ROLL CALL: Present This Meeting: Fauber, Hirschbein, Secoy-Jensen, Song, Vice -Chair Cassady and Chair Fredricks Absent This Meeting: Purnel Planning Commissioner Present: Middleton* Staff Present: Glenn Mlaker, David Newell, Edward Robertson *Arrived at 4:30 pm. REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 pm on Wednesday, January 27, 2016. ACCEPTANCE OF THE AGENDA: The agenda was unanimously accepted, as presented. PUBLIC COMMENTS: ERIC CHIEL, Twin Palms Neighborhood Organization, chair, invited the AAC Members and public to the Feb. 1 6th Dedication Ceremony for the street renaming of Arquilla Road to William Krisel Way. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: JANUARY 19, 2016 M/SIC (Fredricks/Secoy-Jensen, 6-1 absent/Purnel) Approve minutes, as presented. Architectural Advisory Committee Minutes February 1, 2016 NEW BUSINESS: 2. WAVERLY PARK HOA FOR A MINOR ARCHITECTURAL APPLICATION TO REPLACE TURF WITH DESERT LANDSCAPE ALONG THE GENE AUTRY TRAIL FRONTAGE, 2400 SOUTH GENE AUTRY TRAIL, ZONE RGA(8) (CASE 3.1863 MAA). (DN) Associate Planner Newell provided an overview of the proposed desert conversion as outlined in the staff memorandum. Member Hirschbein questioned why the trees are excluded in the open -space. JEFF SANCHEZ, Sanchez Landscaping Inc., provided details on the different types of grass and groundcover. He said brimstone decomposed granite will be used and the existing trees and hedge will remain. Member Song questioned how the rock will work with the decomposed granite; and requested more details on the grasses and spacing - and the rhythm between the areas. JEFF SANCHEZ responded that he is trying to keep it consistent with the other completed areas. Member Hirschbein questioned if the plants on the drawings represent the plants at maturity. Member Secoy-Jensen noted that the brimstone decomposed granite complements the architecture quite well; however, she noticed that there some areas with no plantings and this area is windy. (The bottom part of the sand is compacted and 3/8" decomposed granite remains on top.) Chair Fredricks asked about irrigation for the existing trees and groundcover. He questioned if the required maintenance was considered. Member Fauber questioned if the plantings on the block wall and stand-alone fencing will remain. (The bougainvillea will remain for security purposes.) PUBLIC COMMENT: CONNIE FAIPES, HOA board member, said they received a small grant from DWA and are hoping to move forward. She said they chose to leave the shrubs along Gene Autry to provide privacy, in addition to the trees. Member Secoy-Jensen said she supports the project and staffs recommendation to add more plant material. 2 Architectural Advisory Committee Minutes February 1, 2016 Member Song questioned if some of the planting could be moved to the street side where the sidewalks are. She suggested trying to create more texture and a foreground of carpet of landscape for a visual screen. Vice -Chair Cassady suggested making the landscaping look as natural as possible and not so spread out. The Members discussed the irrigation system for the trees. (MISIC Fredricks/Fauber, 6-1 absent/Purnel) Approve subject to changes with final review by subcommittee (Fredricks, Fauber and Song): • Landscape plan to return to AAC with demarcation of the decomposed granite and crushed rock. • Location and sizing of Lantana. • Increase the density of plant material and more layering between the meandering sidewalk and street. • Results from DWA inquiry to leave turf on the interior of the sidewalk as is. 3. SUSAN THABIT REQUESTING A CONDITIONAL USE PERMIT FOR THE PLACEMENT OF FIVE (5) TENNIS COURT LIGHT POLES AT A MAXIMUM HEIGHT OF TWELVE (12) FEET LOCATED AT 790 NORTH MISSION ROAD, ZONE R-1 A. (CASE 5.1385 CUP). (GM) Member Song stated that she would be recusing herself on this item and left the Council Chamber. Associate Planner Mlaker presented the proposed project as outlined in the staff report. The Members asked technical questions pertaining to: • Setback areas for the tennis court. • Adjacent tennis court height. ROB PARKER, RGA Landscape Architects, described the tennis court project. Mr. Parker said they are in agreement with all of the conditions except lowering the poles to 10 feet considering the existing tennis court at the adjacent home. Member Hirschbein questioned if any light will be dispersed onto the adjacent property. (No.) Chair Fredricks questioned if there is a difference in visibility for the 12 ft. height as W Architectural Advisory Committee Minutes February 1, 2016 opposed to 10 ft. (No.) PUBLIC COMMENT: RICHARD MURAND, Las Palmas Neighborhood Organization, vice -chair, said on behalf of the neighborhood organization and adjacent homeowner they are opposed to the tennis court lights because they interfere with: privacy, views and seclusion of adjacent neighbors. The Board had these questions: • Are there regulations for tennis court light wattage? • Light fixture shields. • Add landscape screening. Member Hirschbein spoke in favor of the project with the reduction in light wattage. Chair Fredricks also spoke in support of adding landscape screening on the property line. Member Secoy-Jensen said what the city is recommending is fair with the additional condition of adding: back shield onto the light fixture and landscape screening on the east and south side. Member Fauber concurred with the additional conditions. MISIC (Fred ricks/Hirschbein, 5-1-1 recused/Song, 1 absent/Purnel) Recommend approval with conditions; and: • Landscape screen be placed on the east and existing hedge on the south side allow to grow to 12 feet. Fill in gaps. Member Song re-entered the Council Chamber. A brief recess was taken at 4:23 pm Meeting resumed at 4:27 pm. 4. PALM SPRINGS PROMENADE, LLC PROPOSING TENANT STOREFRONT DESIGN FOR A FOOD SERVICE TENANT ("JUICE SERVED HERE") WITHIN BLOCK A OF THE MUSEUM MARKET PLAZA SPECIFIC PLAN LOCATED AT THE NORTHWEST CORNER OF PALM CANYON DRIVE AND ANDREAS ROAD, ZONE CBD (CASE 3.3606 MAJ). (DN) 4 Architectural Advisory Committee Minutes February 1, 2016 Associate Planner Newell presented the proposed project as outlined in the staff memorandum. The Members commented and/or had questions regarding: • Is there a sign program coming back? • Awning overhang. • Is there a material sample board submitted? CHRIS PARDO, designer, provided details of the architectural elements of the building and was available for questions. Member Fauber had questions regarding the living wall. Member Hirschbein asked about the attachment of the floating canopy. He asked if fans or misters were considered and questioned signage for the building. Member Song liked that the storefront is pushed back to create the outdoor eating area and over -extended the brass building elements. She questioned if the issues of noise reverberation, air conditioning and access of cleaning the displays was given for the 18 foot high ceilings. She asked if consideration was given to define the space between the retail and sidewalk. Member Hirschbein said he likes it but would like to see materials consisting of the drink rail and thermal comfort (fan, heaters or misters). Member Song spoke in support of the redesign and suggested the final conceptual plans be more coordinated and precise for approval. Member Secoy-Jensen says the concept is interesting and it has great energy to it. She would like to see more details of: the projecting canopy, living wall concept and the entry to the business. Chair Fredricks likes the concept and would like to see how it will fit with the other storefronts. He noted that only a limited amount of materials will work for the living wall. He would like to see more details on the functionality of the fans and misters and the living wall. Member Fauber likes the direction this project is going and concurred with Member Song to define the space between the retail and sidewalls and would like to see finished drawings. Vice -Chair Cassady said he likes the openness to the street (with the minimal railing) and the living wall concept. 5 Architectural Advisory Committee Minutes February 1, 2016 MISIC (Fredricks/Fauber, 6-1 absent/Purnel) Resubmittal with incorporation of AAC comments. COMMITTEE MEMBER COMMENTS: The Members commented on: • More staff scrutiny for tree preservation on turf conversion projects. • Congratulations to Michael Hirschbein as the new member of the Planning Commission. STAFF MEMBER COMMENTS: • Canyon View project will return to the AAC for review. ADJOURNMENT: The Architectural Advisory Committee adjourned at 5:10 pm to the next regular meeting at 3:00 pm on Tuesday, February 16, 2016, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
