ROLL CALL: Committee Members Present: Fauber, Hirschbein, Secoy-Jensen, Song and Chair Fredricks Committee Members Excused: Vice -Chair Cassady, Lockyer and Purnel Planning Commissioner Absent: Calerdine Also Present: Flinn Fagg and David Newell REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 2:00 pm on Thursday, October 22, 2015. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: FRANK TYSEN, spoke in opposition of the development of the Downtown project and urged the Commission to require a mass model. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: OCTOBER 12, 2015 Tabled (due to a lack of voting quorum). NEW BUSINESS: Architectural Advisory Committee Minutes October 26, 2015 2. STANDARD PACIFIC HOMES, REQUESTS FOR APPROVAL OF FINAL DEVELOPMENT PLANS FOR A PREVIOUSLY APPROVED PRELIMINARY PLANNED DEVELOPMENT DISTRICT 231 TO CONSTRUCT NINETY (90) SINGLE-FAMILY RESIDENCES WITHIN PLANNING AREAS 6 AND 8 OF THE ESCENA PLANNED DEVELOPMENT DISTRICT LOCATED AT 1000 GENE AUTRY TRAIL, ZONE M-1-PIPDD 231. (ER) Associate Planner Newell provided an overview of the proposed final development plans, as outlined in the staff report. BRIAN JACOBSON, project manager, Cal Atlantic Homes, presented the project. He clarified that the stucco would be sand or light sand finish consistent with the finishes of the existing homes. Member Fauber verified architectural distinction of each plan type and stucco finish. Member Secoy-Jensen questioned the edge treatment along the golf course - (6, high view fence or no fencing). She would like to see fence/wall details as part of the landscape plan. Member Hirschbein asked if pools would be available on all the lots; and verified the architectural details. Member Song suggested flipping the house on lot 31 of TM 32233-1 and taking a look at the arches and their proportion and ensures 90' angle driveways are adequate. Member Fauber said he would like to see pool locations in the landscape plan. Member Secoy-Jensen said she likes the variety of the one-story and two-story houses; noting that it adds diversity to the neighborhood. Member Hirschbein said that the side of homes facing the street should be enhanced and treated like the front elevations. Chair Fredricks requested the street trees be included as a part of the landscape plan. M/S/C (Song/Secoy-Jensen, 5-0-2 absent Cassady/Purnel) Approve, subject to: 1. Building design enhanced on side elevation design (treat as front elevation) fronting Esplanade and Club House Drive (Lots #1, #28, #29, #30 and #31). 2. Eliminate 90' driveway turn. 3. Proportion of arches at the building entries. 4. Street trees will be reviewed with the landscape plan. 5. Landscape plan to include the fence design and pool locations. 2 Architectural Advisory Committee Minutes October 26, 2015 Suggestions to the applicant: (1) Consider 5' - 6' walls between the houses; and. (2) Consider height of block walls in 8" block increments. 3. PALM SPRINGS PROMENADE LLC FOR A MINOR ARCHITECTURAL APPLICATION TO MODIFY THE SOUTH FACADE OF THE EXISTING HYATT HOTEL LOCATED AT 285 NORTH PALM CANYON DRIVE, ZONE CBD (CASE 3.1839 MAA). (DN) Associate Planner Newell presented the proposed project as outlined in the staff report. MICHAEL BRAUN, applicant, provided details on the proposed project. CHRIS PARDO, project designer, described the modifications to the south facade of the existing Hyatt Hotel. Member Hirschbein questioned if the concrete block wall is existing and if there would be an interim fence until Block-1 is built. Member Fauber verified the details of the concrete block wall and overhang over the door (depth of overhang). He questioned if the metal screen is high enough to screen the mechanical equipment. Member Secoy-Jensen asked about the use of the display windows - (signage). Member Song questioned if the concrete block wall could be softened with an architectural element - it needs some separation. Member Fauber asked if louvers could be used instead of the corrugated metal for the equipment screening. Chair Fredricks asked if more articulation could be provided on the wall to give it a more interesting texture. He thinks they are seeing this in the wrong order and the landscape should be reviewed first. Member Hirschbein commented that the block wall needs additional detailing and a pedestrian scale at the entrance to the hotel. Member Secoy-Jensen said the area adjacent to Palm Canyon needs to be strengthened because it looks too horizontal and more emphasis is needed at the entry tower. Member Fauber said there are many missed opportunities on the finishes - the concrete block wall needs additional detail. Architectural Advisory Committee Minutes October 26, 2015 MIS/C. (Fredricks/Fauber, 5-0-2 absent Cassady/Purnel) Resubmit plans with consideration of AAC comments. A recess was taken at 4:20 pm. The meeting resumed at 4:30 pm. 4. NEW CHURCH 11 LLC FOR A MAJOR ARCHITECTURAL APPLICATION TO RENOVATE AND MODIFY EXISTING BUILDINGS AND CONSTRUCT A NEW THREE-STORY BUILDING ON AN APPROXIMATELY TWO -ACRE SITE TO OPERATE A 62-ROOM HOTEL LOCATED AT THE NORTHWEST CORNER OF BELARDO ROAD AND BARISTO ROAD (CASE 3.0678 MAJ). (DN) Associate Planner Newell presented the proposed project. RICHARD WEINTRAUB, New Church 11, LLC, provided an overview of the proposed project. Mr. Weintraub addressed the parking, renovation of bungalows, configuration and architectural style. Public Comments: FRANK TYSEN, spoke in support of the project. MIKE GUERRA, said he likes the new design and it addresses the parking problems. He spoke in support of the project. Member Secoy-Jensen requested clarification on: • The check -in process (in terms of circulation). • Valet parking for tandem spaces will be provided during the high season. • Adhere to the Secretary of Interior Standards for the Rehabilitation of the existing units. • Possibility of integrating the church in the future. Member Fauber asked for clarification on the railing details, height of 3rd story and detail of wall on Belardo building. Member Hirschbein commented that a sidewalk needs to be differentiated from the bay parking. Member Secoy-Jensen said she is fully supportive of the project; however, she would like more information on color and materials, additional renderings and reference sections and elevations on the plans. Member Fauber likes the simplicity of modern elements amongst the historical but is 4 Architectural Advisory Committee Minutes October 26, 2015 concerned about the church. He spoke in support of the project. Member Song said that overall the project is amazing but would like to see more details on the architectural elements: the transition between the modern and traditional, softening of the tandem carport area, and additional pavement or striping to separate the pedestrian pathway. Chair Fredricks suggested establishing two subcommittees to provide further review and allow the applicant to address their concerns. MISIC (Fredricks/Fauber, 5-0-2 absent Cassady/Purnel) Approve, subject to subcommittee review. Two subcommittees were appointed as follows: Architectural Subcommittee consisting of: Song, Hirschbein and Secoy- Jensen to review colors and materials, modified renderings showing transition from modern to traditional, carport detail, pavement and demarcation and reference sections and elevations on plans. • Landscape Subcommittee consisting of: Fredricks and Purnel to review drought tolerant plant materials and landscape plan. COMMITTEE MEMBER COMMENTS: Member Song requested staff address how to be consistent in allowing the applicants to speak. STAFF MEMBER COMMENTS: Planning Director Fagg thanked the AAC for attending three meetings this month (joint meeting regarding landscapelhardscape for the Downtown project) and explained the proposed changes to the meeting calendar for 2016.
