ROLL CALL: Committee Members Present: Cassady, Hirschbein, Secoy-Jensen, Song and Chair Fauber Committee Members Absent: Purnel and Vice -Chair Fredricks Planning Commissioner Present: Doug Hudson, Chair Also Present: Ken Lyon, Associate Planner, Glenn Mlaker, AICP, Assistant Planner, Edward Robertson, Principal Planner REPORT OF THE POSTING OF AGENDA: The Agenda is available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 12:00 pm on April 15, 2015. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as amended (item 3 was moved to the Consent Calendar). PUBLIC COMMENTS: No comments. CONSENT CALENDAR: M/S/C (Secoy-Jensen/Cassady, 5-2 absent Fredricks/Purnel) Approve Items 1, 2 and 3 as part of the Consent Calendar, 1. APPROVAL OF MINUTES: APRIL 6, 2015 Approve, as presented 2. JAMES AND PAMELA VAN DUYN FOR A MAJOR ARCHITECTURAL APPLICATION FOR AN ADDITION AND REMODEL TO AN EXISTING SINGLE FAMILY RESIDENCE ON A HILLSIDE LOT LOCATED AT 2420 TUSCAN ROAD, ZONE R-1-B (CASE 3.3518 MAJ). (KL) Architectural Advisory Committee Minutes April 20, 2015 Member Secoy-Jensen noted the title block references a different project. Staff agreed and would make the appropriate change. Approve, as part of the Consent Calendar, as corrected. 3. SUNRISE VILLAS HOA FOR A MINOR ARCHITECTURAL APPLICATION TO REPLACE PARKWAY TURF WITH DROUGHT TOLERANT LANDSCAPE AT 1200 SOUTH SUNRISE WAY, PD 19 (CASE 3.0234 MAA). (KL) Approve, as part of the Consent Calendar. 4. CASITAS ARENAS HOA FOR A MINOR ARCHITECTURAL APPLICATION TO REPLACE TURF WITH DROUGHT TOLERANT LANDSCAPE AT 801-881 EAST ARENAS ROAD (CASE 3.1114 MAA). (KL) Associate Planner Lyon presented the proposed turf removal as outlined in the staff report. Chair Fauber noted that Vice -Chair Fredricks reviewed the plans and supports the proposal. ROBERT SABATINI, applicant, said they are a small complex and will try do this in- house. He clarified that none of the areas will be seen from the street. Member Secoy-Jensen and Chair Fauber said they visited the site and are comfortable with the recommendation because it is not visible from the street. M/S/C (Cassady/Secoy-Jensen, 5-2 absent Fred ricks/Purnel) Approve with conditions. NEW BUSINESS: 5. GANDO PROPERTIES FOR A MAJOR ARCHITECTURAL APPROVAL TO CONSTRUCT AN APPROXIMATELY 116,636-SQ. FT. RV STORAGE FACILITY, A MINI WAREHOUSE AND A 2,090-SQ. FT. OFFICE SPACE ON AN APPROXIMATELY 4.8-ACRE PARCEL LOCATED AT AIRPORT CENTER DRIVE, ZONE M-1 (CASE 3.3838-MAJ). (ER) Principal Planner Robertson reported that revisions have been made and noted the landscape could come back for review to the AAC (since the two landscape architects are not in attendance). ARIEL VALLI, Valli Architectural Group, project architect, provided an overview on the modifications made to the project. 2 Architectural Advisory Committee Minutes April 20, 2015 Member Hirschbein asked if the landscape plan shows the ultimate dimensions of the plants at full growth. He explained that the wall along the street needs to be softened. Member Song commented that the plans and elevations do not match. She suggested planting a variety of plants at various sizes to soften the building. Member Song asked questions pertaining to the vehicle gate material and construction. She requested the design of the fence match the design of the office building. Chair Fauber said he would like to see a streetscape to include the adjacent storage buildings. M/S/C (Cassady/Fauber, 5-2 absent Fredricks/Purnel) Recommend approval to the Planning Commission with the following conditions: • Final landscape plan to be reviewed by the AAC. • Landscape plan to include plant sizes. 6. DEAUVILLE HOA FOR A MINOR ARCHITECTURAL APPLICATION TO CONVERT 4,500-SQUARE FEET OF TURF AREA TO DESERTSCAPE AT THE CORNER OF EAST AMADO ROAD AND CALLE EL SEGUNDO LOCATED AT 500 EAST AMADO ROAD (CASE 3.0329 MAA). (GM) Assistant Planner Mlaker presented the proposed turf removal as outlined in the staff report. JIM BAYNER, HOA president, provided details on replacement of trees to more drought tolerant as recommended in the arborist report. ELENA PETERSON, landscape designer, explained the details of the plant palette including color and texture. She responded to questions pertaining to groundcover and maintenance. KIRAN BHALLA, homeowner, requested the five (5) Jacaranda trees to remain. DENNIS MOSS, homeowner, does not understand why the Jacaranda trees need to be removed and suggested planting smaller trees along the corner on Amado Road. BARBARA MOSS, homeowner, said the Jacaranda trees are 30 years old and suggested working around them. JIM BAYNER, applicant, said the Jacaranda roots are on the surface; any alteration will kill the trees. Member Secoy-Jensen commented that she struggled removing the mature trees but the proposal is well -designed and must proceed with what is being presented. 3 Architectural Advisory Committee Minutes April 20, 2015 Member Song thanked the applicant for the lush design and well -thought out plan. Chair Fauber noted that Vice -Chair Fredricks (landscape architect) said he approved of the layout. Chair Fauber pointed out that the HOA has approved removal of the trees. Member Hirschbein said he's active in his HOA and understands competing viewpoints. M/S/C (Fauber/Cassady, 5-2 absent Fredricks/Purnel) Approve, as submitted. 7. CENTER COURT HOA FOR A MINOR ARCHITECTURAL APPLICATION TO REMOVE TURF AND REPLACE IT WITH WATER -EFFICIENT LANDSCAPING ALONG THE AVENIDA CABALLEROS PARKWAY LOCATED AT 355 NORTH AVENIDA CABALLEROS, ZONE HR (SECTION 14 SPECIFIC PLAN) (CASE 3.1372 MAA). (KL) Associate Planner Lyon presented the proposed turf removal as outlined in the staff report. Member Secoy-Jensen questioned if the work has been completed. The applicant was not present. Staff suggested a continuance so a site visit can be done and will return with a recommendation. M/S/C (Fauber/Cassady, 5-2 absent Fredricks/Purnel) Table. COMMITTEE MEMBER COMMENTS: • AAC meeting protocol for receiving public testimony; • Final inspections on landscape plans (Sunrise Racquet Club). STAFF MEMBER COMMENTS: None. ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:30 pm to the next regular meeting on Monday, May 11, 2015, at 3:OO pm in the Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
