Minutes of July 18, 2016
CALL TO ORDER: Vice -Chair Cassady called the meeting to order at 3:00 pm
ROLL CALL:
Committee Members Present: Lockyer, Purnel, Rotman, Secoy-Jensen, Song, Vice -
Chair Cassady
Committee Members Excused: Fredricks
Planning Commissioner Present: Middleton
Also Present: Planning Director Fagg, Assistant Planner Kikuchi,
Associate Planner Mlaker, Associate Planner Newell
REPORT OF POSTING OF AGENDA: The agenda was posted at the City Hall bulletin
board (west side of Council Chamber) and the Planning Department counter by 10 am
on Thursday, July 14, 2016.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS:
Vice -Chair Cassady opened Public Comments and with no appearances coming
forward Public Comments was closed.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: JULY 5, 2016

Approve minutes of July 5, 2016, as presented.

ADDITIONAL COLOR SCHEME FOR THE FINAL DEVELOPMENT PLANS
APPROVED FOR TRACT 32233-5 WITHIN ESCENA LOCATED AT 1000
NORTH GENE AUTRY TRAIL, ZONE PD-231 AND M-1-P, SECTION 7 (CASE
NO.5.0666 PD-231). (DN)
Associate Planner Newell provided an overview on the proposed color scheme as
outlined in the staff memorandum.
Member Purnel asked if there were changes in the landscape palette. (Staff approved
administratively.)
Member Song questioned how the color schemes would be mixed throughout the
development.
Vice -Chair Cassady clarified the proposed color scheme.
ALLEN JANISCH, Toll Brothers, applicant, requested new color scheme to offer to
homebuyers.
Member Song questioned if there is a concern with houses next to each with the same
color. (Their goal is not to have homes of the same color next to each other.)
Member Secoy-Jensen said she is okay with the color scheme.
MISIC (Secoy-Jensen/Song, 6-0-1 absent Fredricks) Approve as submitted.
NEW BUSINESS:
3. HILTON PALM SPRINGS FOR A MINOR ARCHITECTURAL APPLICATION
FOR THE REMOVAL OF 17,965 SQUARE FEET OF TURF AND THE
INSTALLATION OF DROUGHT -TOLERANT LANDSCAPE ON THE TAHQUITZ
CANYON WAY, CALLE ENCILIA, AND CALLE EL SEGUNDO FRONTAGES
LOCATED AT 400 E. TAHQUITZ CANYON WAY, ZONE RA (CASE NO.
3.1750). (NK)
Assistant Planner Kikuchi presented the proposed turf conversion as outlined in the
staff report.
Member Song questioned if there is a separation device between the bark mulch and
decomposed groundcover.
Member Purnel requested clarification on staffs recommendation.

Member Lockyer verified that no changes will be made to the north boundary.
ISMAEL BARBA, applicant, provided details on the landscape plan and was available
for questions.
Member Song discussed the concrete edging between the inert materials (and color of
concrete). What type of separation is between the mulch and decomposed granite?
(bender board) She verified the details around flag pole area.
Member Purnel requested information on the design intent for the different shapes used
in the layout. He was concerned with the layout of plant materials and feels there is too
much going on with the design.
Comments:
Member Song commented that there is a lot going on in the design and noted an issue
with consistency of design elements.
Member Purnel said there's a missed opportunity - the landscape should relate to the
simple form of building. He is concerned with the "busy-ness" of the elements; the
forms could be simpler and the loading dock should be screened.
Member Secoy-Jensen said the site has prominence and the landscape should mirror
the rhythm of architecture. She is concerned with the durability of the bender board.
Member Lockyer agrees that it feels busy and the use of three plants of each variety is
repetitive. He suggested a variety of height of plant materials and relationship of
landscape to the building openings.
Member Rotman said he likes the curvilinear design and separation of materials. He
suggested layering the plants, screen the service area and transition the turf area.
Member Purnel suggested building on one or two ideas to simplify it. He advised to
think about how the landscape relates to the functions of the building.
Member Lockyer said he's concerned about the plant sizes (too small).
Vice -Chair Cassady said this is a high profile location and additional work is needed.

4. MODERN DEVELOPMENT LLC., FOR A MAJOR ARCHITECTURAL
APPLICATION AND A TENTATIVE TRACT MAP FOR THE CONSTRUCTION OF
AN EIGHT (8) UNIT CONDOMINIUM PROJECT LOCATED AT 155 WEST SAN
RAFAEL ROAD, ZONE R-1-C (CASE NOS. 3.3930 MAJ, 37039 TTM). (GM)
Associate Planner Mlaker provided an overview on the proposed eight (8) unit
condominium project as outlined in the staff memorandum.
MIKE MENDOZA, project designer, has worked with staff for the past eight months to
incorporate the unique architecture and landscaping of Palm Springs. Mr. Mendoza
commented that two trash enclosures will be provided in order to maintain the
symmetry of the buildings.
Member Song requested clarification and/or commented on:
• Design of retention areas.
• Driveway material. (gray concrete)
• Materials for perimeter wall.
• Setbacks for swimming pools. (5')
• Use of veneer stone on exterior wall.
• Prefers to see more use of CMU's on the exterior.
Member Secoy-Jensen said this is an amazing area in the city - there's a small house
nearby that's really simple designed by Jim Jennings nearby. She suggested the
applicant look at the stone used on Wexler houses that are close by. She appreciated
down -playing the architecture and keeping it simple. She would like to see another
stone other than the cultured stone.
Member Purnel said he is happy to see that the landscape follows what the buildings
are doing. He suggested a small comment: may only need one Palo Verde at the
central area; fountain grass may be inappropriate; use/color of gravel material;
groundcover; height of California Fan palms.
Vice -Chair Cassady commented that the interlocking pavers seem out of place.
Member Lockyer supports the use of the pavers and finds them appealing in this
project.
Member Secoy-Jensen supports the pavers, but not the use cultured veneer stone.
Member Purnel said they need to know the color and pattern of the pavers.
Member Song said this is a creative project but the veneer seems foreign and

concerned about the proportion of windows facing the street.
MIS/C. (Secoy-Jensen/Lockyer, 6-0-1 absent Fredricks) Recommend approval to
Planning Commission subject to final Subcommittee (Lockyer, Song and Secoy-
Jensen) review:
1. See selected paver material/color.
2. Alternative to cultured stone material veneer.
3. Study the window proportion on front elevation relative to the new material.
COMMITTEE MEMBER COMMENTS:
Vice -Chair Cassady welcomed Member Rotman as a new member to AAC.
The EIection of Officers will be on the agenda the first meeting in September.
STAFF MEMBER COMMENTS:
Planning Director Fagg reported an upcoming Joint Orientation Meeting with the
Planning Commission tentatively scheduled for September 14, 2016.
ADJOURNMENT:
The Architectural Advisory Committee adjourned at 4:22 pm to the next regular meeting
at 3:00 pm on Monday, August 1, 2016, Council Chamber, City Hall, 3200 East
Tahquitz Canyon Way, Palm Springs.
