ROLL CALL: Committee Members Present: Cassady, Hirschbein, Purnel, Secoy-Jensen, Song* and Vice-Chair Fredricks Committee Members Absent: Chair Fauber Planning Commissioner Present: J.R. Roberts Also Present: Flinn Fagg, AICP, Glenn Mlaker, AICP and Ken Lyon *Member Song arrived at 3:17 pm. REPORT OF THE POSTING OF AGENDA: The Agenda is available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 2:00 pm on Wednesday, June 3, 2015. . ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: No comments. CONSENT CALENDAR: M/S/C (Fredricks/Purnel, 5-0-1 absent Song) Approved Items 2 and 3 as part of the Consent Calendar. 1. APPROVAL OF MINUTES: MAY 26, 2015 M/S/C (Secoy-Jensen/Hirschbein, 5-0-1 absent Song) Approved, as amended. 2. ABBEY COMPANY REQUESTING THE REMOVAL OF FOUR PALM TREES IN FRONT OF BUILDING B AT DESERT OASIS HEALTH CARE MEDICAL OFFICES LOCATED AT 265 N. EL CIELO DRIVE (CASE 3.2937). (GM) Approved, as submitted. 3. CITY OF PALM SPRINGS TO INSTALL PARKING LOT LIGHTING AT DEMUTH PARK AND RUTH HARDY PARK LOCATED AT 4375 E. MESQUITE AVENUE AND 700 E. TAMARISK ROAD (CASE NOS. 3.800 & 3.3875). (GM) Architectural Advisory Committee Minutes June 8, 2015 2 Approved, as submitted. NEW BUSINESS: 4. CROWN CASTLE (T-MOBILE WIRELESS) FOR AN AMENDMENT TO AN EXISTING CONDITIONAL USE PERMIT ELIMINATING IMPOSED TIME LIMITS AND THE ADDITION OF THREE NEW PANEL ANTENNAS TO AN EXISTING MONOPOLE LOCATED AT 490 EAST SUNNY DUNES ROAD, ZONE C-M (CASE 5.0719 CUP). (GM) Assistant Planner Mlaker presented the proposed project as outlined in the staff memorandum. CHRIS VOSS, applicant (representing T-Mobile), was available for questions from the Board. M/S/C (Fredricks/Hirschbein, 5-0-1 absent Song) Approved as submitted. 5. LUMINAIRE HOMEOWNERS ASSOCIATION TO RE-LANDSCAPE THE PARKWAY FRONTAGE AT THE LUMINAIRE DEVELOPMENT LOCATED AT 1900 SOUTH ARABY DRIVE (CASE 3.3348 MAA). (KL) Associate Planner Lyon presented the proposed project as outlined in the staff report. Member Secoy-Jensen questioned whether documentation of HOA approval was received. Member Hirschbein verified the process for submittal of applications by HOA's. BRUCE TOMINELLO, applicant, HOA vice-president, confirmed that the Board of Directors has approved the project design. Vice-Chair Fredricks questioned the landscaping maintenance plan; and asked if there is a plan to remove all the Agaves. Member Secoy-Jensen expressed concern about the Palm Trees blocking the views. Member Purnel asked if the plan will go back for review to the Desert Water Agency; and also questioned aspects of the irrigation plan. He verified the plant and boulder sizes. Member Song questioned the health of the existing plants and if a report was submitted. Member Secoy-Jensen asked if the Committee Members had preference in the Architectural Advisory Committee Minutes June 8, 2015 3 departure from the concept of Barragan/Legorreta. Vice-Chair Fredricks commented that the overall concept is "busy" with so much going on with the buildings and putting too much color in the landscaping is distracting; he would like to see stronger elements/accents/verticals rather than patches of color. He's not certain about the 3 different colors of boulders and many plants are very bright and could be replaced with more subtle plant material. Member Purnel commented that the exterior landscaping reflects what's happening on the interior. BRIAN KING, landscape contractor & designer, explained that the rock color is Palm Springs Gold with some red in it and the boulders are massive. He provided details on the proposed plant pallet. Vice-Chair Fredricks is in support of the Washingtonias; however, is concerned with the tree maintenance. Member Purnel requested that the plans reflect the up-to-date specifications, heights and sizes. Member Secoy-Jensen said she is concerned about the selection of plant material. Vice-Chair Fredricks would like to see more plant material in a neutral palette. Member Purnel reinforced using something other than Gazania for less water use. M/S/C (Song/Fredricks, 5-1-1 opposed Secoy-Jensen, absent Fauber) Approved subject to: • Landscape plan to include materials and sizes. COMMITTEE MEMBER COMMENTS: Vice-Chair Fredricks expressed concern with only receiving a diagram of the parking lot lights and requested Specification Sheets are provided. Commissioner Roberts suggested the re-use of Palm Trees instead of disposing them. STAFF MEMBER COMMENTS: No comments.
