Minutes of June 20, 2016
CALL TO ORDER: Chair Fredricks called the meeting to order at 3:01 pm.
ROLL CALL:
Committee Members Present: Fauber, Secoy-Jensen, Song, Vice -Chair Cassady
and Chair Fredricks
Committee Members Excused: Lockyer, Purnel
Planning Commissioner Present: Hirschbein

REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 12:00 pm on Thursday, June 16, 2016.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS: None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: JUNE 6, 2016

Approve, as amended.
NEW BUSINESS:
2. MOJAVE BLUE L.P., OWNER FOR A MINOR ARCHITECTURAL APPROVAL
FOR THE CONSTRUCTION OF FIVE TRELLIS CARPORTS AT THE MOJAVE
BLUE APARTMENTS LOCATED AT 2720 EAST TAHQUITZ CANYON WAY,
ZONE R-3, SECTION 13 (CASE 3.1120 MAA). (GM)

Associate Planner Mlaker presented an overview of the project as outlined in the staff
report.
Member Fauber requested clarification on the Variance condition relative to the height
of the screening.
Chair Fredricks and Member Secoy-Jensen also requested clarification on the
landscape plan and approval.
GEORGE MOBAYED, applicant, was available for questions.
Member Song requested clarification on:
• Will outdoor light fixtures be added and if so, do they meet photometric
standards?
• Material for trellis.
• Color of T-brackets.
• Structural calculations.
Member Secoy-Jensen verified the existing material of trellis structure.
Chair Fredricks asked if the existing structures will be repainted.
Public Comments: None.
Committee Comments:
Member Song made the following comments:
• Supports increased shading of asphalt surfaces.
• Matching the existing structure is appropriate.
• Concerned with the use of wood for the trellis (composite material or weather -
proven material might be more conducive in the desert).
Member Secoy-Jensen made the following comments:
• Supports the increased shading.
• Supports matching the existing wood but agrees with how it wears in the desert.
• Concerned about losing trees.
Member Fauber said he would like to include wording, "five foot plantings or higher" for
the landscape screening.

Chair Fredricks made the following comments:
• Supports the use of composite materials and suggested a cost study to make a
comparison.
• Include existing structure to be prepped and re -painted.
• Has concern with the Yew Pine (needs to be T - 8' height).
• Substitute 36" box Palo Verde where the existing trees are to be replaced.

Subcommittee (Fredricks, Song, Secoy-Jensen) review:
1. Recommend that a cost study be conducted on the composite wood for the
trellis (2' x 4').
2. Prep and repaint existing trellis.
3. Yew Pine a minimum height of 7' - 8'.
4. Landscape screening shall be 5 ft. or higher.
5. Subcommittee to recommend trees to replace existing.
3. ED FREEMAN, OWNER, FOR A MAJOR ARCHITECTURAL APPLICATION
FOR DEVELOPMENT OF A ROUGHLY 4,400 SQUARE FOOT SINGLE
FAMILY RESIDENCE ON A VACANT HILLSIDE LOT LOCATED AT 2025
CELESTIAL COURT (CASE 3.3946 MAJ 1 ZONE ESA-SP — PLANNING AREA
4, DESERT PALISADES SPECIFIC PLAN). (KL)
Associate Planner Lyon presented an overview of the proposed single-family residence
at outlined in the staff report.
Member Song questioned the height of the clerestory.
Member Secoy-Jensen questioned the use of an Administrative Minor Modification for
the first single-family residential application in this development and issues with the cut -
and -fill for garage.
Member Fauber verified the plant materials and questioned how much of the clerestory
encroaches into the envelope.
Chair Fredricks asked if there are guidelines for boulder placement in the Specific Plan.
LANCE O'DONNELL, applicant, provided details on the terrain, development standards
for the Specific Plan and excavation building pads. He was available for questions.
Member Song noted concern with the use of an AMM for the first home. She requested
verification on: the material for the driveway; treatmentluse of boulders; cross -
ventilation techniques; and roof surface treatment/color.

Member Fauber verified the roof color, installation of boulders along the pool and
retaining wall.
Member Secoy-Jensen questioned why the project can not be designed to fit within the
guidelines.
Member Fauber asked if there is another design solution that was considered in lieu of
the AMM.
Comments:
Chair Fredricks has no qualms with this design but does have a concern that the design
will impact future applications.
Member Secoy-Jensen said the home is well -designed and integrates into the beauty of
the land; however, she has concern with the AMM for the clerestory and setting a
precedent.
Member Fauber is less concerned with the extra excavation. He concurs with Member
Secoy-Jensen that the design issue can be resolved with the clerestory.
Vice -Chair Cassady said he agrees with the concern of the AMM; however, this design
is very sensitive to the site. He said every house will come forward with a couple
exceptions and if each house is as good as this one they are in pretty good shape. He
is conflicted as to whether to bring it in to the guidelines and verified that the exceptions
are outside of their purview.
Member Song said the Planning Commission should look at the requested exceptions;
and the merits of this design is worth pushing forward based on the sensitivity to the
site.
Chair Fredricks believes boulder placement standards should be developed for the
Specific Plan.
Member Secoy-Jensen supports lowering the height to conform to the guidelines as
part of the aesthetic considerations.
MISIC (Fauber/Fredricks, 4-1-2 opposed Song, absent L.ockyer/Purnel) Approve with
conditions as follows:
1. Recommend staff conditions #1 - #9.
2. Delete condition #8.
3. Building height shall not exceed twenty-five (25) feet.
4. Boulder placement to abide by program.

COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: Planning Director Fagg commented on the following:
• The next regular meeting will be held on Tuesday, July 5th due to the holiday.
• The Planning Commission will be interviewing for the two vacant AAC positions
on Wednesday, June 22nd.
• The election of officers will be scheduled for the July 5th meeting.
Planning Director Fagg and the Committee Members thank Member Fauber for his hard
work and contribution to the City.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:17 pm to the
next regular meeting at 3:00 pm on Tuesday, July 5, 2016, Council Chamber, City Hall,
3200 East Tahquitz Canyon Way, Palm Springs.
