Minutes of April 18, 2016
CALL TO ORDER: Chair Fredricks called the meeting to order at 3:30 pm.
ROLL CALL:
Committee Members Present: Lockyer*, Purnel, Song, Vice -Chair Cassady and
Chair Fredricks
Committee Members Excused: Fauber and Secoy-Jensen,
Planning Commissioner Present: Randy Lowe

REPORT OF THE POSTING OF AGENDA:
The agenda was posted and available for public access at the City Hall bulletin board
(west side of Council Chamber) and the Planning Department counter by 3:00 pm on
Thursday, April 14, 2016.
ACCEPTANCE OF THE AGENDA:
The agenda accepted as presented.
PUBLIC COMMENTS: None.
UNFINISHED BUSINESS:
1. PAUL BRAZEAU TO REPAINT THE PATENCIO BUILDING (AKA NOIA
BUILDING) A MULTI -TENANT BUILDING LOCATED AT 471 EAST TAHQUITZ
CANYON WAY, ZONE RA (RESORT ATTRACTION) SECTION 14 SPECIFIC
PLAN (CASE 3.0898 MAA). (KL)

Associate Planner Lyon provided an update on the alternate color schemes and
proposed changes to the proposed project.
MARTIN JOHNSON, applicant, preferred the yellow and gray colors for the building;
and was available for questions.
Member Song verified the following:
• Color of concrete caps.
• Selection of gray/yellow scheme.
• Painting of spandrel panels.
Vice -Chair Cassady verified the color of the garden walls.
Chair Fredricks verified the color of the column bases (darker shade of gray) and soffit
reveal.
Member Song thinks the yellow/gray is a better option. She prefers to have the front
elevation of Tahquitz Canyon match the parking elevation and painting of openings on
the south elevation (the central area gray).
Member Lockyer said that this is an improvement over the last proposal.
Member Purnel said he prefers the previous color palette because it is more conducive
to environment. He's concerned that the yellow color will fade.
Vice -Chair Cassady said he prefers the yellow/gray scheme and supports Member
Song's comments about the gray on the back side.
Chair Fredricks supports the yellow/gray scheme which seems to bring out the
architecture. He would like to see the back panel of building in Swiss Coffee color and
the insets on the south wall to be gray.
MISIC (Fredricks/Lockyer, 5-1-2, opposed/Purnel, absent Fauber/Secoy-Jensen)
Approve, as submitted:
1. Yellow/Gray color scheme.
2. Center arch inset on the east side of the building be painted in grey color.
3. Center spandrel panel in the rear of the building be painted in Swiss Coffee
NEW BUSINESS:

REPAINT AND MODIFY THE CANOPY AND FACADE OF THE SHELL GAS
STATION LOCATED AT 300 NORTH INDIAN CANYON DRIVE, ZONE REO
(RETAIL, ENTERTAINMENT, OFFICE) SECTION 14 SPECIFIC PLAN (CASE
3.1410 MAA). (KL)
Associate Planner Lyon presented the proposed improvements to the gas station as
outlined in the staff memorandum.
NINA BRENTHAM, Sign Development, Inc., representing the applicant, said they would
like to add the 33 1/2 inch fascia strip around the canopy and will be preserving the V-
shape (with two logos on the side).
Member Song verified that the canopy would be painted white if the fascia is not
allowed (with 2 signs on fascia). She questioned if the red and yellow bands should be
painted across the extent of the fagade.
Member Lockyer supports the color banding on the facade as shown and said it could
extend up to the top of the wall.
Member Purnel suggested a reveal could be used to terminate the color bands on the
building face. He questioned if the trash enclosure gates should be painted gray.
Chair Fredricks supports the color band to the top of parapet, but does not support
adding fascia to the canopy. He would like the planter beds to have drought tolerant
materials and add more height to the landscape to help screen the service areas.
Member Purnel concurred and suggested keeping it simple with a 2 variety plant
material. He suggested Giant Hesperilla (Redtip Yucca) would work in the planter beds
with Carissa and decomposed granite groundcover.
MISIC (Fredricks/Purnel, 5-0-2 absent Fauber/Secoy-Jensen) Approve, as submitted
subject to:
1. Canopy to be painted in white color with 2 permitted signs allowed. No fascia
to be added to the roof structure.
2. Two planter beds are planted with Giant Hesperillo and decomposed granite
underneath.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: Director Fagg provided details on the upcoming Joint
Meeting with the Planning Commission and City Council.

ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:05 pm to their
next regular meeting at 3:00 pm on May 2, 2016, Council Chamber, City Hall, 3200
East Tahquitz Canyon Way, Palm Springs.
