ROLL CALL: Committee Members Present: Fredricks, Lockyer, Purnel, Secoy-Jensen, Miller, Chair Song Committee Members Excused: Rotman, Vice-Chair Cassady Planning Commissioner Present: Doug Hudson Staff Present: Flinn Fagg, Noriko Kikuchi, Ken Lyon, Glenn Mlaker, David Newell REPORT OF THE POSTING OF AGENDA: The Agenda was posted for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 2:00 pm on Thursday, December 1, 2016. ACCEPTANCE OF THE AGENDA: Chair Song requested Item 5 moved to the Consent Calendar. M/S/C (Secoy-Jensen/Purnel, 6-0-2 absent Cassady/Rotman) Accept the agenda as amended. Planning Director Fagg disclosed that he has a property-related conflict of interest on Item 3 and will recuse himself from discussion regarding this matter. Director Fagg also reported that Member Fredricks has a conflict of interest on Item 2 and would not participate in the discussion or vote regarding this matter. PUBLIC COMMENTS: ERIC CHIEL, One PS, co-chair, provided details about the One PS Guide for Neighborhood publication that was provided to the AAC. Architectural Advisory Committee Minutes City of Palm Springs December 5, 2016 2 CONSENT CALENDAR: M/S/C (Fredricks/Purnel, 6-0-2 absent Cassady/Rotman) Approve Items 2, 3, 4 and 5 as part of the Consent Calendar. 1. APPROVAL OF MINUTES: NOVEMBER 7, 2016 Approved as part of the Consent Calendar (noting Member Miller's abstention.) 2. SANDS TO GREENS LANDSCAPE, INC, ON BEHALF OF SUNRISE OASIS ESTATES HOA, FOR A MINOR ARCHITECTURAL REVIEW APPLICATION FOR THE REMOVAL OF 22,675 SQUARE FEET OF TURF AND THE INSTALLATION OF DROUGHT-TOLERANT LANDSCAPE ON THE TAMARISK ROAD FRONTAGE AT 800 NORTH SUNRISE WAY, ZONE R-1 (CASE 3.1181). SCOTT COON FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A SINGLE-FAMILY RESIDENCE ON A HILLSIDE LOT LOCATED AT 2347 SOUTH BISNAGA ROAD, ZONE R-1-B (CASE 3.2991 MAJ). (KL) Approved as part of the Consent Calendar. Architectural Advisory Committee Minutes City of Palm Springs December 5, 2016 3 NEW BUSINESS: 6. 7 IN OLIVERA, LLC, OWNER, FOR DEVELOPMENT OF A NINE-UNIT CONDOMINIUM PROJECT ON A 34,600 SQUARE FOOT LOT LOCATED AT THE NORTHWEST CORNER OF NORTH ZANJERO ROAD AND WEST VIA OLIVERA, ZONE R-2 (CASE 3.3988 MAJ / 7.1513 AMM / TTM 37041). (KL) Chair Song noted a conflict of interest and would not be participating in the discussion and vote. She left the Council Chamber at 3:10 pm. Member Fredricks acted as Chair on this Item. Associate Planner Lyon presented an overview of the proposed project. ERIC KETAYI, developer, was available for questions from the Committee. STEVE BOWKER, project architect, responded to questions relating to the materials. Member Lockyer requested clarification on the colors and materials for the: windows, doors, railing and fencing. Member Purnel verified the landscape materials, separation (distance) of pools and adequacy of yard space. Member Secoy-Jensen verified: the wall height, materials, alternative to balcony design (over fire lane) and location of pool equipment. Member Lockyer verified details of the rooftop equipment screening and exact location. Acting-Chair Fredricks had questions pertaining to the privacy of balconies and sizes of plant materials. Member Secoy-Jensen pointed out that floor plans for Unit A have not been provided. Member Lockyer verified the distance of the rear-yard setbacks. Comments: Acting-Chair Fredricks said the additional details need to be resolved: • Exterior fencing. • Plant materials and sizes/selections. • Rooftop decks. • Balconies and railing height. • Paving materials. Architectural Advisory Committee Minutes City of Palm Springs December 5, 2016 4 Member Secoy-Jensen concurred that the project needs more work pertaining to: materials have not identified and floor plans and elevations for unit A. Member Purnel commented that the project needs more working pertaining to: landscape on the west side, soften fire lane with landscape and revising planting palette. Member Lockyer commented that the material board, elevations, exterior wall elevations and landscape needs more thought. Member Miller commented that the project needs fairly major changes, but likes simplicity of the design. M/S/C (Fredricks/Lockyer, 6-0-2 absent Cassady/Rotman) Continue to a date uncertain. Chair Song re-entered the Council Chamber at 3:52 pm. 7. PALM SPRINGS PROMENADE, LLC FOR AN AMENDMENT TO THE APPROVED LANDSCAPE AND HARDSCAPE PLANS FOR DEVELOPMENT PROJECTS WITHIN THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN LOCATED GENERALLY AT THE NORTHWEST CORNER OF PALM CANYON DRIVE AND TAHQUITZ CANYON WAY, ZONE CBD (CASE NOS. 5.1290 PD-361, 3.3605 MAJ, 3.3606 MAJ, 3.3607 MAJ, 3.3785 MAJ, 3.3908 MAJ AND 3.3948 MAJ). (DN) Associate Planner Newell provided an overview on the proposed amendment. Member Secoy-Jensen requested a sample of gray colored concrete for the on-street parking spaces and more details on the pavers/landscape at the southwest corner of Main Street and Palm Canyon Drive. Chair Song asked about the shade structures on Palm Canyon (not shown on plans). TOM DOCZI, TKD Landscape Architects, (representing Wessman Development) provided details on the landscape and hardscape plans. Member Fredricks had the following questions: • What is the timing of approval for the street furniture? • W hy were the Tipu trees on Palm Canyon removed? (To increase visibility of storefronts.) • Why were the shade trees removed on the promenade? • Why wasn't a larger shade tree used on the southwest corner of Main Street and Palm Canyon? Member Secoy-Jensen questioned if bike lanes and racks are required as part of approval and verified details of the site furniture. Member Purnel expressed concern with use of concrete instead of pavers (issues with using pervious materials). Member Lockyer also noted concern with the colored concrete instead of pavers. Member Purnel verified planting and rationale for changing landscaping at northwest corner of Tahquitz Canyon and Palm Canyon. Member Lockyer had questions regarding changes to paver design at the crosswalks. Chair Song verified planter details and promenade benches. Discussion: Member Fredricks expressed concern with the change of pavers to concrete; issues of water proofing for underground garage and removal of shade trees (loss of shade). Member Secoy-Jensen agrees about the specimen tree at the southwest corner of Main Street / Palm Canyon; bike parking racks need to be shown and wood benches need to be the same. Member Purnel said more shade trees and specimen trees are needed at the southwest corner of Main Street and Palm Canyon. He asked if smaller trees could be used at the crosswalk on Belardo Road. He would like to see more information on the site furniture and noted concern with the change of pavers to concrete. Member Lockyer noted concern about loss of shade trees and would like to see them come back. Member Miller commented that she is disappointed the pavers were changed to gray concrete. She said the project was intended to be a "shady oasis" and is concerned with the loss of shade trees. PALM SPRINGS PROMENADE, LLC FOR A MINOR ARCHITECTURAL APPLICATION TO INSTALL A ONE-STORY ELEVATOR STRUCTURE WITHIN BLOCK D OF THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN Architectural Advisory Committee Minutes City of Palm Springs December 5, 2016 6 LOCATED AT THE NORTHWEST CORNER OF BELARDO ROAD AND TAHQUITZ CANYON WAY, ZONE CBD (CASE 3.3992 MAA). (DN) Associate Planner Newell presented the proposed one-story elevator structure within Block D of the Downtown Palm Springs Specific Plan. Member Fredricks asked if signage will be reviewed at a later date. EMILY WOODS, applicant, provided materials that will be used for the proposed structure. Member Secoy-Jensen noted that lighting is not shown and asked if there is a reflected ceiling plan. She asked why dark gray was selected for the color of the metal screen. Member Purnel thinks the design is creative; however, he would like to see landscape design around the building. Member Fredricks questioned if the location over the parking garage would allow planters. (yes) Member Lockyer thinks if planters are required they should be a part of the architectural design of this structure and not be deferred to the landscape plan. He agrees that it looks barren without any landscape around it. Member Song said her concern is because it's a free-standing element, a landscape buffer towards the building will create a secondary layer. Member Fredricks suggested planters might be better further away from the structure. M/S/C (Lockyer/Purnel, 6-0-2 absent Cassady/Rotman) Approve subject to Subcommittee review. 1. Review landscape planters at the perimeter of building. (Subcommittee members: Purnel, Lockyer and Fredricks) A recess was taken at 4:55 pm. The meeting resumed at 5:00 pm. 9. 1875 NORTH PALM CANYON PARTNERS II, LLC, DBA – TOVA HOTEL AND BEACH CLUB FOR A CONDITIONAL USE PERMIT FOR A FULL SERVICE SPA; AND A 200 -SEAT RESTAURANT /LOBBY BAR; AND A MINOR ARCHITECTURAL APPLICATION FOR EXTERIOR BUILDING RENOVATIONS TO EXISTING HOTEL (FORMALLY THE GARDEN VISTA HOTEL) LOCATED AT 1875 NORTH PALM CANYON DRIVE (CASE 5.1382 CUP / 3.0157 MAA). (GM) Architectural Advisory Committee Minutes City of Palm Springs December 5, 2016 7 Associate Planner Mlaker provided an overview of the proposed project as outlined in the staff memorandum. TOM VENTURA, Gensler, project architect, described in greater detail the project concept, renovations, new construction, restaurant, pool house building, colors of the building, street circulation and landscape plan. TOM DOCZI, TKD & Associates, clarified details about the landscape plan, grade changes and parking lot islands to meet shading requirements. Member Secoy-Jensen appreciates the professionalism and supports the project as presented. Members Purnel, Lockyer and Miller spoke in support of the project. Chair Song made the following comments: • Trash enclosure maneuvering needs to be reworked. • Light poles do not match architecture. • Wavy pattern needs to distinguish curb from the driveway. • Building A needs Brise Soleil (overhang) on east elevation. STAFF MEMBER COMMENTS: Planning Director Fagg reported that no additional meetings are scheduled for this month and the next meeting will be held on Tuesday, January 3, 2017.
