1. MESQUITE COUNTRY CLUB HOA FOR A MINOR ARCHITECTURAL
APPLICATION TO REPLACE APPROXIMATELY 45,161 SQUARE FEET OF
TURF WITH DROUGHT TOLERANT LANDSCAPE ALONG THREE STREET
FRONTAGES OF THE CONDOMINIUM COMPLEX LOCATED AT 500 S.
FARRELL DRIVE (CASE 5.0173 MAA). (DN)
Associate Planner Newell provided an overview of the changes to the landscape plan.
JUAN ALVARADO, representing the applicant, provided details on the groundcover and
plant material.
Member Song verified the decomposed granite color.
Member Purnel had questions about the plant selection and rock colors.
Discussion:
Member Purnel expressed concern with the low growing groundcover and prefers mid -
height shrubs and additional trees. He is not in favor of the rock colors or use of the
Verbena.
Member Lockyer agreed that there are not enough medium height shrubs and it needs
more trees.
Member Song said the decomposed granite may be too much contrast - the design is
too similar to others.
Chair Fredricks said it needs variation in height of plant material; noting that the
changes have helped. The Texas Ranger is a good idea (keep on top of the
maintenance problem) and supports additional trees and the decomposed
granite/boulder color choice.
MISIC (Fredricks/Fauber, 7-0) Approve subject to subcommittee review (Fredricks,
Song, Pumel):
1. More layering of planting in design concept from low to higher (sidewalk to
property).
2. Open density rhythm in design.
3. Not supportive of vines on the walls.
4. Alternate option for decomposed granite (more natural color).
5. Alternative to Verbena plantings and additional trees.

Member Song agreed that the roof material, fascia profile and entry patio needs
refinement.
Member Lockyer suggested a change in the roofing material and wrapping the material
on the outside corners. He agrees with cutting back on some of the turf.

Discussion:
Member Song said the use of synthetic turf is appropriate as -turf P; separated from the

Chair Fredricks expressed concern with the size of planters for the Tipu trees and the
size of planter area along Andreas Road.
JOHN WESSMAN responded that both planters are 5' x 5'.
Member Purnel questioned the depth of planters (42" deep); and expressed concern
with the buffer area width on Andreas Road and use of Xylosma. He asked if there is
an alternate plant/shrub.
Chair Fredricks voiced concern about the size of planter foridTipul

Member Pumel supports 6' x 6' planter size. (John We"man co .flitted to using 6' x 6'
size.) He questioned if there are additional plants ate base of tre planters.

Member Song verified the details of the French (balcony) door and balconies_
Member Lockyer verified the balcony details.
Member Secoy-Jensen asked if new materials were added to this sotteme. (No_)

5C. H&M COMMERCIAL BUILDING HEIGHT INCREASIE (+4-FT) ON
BLOCK C LOCATED AT THE SOUTHWEST OF PALM CANYON DRIVE
AND MAIN STREET, ZONE CBD (CASE 3.3 Q7). (DN)
Associate Planner Newell presented the proposed cha rigips.
Member Secoy-Jensen verified the action 'aeirg requested by the: applicant.
CHRIS PARDO, project designer, gave Na'tiogol,08tails on fhe revisions.
Member Song verified ff the. treatment second floor of the south elevation (retail
portion) will continue with the,4ame materials on the east elevation. She had questions
pertaining to the detaiji of the West facade.
Discussion:
Membe �Lockyer quoorted `26 feet in height is needed for a two-story building.
JOHN WESMAN respoo d that-fhe tenant requires such height.
Member Soy, -Jensen said she does not support the increased height based on
tenants which come and gp. She prefers to look at how the entire project works in
context. She thlnkb the 4 6vations and window proportions on the annex building need
to be studied further btd..sees how this project is evolving.
Member Song said she likes the 28 foot height because it creates a change in the
proportion of the street facade and allows for different scale. She agrees that the
annex building is coming along but there is potential for more on the exterior elevations.
Chair Fredricks likes the variation in height on this part of the project. He noted that the
additional shading and articulation was done.
Member Secoy-Jensen prefers to have the annex building come back with revisions.

Member Song said the north elevation is non problematic; however, the west elevation
needs more work.
MISIC (Fredricks/Fauber, 5-0-2 opposed Secoy-Jensen/Lockyer) Recommend approval
to the Planning Commission of:
1. The additional height on Block C to 28 feet.
2. The north elevation of the Annex building.
3. The west elevation to return to the AAC for further review,
