.

UNFINISHED BUSINESS:
2. SUNRISE LANAI #1 HOA FOR A MINOR ARCHITECTURAL APPLICATION TO
CONVERT APPROXIMATELY 9,520-SQUARE FEET OF TURF AREA TO
DESERTSCAPE ALONG SUNRISE WAY AND TACHEVAH DRIVE FOR THE
COMPLEX LOCATED AT 1701 TO 1749 TACHEVAH DRIVE, ZONE R-1-C, PD-
30 (CASE 3.1280 MAA). (DN)
Associate Planner Mlaker provided a summary of the proposed desert conversion.
CHRIS PARK, applicant, provided details and was available for questions from the
Committee.
Member Lockyer clarified the plants to be revised; concerned that it does not meet the
coverage requirements.
Member Song verified the tree types and sizes - and verified boulders and decomposed
granite.
Chair Fredricks verified the size of boulders; and recommended 3' - 4' size.
Member Song recommended that the cacti be grouped instead of spread out.
Member Lockyer commented that the landscape plan still seems under planted.
Chair Fredricks noted that previous comments were that this plant was overplanted. He
said the Committee could approve subject to 50% coverage upon approval by Desert
Water Agency.
Member Secoy-Jensen said the applicant needs to correct sizes, spacing and would
help if the drawings were scaled better.
MISIC (Fredricks/Hirschbein, 6-2 absent Fauber/Purnel) Approve, subject to:
• 50% plant coverage determined by Desert Water Agency.
Boulder size - 3' - 4' minimum.
• Palo Verde, 24" box.
• Cactus 10" diameter minimum.
• Spacing of Cacti to form groups.
4. PALM SPRINGS PROMENADE, LLC FOR REVIEW OF THE DOWNTOWN
PALM SPRINGS RENOVATION PROJECT LANDSCAPE, HARDSCAPE AND
LIGHTING, AS REQUIRED BY PROJECT CONDITIONS OF APPROVAL,

Associate Planner Newell provided background information on the proposed project.
Member Secoy-Jensen clarified what was to be reviewed relative to the 2009 Specific
Plan.
Member Lockyer questioned if the lighting on Palm Canyon will be the same as the
existing.
TOM DOCZI, landscape architect, provided an overview of the land scapelhardscape
details using the PowerPoint presentation.
Member Hirschbein requested clarification on the parallel parking spaces on Palm
Canyon (verified dimensions of sidewalks) and seating dimensions relative to sidewalk
width.
Member Song asked questions relative to the shading study on Block C and seating
along the retaining wall on Palm Canyon. She asked how the light fixtures coordinate
with the other site furniture and noted the corporate feel of the light fixture styles.
Members Secoy-Jensen and Lockyer verified what is being approved.
Chair Fredricks asked about the street trees and sizes at planting - are 48" box sizes
possible? Use of Italian Cypress trees and possible replacement; number of benches
throughout the project (40 - 50 benches); shade around fountain area; intersection of
Andreas and Belardo - need shade at intersections.
Member Lockyer objects to use of Date Palm; some areas are under planted; design of
fountain court and materials; wants to see revised light fixtures; prefers variation in
height of planters.
Chair Fredricks questioned what plant material is being used for "green walls" and
suggested accommodations for bike parking and bicycle traffic.
Member Song had questions pertaining to the light fixtures, street tree sizes, Palm
Canyon configuration, minimum pedestrian clearances matching the Specific Plan
(barriers should be back of sidewalk), curb indentation at park; extend park geometry
into the street realm; retaining wall at Palm Canyon should have minimum 12" bench on
top of wall; curb cuts on Palm Canyon should be removed; fountain needs to be
revised; shade canopies should incorporate wood instead of textile structures.
Vice -Chair Cassady objects to the use of Date Palms.

Member Lockyer said Date Palm trees should be substituted with something else and
grouped; fountain redesign /courtyard materials; and revise lighting.
Chair Fredricks suggested a larger box size of Tipuana trees; need to see specimen
tree size/type back to the AAC; supports use of Date Palms along major streets but not
in pedestrian walkway, further look at lighting and furniture and need to see both
fountains.
Member Song would like to see more density of plantings at pedestrian intersections.
A recess was taken at 4:28 pm. The meeting reconvened at 4:37 pm.
M/SIC (Fredricks/Cassady, 5-1-2 opposed Lockyer, absent Fauber/Purnel) Approve,
subject to following conditions:
1. Tipuana Tipu trees to be 48" box size;
2. Fountain, furniture and lighting plan to return;
And forward comments to the Planning Commission, as follows:
1. Planters as seating along Market Street.
2. Minimum pedestrian clearance per Specific Plan excluding private seating
areas.
3. Block "A" low wall at Palm Canyon to be wide enough (12" min.) to sit on.
4. Coordinate curb indentation at park.
5. Extend park paving pattern into street.
6. In order to improve the pedestrian experience eliminate curb indentations at
Palm Canyon, Main Street and Belardo Road.
7. Shade structure not to be tensile structure - a friendlier pedestrian
friendly is a wood structure.
3. PALM SPRINGS PROMENADE LLC FOR A MINOR ARCHITECTURAL
APPLICATION TO MODIFY THE SOUTH FACADE OF THE EXISTING HYATT
HOTEL LOCATED AT 285 NORTH PALM CANYON DRIVE, ZONE CBD (CASE
3.1839 MAA). (DN)
Associate Planner Newell presented the proposed project.
MICHAEL BRAUN and JOHN WESSMAN, applicant, provided details and requested
approval of the project.
CHRIS PARDO, project designer, provided information on the changes made to the
plans.

Member Song requested clarification on the treatment of the equipment screening; she
questioned when the screening of trash areas will come forward to the AAC.
Member Lockyer said the landscape needs to soften the pedestrian walkway
Chair Fredricks said he supports the proposal with additional planters at the corner of
the Hyatt/Palm Canyon and Block "A".
Member Secoy-Jensen suggested incorporation of additional planter along the Hyatt
wall.
Member Song said she concurs and would like the mechanical screening with a painted
finish or matte finish.
M/S/C (Fredricks/Song, 6-2 absent Fauber/Purnel) Approve, subject to the following
conditions:
1. Planter to start at the corner of the stairs and angle back to doors of Hyatt;
plant material to form green wall.
2. Landscape to return to subcommittee for review (Lockyer, Hirschbein and
Fredricks).
3. Provide details for the recessed door and handrails.
4. Mechanical screen to be matte finish.
NEW BUSINESS:
5. WILLIAM BOLLBACH AND MICHAEL CURCIO FOR A MAJOR
ARCHITECTURAL APPLICATION TO CONSTRUCT A 4,766-SQUARE FOOT
RESIDENCE ON A VACANT HILLSIDE LOT LOCATED AT 818 WEST
STEVENS ROAD, ZONE R-1 A (CASE 3.3798 MAJ AND 7.1481 AMM). (DN)
Associate Planner Newell presented the proposed project.
DAN SPENCER, architect, provided details and was available for questions.
DOUG CHADWICK, had questions about the roof material and height.
Member Lockyer questioned if there will be any mechanical equipment on the roof; and
the color of roof - white foam roof.
Member Song verified no mechanical equipment or ductwork on the roof; and
confirmed the tile veneer dimensions.

6. MARK TEMPLE REQUESTING A MAJOR ARCHITECTURAL REVIEW FOR A
NEW 4,100-SQUARE FOOT HOUSE ON A HILLSIDE LOT; AN
ADMINISTRATIVE MINOR MODIFICATION TO INCREASE BUILDING
HEIGHT; AND A PARCEL MAP WAIVER REQUEST TO SUBDIVIDE ONE LOT
INTO TWO AT 771 LA MIRADA DRIVE, ZONE R-1-A, SECTION 22 (CASE
NOS. 3.3914, 7.1489 AMM, PMW 36901). (GM)

Member Secoy-Jensen verified the height of the adjacent house.
MARK TEMPLE, applicant, provided details and was available for questions.
Member Lockyer questioned why additional height is needed.
Member Secoy-Jensen asked about the form of the house.
Chair Fredricks questioned if there will be boulder, rocks or decomposed granite - a
mixture of boulders and decomposed granite.

Decomposed Granite should be one color in Desert Gold.
7. GIBRALTAR CAPITAL FUND II, LLC FOR A MINOR ARCHITECTURAL
APPLICATION TO AMEND A PREVIOUSLY APPROVED LANDSCAPE PLAN
CONVERTING 13,641-SQUARE FEET OF TURF AREA TO DESERTSCAPE
LOCATED AT THE NORTHGATE SHOPPING CENTER, 2600 NORTH PALM
CANYON DRIVE, ZONE C-1 (CASE 3.2090 MAA). (GM)
Member Song noted a property -related conflict of interest and would not be
participating in the discussion and vote.
Associate Planner Mlaker presented the proposed project.
Chair Fredricks noted that the plant material has doubled of what was originally
proposed and the trees that were added are well placed.

COMMITTEE MEMBER COMMENTS:
Vice -Chair Cassady commented on the Boards/Commissions recommendations made
to the City Council; devaluing their input.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 6:40 pm to the next regular meeting on Monday, November 23, 2015, at
3:00 pm, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
