ROLL CALL: Committee Members Present: Lockyer, Purnel, Secoy-Jensen, Vice -Chair Cassady Committee Members Excused: Rotman, Song, Chair Fredricks Planning Commissioner Present: Hirschbein Also Present: Planning Director Fagg, Assistant Planner Kikuchi, Associate Planner Newell REPORT OF POSTING OF AGENDA: The agenda was posted at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 5:00 pm on Thursday, July 28, 2016. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: CONSENT CALENDAR: 1. APPROVAL OF MINUTES: JULY 18, 2016 M/S/C (Secoy-Jensen/Purnel, 4-0-3 absent Fredricks, Rotman, Song) Approve, as presented. NEW BUSINESS: 2. DIPLOMAT HOA FOR A MINOR ARCHITECTURAL APPLICATION FOR THE REMOVAL OF 25,600 SQUARE FEET OF TURF AND THE INSTALLATION OF Architectural Advisory Committee Minutes City of Palm Springs August 1, 2016 DROUGHT -TOLERANT LANDSCAPE ON LA REINA WAY, PALM CANYON DRIVE, AND FARRELL DRIVE FRONTAGES AT 2454 EAST PALM CANYON DRIVE, ZONE PD (CASE NO. 3.0210). (NK) Associate Planner Kikuchi provided an overview on the proposed drought -tolerant landscape proposal. Vice -Chair Cassady verified that he does not have a conflict of interest as he resides 200 feet outside of the 500 feet radius of the project. Planning Director Fagg confirmed there was no conflict. Member Purnel asked if it's the long term plan to retain the existing trees and shrubs. MICHAEL KATZ, manager, said that the permits were pulled before he was with the company. MIGUEL, GI LANDSCAPING, said all the plantings were done according to the specifications. He said all the dry plants were removed and will see at a later time what other plantings will be removed. Member Purnel questioned if they are replacing the existing materials and if they need to come back to Planning. Member Purnel said the landscape is nicely laid -out with a simple rhythm. He noted concern with the health of the existing materials and suggested putting some low plants to screen the parking area. Member Secoy-Jensen said initially she thought it was sparse but the landscaping will mature and supports the project. Vice -Chair Cassady agrees with Member Purnel that's its well laid -out and the lines are straight and once the materials grow it will look better. If any changes to the existing plantings come up in the future the revised plans shall come back to staff and the AAC. 3. PALM SPRINGS PROMENADE, LLC FOR A REVIEW OF ROOFTOP MECHANICAL SCREENING AND A REVISED WEST ELEVATION FOR THE ONE- AND TWO-STORY RETAIL BUILDING LOCATED ON BLOCK C ( PER CONDITIONS OF APPROVAL FROM CITY COUNCIL RESOLUTION 24002) LOCATED AT THE SOUTHWEST CORNER OF PALM CANYON DRIVE AND MAIN STREET, 111 NORTH PALM CANYON DRIVE, ZONE CBD (CASE NO. 3.3607 MAJ). (DN) 2 Architectural Advisory Committee Minutes City of Palm Springs August 1, 2016 Associate Planner Newell provided an overview of the proposed project as outlined in the staff memorandum. Member Secoy-Jensen asked if the actual samples of the materials were submitted (the brick and mechanical screen). (No.) MICHAEL BRAUN, applicant, responded that they were not requested to submit material boards and would be happy to provide it at a later stage. He was available for questions. DANIEL BOTTEN, project architect, was available for questions. Member Lockyer requested clarification on the trash enclosure facade and suggested landscape enhancements be placed in front of the trash enclosure. Member Secoy-Jensen supports changes to the west elevations; however, she noted concern with inconsistencies in the plans for the trash enclosure which needs additional articulation. Member Lockyer commented that rooftop screening should not be perforated. Member Purnel questioned if the trash enclosure will roll out to the street. He noted concern about steel bollards or metal corners that are used to protect the building becoming more industrial and would prefer to keep it simpler. He said the best response might be through landscaping - it needs to be more than just a planter. The landscape and architecture need to work together. Member Secoy-Jensen requested clarification on the floor plan - the trash room is not shown on the plans. She is supportive of the direction but plans are not clear. Member Purnel commented on the relationship of the window to the parapet of the trash enclosure facade - there seems to be an overlap/conflict. Member Lockyer questioned why it is difficult to provide a material board. Vice -Chair Cassady noted that the trash enclosure elevation is awkward and questioned the difference of material. Member Secoy-Jensen said she needs to see how the materials work together and questioned the color of the trash enclosure door. (Mr. Braun responded they will bring back the landscape, color and materials at a later date.) Member Secoy-Jensen asked about lighting of the building facade. Archilecturai Advisory Committee Minutes City of Palm Springs August 1 2016 (Mr. Botten responded perforated aluminum screen painted black - mechanical screening. Member Lockyer noted that the perforated screen may still expose the mechanical equipment and material board may help. Member Purnel indicated that no equipment is shown on the annex building in the drawings; he questioned if the screening can get tighter - it needs to screen views from the Kimpton Hotel rooms. Member Lockyer said recommendation needs to be made for landscape in front of the trash enclosure. Member Secoy-Jensen supports the window revisions in front of the trash enclosure but does not support the trash enclosure and incorrect plans - it needs additional articulation of the trash enclosure fagade and it's necessary to see materials. Member Purnel said the landscape and architectural elevation needs to work together. He is concerned with the color (black) of the mechanical equipment enclosure and maintenance. Member Secoy-Jensen suggested using a gray color instead. MISIC (Cassady/Lockyer, 4-0-3 absent Fredricks, Rotman, Song) Approve west elevation as submitted excluding: trash enclosure and color/material of rooftop screening. • Materials to include: a. Roof screen b. Roll -up door c. Exterior door d. Color of roof materials • Provide consistency of floor plans. • Provide details of building lighting. 4. PALM SPRINGS PROMENADE, LLC FOR REVIEW OF THE DOWNTOWN PALM SPRINGS RENOVATION PROJECT SIDEWALK LIGHTING, AS REQUIRED BY PROJECT CONDITIONS OF APPROVAL, GENERALLY LOCATED NORTHWEST TAHQUITZ CANYON WAY AND PALM CANYON DRIVE, ZONE CBD (CASE NOS. 5.1290 PD-361, 3.3605 MAJ, 3.3606 MAJ, 3.3607 MAJ, 3.3785 MAJ). (DN) Associate Planner Newell presented the proposed sidewalk lighting as outlined in the 4 Architectural Advisory Committee Minutes City of Palm Springs August 1. 2016 staff memorandum. Member Purnel would like to see all the light fixtures at once. He questioned if the fixtures meet the minimum foot candle requirement. Member Secoy-Jensen verified the locations of the light fixtures throughout the project. MICHAEL BRAUN, applicant, responded to questions. Member Purnel noted concern that the streets are over -lit (too bright). Vice -Chair Cassady questioned if cap on light is sufficient to reduce the light pollution. Member Secoy-Jensen verified that all the lights on the pedestrian walkway are palm tree lights and confirmed the locations. Member Purnel requested information on the pole height (14') and color of poles (gray). He questioned why not use the standard Palm Canyon fixture on the streets internal to the project. Member Lockyer questioned the color of the light (white vs. warmer) and the need for consistency throughout the project. Member Secoy-Jensen asked if all the fixtures have the hardwire. Member Secoy-Jensen supports the gray color and would like to see what's going on in the parking lot. Member Purnel agrees with Member Secoy-Jensen and was disappointed the project is coming forward in pieces instead of being able to see all the light fixtures at once. He would like to see consistency of light color (warm vs. cool). Member Lockyer asked if it's possible to see all the lighting at once. Member Secoy-Jensen concurred with not seeing locations in Block -Al parking lot. Vice -Chair Cassady noted concern with how they will complement fixtures on Palm Canyon. MISIC (Lockyer/Secoy-Jensen, 4-0-3 absent Fredricks, Rotman, Song) Approve subject to review of: 1. Color temperature. 2. Foot candle. COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: Director Fagg reported that the Election of Officers will be conducted at the September 6th meeting. He reported a Joint Meeting with the Planning Commission and Architectural Advisory Committee would be held on September 14, 2016, at 11:30 am.
