ROLL CALL: Committee Members Present: Fauber, Hirschbein, Lockyer*, Secoy-Jensen, Song, Chair Fredricks Committee Members Excused: Purnel and Vice -Chair Cassady Planning Commissioner Present: Douglas Donenfeld Also Present: Flinn Fagg, Glenn Mlaker, David Newell and Edward Robertson *Member Lockyer arrived at 3:05 pm. REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 pm on Wednesday, August 19, 2015. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: AUGUST 10, 2015 MISIC (Fauber/Hirschbein, 5-0-2 absent Purnel/Cassady) Approve, as amended. NEW BUSINESS: 2. A & J PALMAS LTD. PARTNERSHIP TO ESTABLISH A SIGN PROGRAM FOR THE EXISTING MULTI -TENANT BUILDING LOCATED AT 556 S. PALM CANYON DRIVE, ZONE C-1 1 PD-82 (CASE SP 15-002). (DN) Associate Planner Newell provided an overview on the proposed sign program. Architectural Advisory Committee Minutes August 24, 2015 Member Hirschbein questioned if conditions can be more restrictive. Member Fauber verified the position of signage and if logos would be permitted. Member Secoy-Jensen verified permitted signage for windows and questioned if the existing signage will remain and is in conformance with existing requirements. Member Song verified the position/location of signage. LARRY DEITZ, Signs by Tomorrow, said a logo will be accepted that will conform to the sign program. Member Hirschbein said he likes the building; however, he thinks the size and scale of the signage is inappropriate for the building. He suggested limiting the tenant signage facing Palm Canyon to the fascia beam, as the current hair salon does. Another option might be a monument sign at both driveways that would alert motorists. The Barkinghams signs are okay; corner tenants should have more signage. The 3rd sign on the end cap is too much; 18" is too high - 14" is better and one line, not stacked. Member Fauber said generally he likes the concept and agrees that 2 signs on the end are adequate. He questioned if the existing "vacuum" sign will be grandfathered in. Member Song commented that the parking lot signage is acceptable but the Palm Canyon signage is too much. The end caps are appropriate. Member Fauber said he is opposed to logos and 18" is too tall; however, he finds the two lines of text are acceptable. Chair Fredricks said he prefers simple lines of text but no logos; the parking lots signs are okay. He agrees with the north/south signs and is in favor of monument signs. Member Secoy-Jensen is not in support of logos; however, supports the parking lot signs, end caps and monument sign. The signage facing Palm Canyon should mirror the simplicity of architecture of the building. Chair Fredricks commented that the color scheme on Palm Canyon is monochromatic. M/SIC (Hirschbein/Fredricks, 5-0-2 absent Purnel/Cassady) Approve, subject to: • Limit Palm Canyon signage to lower fascia (dark colored beam). • 2 end cap tenants - 2 signs each conforming to specs. as presented, maximum letter height at 14". • Not approving tenant signage facing Palm Canyon between the end caps. • Support monument signage. • Parking lot signage, as presented. PALM SPRINGS REGIONAL BOARD OF REALTORS FOR A MINOR ARCHITECTURAL APPLICATION FOR A REVISED LANDSCAPE PLAN CONVERTING 4,100-SQUARE FEET OF AREA TO DESERTSCAPE LOCATED AT 4045 E. RAMON ROAD, ZONE P (CASE 3.2970 MAA). (GM) Assistant Planner Mlaker provided an overview of the proposed landscape plan. Member Hirschbein asked if any trees will be eliminated. (No.) Member Song questioned the separation of rock materials and the design intent of the Sierra Cobble. PEDRO CHAVEZ, applicant, responded to questions from the AAC. Chair Fredricks said he is satisfied with the size and arrangement of plant material. He commented that 3 trees look diseased and need to be replaced with appropriate shade trees and the interior island needs an additional tree. Member Song questioned if the size of plants are sufficient. Member Hirschbein questioned the minimum tree size. MISIC (Fredricks/Hirschbein, 5-0-2 absent Purnel/Cassady) Approve, subject to: • The three (3) diseased trees are replaced with 36" box trees. (same type) • One (1) additional tree in landscape island. (36" box min.) 4. SANDSTONE VILLAS HOMEOWNERS ASSOCIATION FOR A MINOR ARCHITECTURAL APPLICATION TO CONVERT APPROXIMATELY 10,800- SQUARE FEET OF TURF TO DESERT LANDSCAPE AT 1900 S. PALM CANYON DRIVE, ZONE R-2 (CASE 3.0020 MAA). (DN) Associate Planner Newell presented the proposed landscape plan as outlined in the staff report. Member Song questioned the size of boulders that will be installed. KEVIN ROCKER, applicant, provided details on the plant materials and landscape design. Member Song asked what the surface area is for the rubble (30%); and asked if the 3 Architectural Advisory Committee Minutes August 24, 2015 plantings under the trees will remain. (Will be removed). She questioned if the trees are drawn to scale. (Not exactly.) Member Secoy-Jensen questioned if the cactus flanking project signs have been implemented. (No.) Chair Fredricks questioned if the existing hedges will remain. Member Lockyer verified the turf replacement areas. Member Fauber verified which hedges will remain and which will be removed. Member Song said it is hard to tell what the coverage will be and asked if plants were drawn to mature scale. Chair Fredricks commented that there are issues with the arrangement - it needs more massing - particularly with smaller species. He said it needs more plant material and there is an opportunity for adding trees for shade element (such as Palo Verde). He also recommended the use of Texas Ranger/Evergreen instead of Caesalpinia; and it needs a few 15 gallon plants. The box tree sizes should be 24" - 36". MISIC (Fredricks/Hirschbein) Approval, subject to appointment of a subcommittee (Fauber and Song) to reviewlapprove revised landscape plan with incorporation of AAC comments. S. ANDREAS HILLS HOMEOWNERS ASSOCIATION FOR A MINOR ARCHITECTURAL APPLICATION TO CONVERT APPROXIMATELY 11,000- SQUARE FEET OF TURF TO DESERT LANDSCAPE AT 3600-C BOGERT TRAIL, ZONE R-1-C (CASE 3.1137 MAA). (DN) Associate Planner Newell presented the proposed landscaped plan as outlined in the staff report. Member Song verified the ground cover and questioned if palms will be added. ELVIS ARANDA, Grand Mark Landscape, applicant, indicated that they will work with the existing landscape and implement more native trees. He noted that one (1) Jacaranda tree will be removed due to disease. Chair Fredricks questioned what the transition will be between the new landscape and existing lawn (driveways will be transition); and will the existing cluster of agaves/cacti be thinned and relocated. He questioned the size of fence post cactus, but supports the direction of the plan. n Architectural Advisory Committee Minutes August 24, 2015 MISIC (Fredricks/Secoy-Jensen, 5-0-2 absent PurnellCassady) Approve, as submitted. 6. 02 ARCHITECTURE FOR A MAJOR ARCHITECTURAL APPROVAL FOR THE CONSTRUCTION OF AN APPROXIMATELY 5,059-SQUARE FOOT SINGLE FAMILY RESIDENCE ON AN APPROXIMATELY 24,829-SQUARE FOOT LOT LOCATED AT 3182 BOGERT TRAIL, ZONE R-1-13. (CASE 3.3900-MAJ). (ER) Principal Planner Robertson presented the proposed project as outlined in the staff report. Member Song verified if the neighbors need to be notified. (Yes, notification has been taken care of.) Member Hirschbein verified the setback reduction. Member Lockyer questioned the reason for the setback request. LANCE O'DONNELL, applicant, 02 Architecture, provided details on the setback reduction (driveway and right-of-way) indicating that 113 of the site is taken by the hillside. Member Hirschbein verified the length of the driveway. Member Song asked about the landscape composition with the front wall. She questioned if they would consider an additional Palo Verde at the end of the street frontage. Member Lockyer verified if the neighbor to the south also had a setback reduction and color of roof. Member-Secoy Jensen asked if it is possible to meet the program while adhering to the setbacks. Chair Fredricks verified the plant count and choices vs. what is shown on the plan. Member Song expressed concern with the north frontage landscape area as being too bare. Member Fauber said he likes the general design of the house and restraint of the height. He asked if solar panels will be added. Member Hirschbein said he also supports the design and suggested the entry canopy should extend further.
