Minutes of January 4, 2016
CALL TO ORDER: Chair Fredricks called the meeting to order at 3:00 pm.
ROLL CALL:
Committee Members Present: Fauber, Hirschbein, Purnel, Secoy Jensen, Song
and Chair Fredricks
Committee Members Excused: Vice -Chair Cassady
Planning Commissioner Present: Randy Lowe
Also Present: Flinn Fagg, Glenn Mlaker and David Newell
REPORT OF THE POSTING OF AGENDA: The agenda was posted at the City Hall
bulletin board (west side of Council Chamber) and the Planning Department counter by
2:00 pm on Wednesday, December 30, 2015.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented_
PUBLIC COMMENTS: None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: December 7, 2016
MISIC (Fred ricks/Purnel, 6-0) Approve, as amended.
UNFINISHED BUSINESS:
2. SUNSHINE VILLAS HOA, FOR A MINOR ARCHITECTURAL APPLICATION
TO CONVERT 30,685-SQUARE FEET OF TURF AREA TO DESERTSCAPE
ALONG EAST RAMON ROAD FOR THE COMPLEX LOCATED AT 2155 EAST
RAMON ROAD (CASE 3.1236 MAA). (GM)

Associate Planner Mlaker presented the proposed desertscape conversion as outlined
in the staff memorandum.
Member Purnel commented that the landscape plan has improved; and asked why the
Carissa Grandflora was decreased to 1 gallon size.
Member Song verified the placement (coverage) of the Lantana shrubs.
Chair Fredricks noted that the applicant has met the requirements of the AAC and
appreciates the additional steps taken.
Members Fauber and Secoy Jensen spoke in support the design choice and changes
that have been made.
MISIC (Secoy Jensen/Fredricks, 6-0-1 absent/Cassady) Approve.
NEW BUSINESS:
3. SUNRISE ALEJO HOA, FOR A MINOR ARCHITECTURAL APPLICATION TO
CONVERT 85,000-SQUARE FEET OF TURF AREA TO DESERTSCAPE
ALONG NORTH SUNRISE WAY AND AROUND RESIDENTIAL BUILDINGS
FOR THE COMPLEX LOCATED AT 700 NORTH SUNRISE WAY (CASE
3.1132 MAA). (GM)
Associate Planner Mlaker presented the proposed desertscape conversion.
Member Fauber questioned if the landscape plan satisfies the City's guidelines. (Yes.)
Member Purnel questioned if this plan matches the desert landscaping that was
installed last year.
JOHNNY CONTRERAS, applicant, provided additional details and was available for
questions.
Chair Fredricks asked if the pony walls will remain and will they be painted. (Yes, they
will be painted.) He questioned if the shrubs and vines along the wall will remain? (All
the vines will remain - the older shrubs will be removed.)
Member Song requested verification of: the location of the public sidewalk, plantings at
the guardhouse entrance and boulder placement.
Member Purnel expressed concern with:
• The voids behind the pony walls.

• The Lantana shrub will conceal the agave plants.
• The use of single boulders- instead of grouping.
Member Fauber verified the use of a border to separate turf from groundcover.
Member Secoy Jensen said it would be helpful to show the location of the sidewalk on
the plans.
Chair Fredricks said he needs more information on what plant material will remain and
what will be removed. He noted that the street planting is sparse and would like to see
the wall color.
Member Purnel said streetscape is sparse and suggested looking at the entry on both
sides to see how the void is going to be treated.
Member Song suggested consideration of redesign of turf area.
Chair Fredricks questioned if trees will be on separate irrigation. (Yes.)
Member Song noted the need to have mature plant sizes listed on the plans and
include the existing materials shown to remain on the plans.
MISIC (Fred ricks/Pu rnel, 6-0-1 absent/Cassady) Approve pending subcommittee
(Fredricks, Punel and Song) review:
1. Submit color sample for walls.
2. Show existing plants to remain and to be removed on landscape plan.
3. More massing of plants along entry driveway to include grouping of boulders
and accent plants.
The AAC made the following suggestions:
1. Homeowners Association to consider cohesive paint palette.
2. Painting is done prior to installation of landscape.
4. SUMMIT LAND PARTNERS REQUEST FOR A PLANNED DEVELOPMENT
DISTRICT AND A MAJOR ARCHITECTURAL APPROVAL FOR THE
CONSTRUCTION OF 92 SINGLE-FAMILY RESIDENCES ON SMALL LOTS
ON 13.28 ACRES OF VACANT LAND LOCATED AT THE SOUTH WEST
CORNER OF EAST PALM CANYON DRIVE AND MATTHEW DRIVE, ZONE R-
3, SECTION 30 (CASE 5.1384-PDD-38113.3902-MAJ). (ER)
Principal Planner Robertson presented an overview of the proposed development.

Member Song asked about guest parking and fire access.
Member Secoy Jensen expressed concerns with the gates for the development.
Member Hirschbein questioned if the density includes the flood control easement and
calculations of open -space.
Member Song questioned if this development will affect loss of multi -family housing.
RHONDA NEELEY and Development Team, provided details and addressed questions.
Members Song and Hirschbein questioned the design of sidewalk along Palm Canyon
and the stormwater channel.
Member Hirschbein asked if the use of grass-crete for the dog park is appropriate. He
expressed concern about how the pools will fit in the backyards.
Member Purnel asked about the landscaping on top of culvert. (3 feet of soil depth) He
noted an on -site parking conflict with entry to property.
Member Song questioned if a 36 ft. street allows for parking on both sides of the street.
Member Purnel suggested rethinking public spaces with less turf.
Member Secoy Jensen said she would like to see the relationship with Von's Center
and pedestrian connections. She asked what neighbors they met with. (Neighbors
within the 500 ft. radius.)
Member Song requested clarification and/or commented on:
• Can open channel materials could be more natural?
• Adequate space for front yard trees.
• Design of gate.
• Access for trash vehicles.
• No dedicated space on lots for trash space.
• Concern with setbacks on Plan 2.
• Provide more description on roofing materials.
• Design of "chokers" (landscape bump outs) on streets.
• Need to slow down traffic.
• Provide more landscaping on streets.
Chair Fredricks expressed concern about the infrastructure conflict with the street trees.
Member Secoy Jensen expressed the following concerns:

• More setback space is needed for the side, front and rear.
• Guest parking and no turnaround.
• Additional open -space within the development.
Member Hirschbein expressed the following concerns:
• The shed roof elevations.
• Grasscrete inappropriate for dog park.
• Dislikes sidewalks up against Palm Canyon.
• Open -channels are not very attractive.
• Private exterior spaces are too enclosed.
Member Fauber expressed the following concerns:
• Development is too dense.
• Quality of private spaces is compromised.
• The large windowless 2-story building elevations.
Member Purnel commented on:
• Density is a concern.
• Maximize setbacks and outdoor living.
• Concrete channels are unsightly.
• Swimming pools should have 5 ft. setbacks.
• Increase landscape and in choker areas.
• Trash truck access.
• Reduce turf usage and use only where it benefits residents.
Chair Fredricks commented on:
• The Palm Canyon sidewalks need to be redesigned.
• Concern about small pools - consider community pool.
• Appreciates the streetscape and undergrounding of power -lines.
• Project is too dense.
Member Secoy Jensen questioned the quality of the vehicular and pedestrian space.
MISIC (Fredricks/Fauber, 6-0-1 absent/Cassady) To resubmit.
COMMITTEE MEMBER COMMENTS: None.

STAFF MEMBER COMMENTS: Planning Director Fagg reported an upcoming study
session will be scheduled for January 19th at 2:00 pm.
ADJOURNMENT: The Architectural Advisory Committee adjourned 5:39 pm to the
next regular meeting at 3:00 pm on Tuesday, January 19, 2016, Council Chamber, City
Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
