CALL TO ORDER: Chair Fauber called the meeting to order at 3:02 pm.
ROLL CALL:
Committee Members Present: Cassady, Hirschbein, Purnel, Secoy-Jensen, Song,
Vice -Chair Fredricks and Chair Fauber
Committee Members Absent: None
Planning Commissioner Present: Lisa Middleton
Also Present: Flinn Fagg, Ken Lyon, Glenn Mlaker and David Newell
REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Wednesday, May 20, 2015.
ACCEPTANCE OF THE AGENDA:
Chair Fauber requested Item 6 be moved to the Consent Calendar because it is not visible from
the street.
The agenda was accepted, as amended.
PUBLIC COMMENTS: No comments.
CONSENT CALENDAR:
M/S/C (Cassady/Fauber, 7-0) Approve Items 1, 2 and 6, as part of the Consent
Calendar.

2. RON HOVSEPIAN TO CONSTRUCT A POOLSIDE SHADE STRUCTURE
ADJACENT TO AN EXISTING THREE -UNIT BUILDING ON A ROUGHLY
12,865 SQUARE FOOT HILLSIDE LOT LOCATED AT 505 SEPULVEDA
ROAD (CASE 3.3800 MAA). (KL)
Approved, as submitted.
6. GREENHOUSE HOMEOWNERS ASSOCIATION FOR CONVERSION OF
5,850-SQUARE FEET OF TURF AREA TO DESERTSCAPE WITHIN THE
COMMUNITY LOCATED AT 1117 EAST ALEJO ROAD (CASE 3.1138 MAA).

Approved with condition to return to the AAC for review only if visible from the right-of-
way (for future phases).
UNFINISHED BUSINESS:
3. MCB PROPERTIES TO REPAINT THE EXTERIOR OF THE BUILDING
LOCATED AT 254-64 NORTH PALM CANYON WAY (CASE
3.0366 MAA). (KL)
Associate Planner Lyon presented the proposed exterior building repaint.
Chair Fauber verified staffs original recommendation.
CONNIE HOLT, representing the property owner, provided additional details.
Member Secoy-Jensen said she would prefer more contrast between the tile and wall
color.
Member Song commented that there is too much variation in color between the 1 st
story and 2nd story portion of the building.
Chair Fauber said the 2nd story portion is inappropriate; it is too dark and too red.
Chair Fauber suggested the applicant resubmit the color for the front portion of the
building.
Vice -Chair Fredricks preferred more muted color for better a contrast with the terra
cotta base tiles.
MISIC (Fredricks/Cassady, 7-0) Resubmittal of 2nd-story portion of the building with
direction to add more muted color for better contrast with terra cotta tiles.

4. CANYON VIEW ESTATES HOMEOWNERS ASSOCIATION TO
REPLACE PARKWAY TURF WITH DROUGHT TOLERANT LANDSCAPE AT
2400 - 2498 SOUTH PALM CANYON WAY (CASE 3.1127 MAA). (KL)
Associate Planner Lyon presented the proposed project.
Chair Fauber requested clarification of the condition imposed by staff relative to the
contoured grades.
DAVID DIMARTINI, manager, provided details on the proposal to replace turf with
drought tolerant landscape.
Member Purnel thanked the applicant for coming back and was pleased with the plant
materials and sizes. He expressed concern with the "rhythm" of materials - saying that
it does not have to be so busy.
Member Song suggested using the crushed rock around the palm trees rather than in
half -circles around the Bougainvillea's.
Vice -Chair Fredricks said he's concerned that the Bougainvillea does not align with the
palm trees. He suggested doing one ellipse of crushed rock in between the palm trees.
Member Hirschbein said he's inclined to approve as submitted.
Member Secoy-Jensen said she has a conflict with the rhythm of crushed rock in 112
circles and palm trees. She would like to see this conflict resolved.
Vice -Chair Fredricks would like to reduce the number of eclipses and simplify the
design; he suggested using larger ellipses between the palm trees.
Member Purnel suggested the use fewer ellipses organized around palms; and
recommended rethinking the use of Orange Jubilee with the Bougainvillea (colors).
MISIC (Purnel/Secoy-Jensen, 6-1 Hirschbein) Approve with conditions:
• Reduce ellipses and orient around Palm Trees;
• Reconsider Orange Jubilee (conflicting color with Bougainvillea)
5. GEOFF MCINTOSH OF BERNIE'S LOUNGE & SUPPER CLUB TO
RENOVATE THE BUILDING LOCATED AT 250 EAST PALM CANYON

Member Hirschbein requested clarification if the paint colors would be included in the
approval.
JEFF MACKINTOSH, provided details on the proposed project.
Member Hirschbein verified the sized of proposed stone veneer. He expressed
concern with the parking and valet circulation, pedestrian connection between the
parking lot and public sidewalk.
Chair Fauber said he prefers larger stone for the exterior building. He verified the sun
control at the windows.
Member Secoy-Jensen verified the color of materials and wall color.
Member Purnel noted concern with the landscape islands and questioned if there's
adequate area for the trees.
Member Song suggested moving the tree between stall #11 and #12 back towards
other trees and align.
Member Hirschbein prefers the larger stone (Travertine) in lighter color.
Member Purnel verified the colors of the boulders - decomposed granite.
Member Cassady said he prefers lighter color stone but likes the variation. He supports
the application as submitted.
Vice -Chair Fredricks made the following comments:
• Columns supporting the shade structure should be wider to balance with piers at
the front entrance;
• Align trees in island area;
• Lantana should be 5 gallon size;
• Agave should be 15 gallon size;
• Remove seasonal color and replace with drought tolerant plants.
MISIC (Secoy-Jensen/Cassady, 7-0) Approve with conditions:
1. Stone in lighter color Travertine (align @ angled surface);
2. Specify paint color on exhibits;
3. Revise the column near entry to be exposed;
4. Move tree between spaces 11 and 12 - to align with others in island;
5. Add 1 tree at Via Entrada;
6. Lantana in 5 gallon and Agave in 15 gallon sizes.

NEW BUSINESS:
7. STEVE HERMANN, OWNER OF HORIZON HOTEL FOR CONSTRUCTION OF
TWENTY-FOUR (24) NEW GUEST UNITS TO EXISTING HOTEL ON A 13,341-
SQUARE FOOT VACANT PARCEL LOCATED AT 1050 EAST PALM CANYON
DRIVE (CASE 3.0313 MAJ). (GM)
Assistant Planner Mlaker presented the proposed project.
Member Hirschbein verified the architect/designer of the project.
Member Song questioned the mechanical equipment screening.
Member Hirschbein verified the materials and fascia detail.
Member Cassady requested information on how the new project will match the existing
Cody structure.
Member Secoy-Jensen verified that a stained door will be utilized to match the existing
doors.
Vice -Chair Fredricks verified the size of plant materials - 25 gallon should be 24" box.
Member Secoy-Jensen commented that she is excited about the project noting that it is
in the vein of the historic buildings but respectful.
Member Purnel suggested the applicant reconsider the use of the Agave Cactus and
Silver Carpet.

8. DAN RINKENBERGER, OWNER FOR A REMODEL AND 1,500-SQUARE
FOOT ADDITION TO AN EXISTING HILLSIDE HOUSE LOCATED AT 22"
ARABY DRIVE (CASE 3.3851 MAJ). (GM)

Member Fredricks verified the landscape plan.

Member Purnel questioned whether the existing driveway was being improved.
Member Secoy-Jensen noted that the neighborhood is eclectic and the proposed
addition should be compatible.
MISIC (Cassady/Secoy-Jensen, 7-0) Approve, as submitted.
9. PALM SPRINGS MOTORSPORTS, LLC TO CONSTRUCT A DRIVE -
THROUGH RESTAURANT ON A 2.64-ACRE SITE THAT IS PARTIALLY
DEVELOPED WITH AN EXISTING MOTORCYCLE DEALERSHIP AT 6550
NORTH INDIAN CANYON DRIVE (CASE 3.3870 MAJ). (DN)
Associate Planner Newell presented the proposed project.
Chair Fauber questioned the height of the berm at the drive-thru.
CHRIS SAHLIN, architect, provided an overview of the project.
Member Hirschbein questioned if signage would be reviewed by the AAC.
Member Song verified the color of tile on exterior and space for windscreen at front
door.
Chair Fauber verified screen at drive-thru window.
Member Purnel questioned the lack of trees in the front landscape buffer; noting that
the low branch multi -trunk tree will do better in the wind. He felt that the drive-thru
needs additional screening.
Member Song verified the details of the exterior metal/stucco joints.
Member Secoy-Jensen verified the parking configuration and handicap spaces
(discrepancies in plans).
Vice -Chair Fredricks questioned the use of Beach Daisy and Saltbush. He said the
Honey Mesquite might be a better choice than the Palo Verde for windy conditions. He
also suggested replacing the Beach Daisy with Texas Ranger.
Member Purnel commented that the native soil may be preferable to decomposed
granite as groundcover and berm as proposed needs to be "naturalized" to the area.
MISIC (Purnel/Fredricks, 7-0) Approve subject to conditions:
1. Multi-trunk/low branch tree;
2. Native sand instead of decomposed granite;

3. Replace Asteriscus with Texas Ranger.
COMMITTEE MEMBER COMMENTS:
Vice -Chair Fredricks suggested adding drought resistant shade trees to guidelines. He
expressed concern about the loss of trees in the parkways and where lawn areas are
not being watered.
Member Hirschbein questioned if the Olive trees on South Sunrise were removed
without approval.
Member Cassady cautioned Members about redesigning projects that come before the
Committee.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee adjourned 5:32 pm to the
next regular meeting at 3:00 pm on Monday, June 8, 2015, Council Chamber, City Half,
3200 East Tahquitz Canyon Way, Palm Springs.
